REGULAR MEETING MINUTES
April 26,2023
The Jeffersonville Redevelopment Commission held a Regular Meeting on April 26, 2023 that
was called to order at 4:02 pm in the Mayor's Conference Room located at 500 Quartermaster
Court, Jeffersonville, Indiana
Board Members present:
Scott Hawkins, Jack Vissing, Matt Owen, Mike Moore, Duard Avery and Teresa Perkins.
Staff Members present:
Redevelopment Director Rob Waiz, Redevelopment Commission Attorney Les Merkley City
Attorney, Grant Administrator DeLynn Rutherford, Administrative Assistant/Secretary Theresa
Treadway, City Engineer Andy Crouch, Deputy Fire Chief Jason Sharp.
Guests: Josh Darby and Jorge Lanz with Jacobi, Toombs & Lanz, John Kraft with MAC
Construction, Greg Edwards with TEG, John Launius with 1 SI, John Higgins, President of
Bluegrass Supply Chain Services, Monica Uhl, Maker 13.
CALL TO ORDER
Mr. Hawkins, President called the meeting to order at 4:02 PM.
APPROVAL OF AGENDA
Mr. Owen made a motion to approve the agenda with Mr. Vissing seconding, passing
unanimously 5-0
CONSENT REPORTS
Minutes:
Mr. Owen made a motion to approve the minutes from March 29, 2023 meeting with Mr. Moore
seconding the motion, passing unanimously 5-0.
Claims:
Mr. Owen made a motion to approve the TIF Claims in the amount of $510,877.31 with Mr.
Moore seconding, passing unanimously 5-0.
Mr. Owen made a motion to approve the Redevelopment Operating Claims in the amount of
$35,247.45 with Mr. Moore seconding, passing unanimously 5-0.
JTL Ongoing Projects Update:
Charlestown Pike Reconstruction, Segment 1 (Holman's Lane to Utica-Sellersburg
Road) and Utica-Sellersburg Road Reconstruction, Segment 2 (Railroad Tracks
North to Charlestown Pike:
• Public Involvement meeting held on April 12, 2021 at 6:30 pm via Zoom.
• 30% Schematic Design Plans and Updated Opinion of Project Costs were provided to
City on 7/12/2021.
• Public Information meeting held December 7, 2021 to unveil roadway layout plans to
the public.
• Buying is underway on both Charlestown Pike and Utica Sellersburg Road. Right of
Way Acquisition continues.
• Sent Relocation Work Plan Requests to Utilities. Still waiting on plans from Clark
County REMC and Duke. Work plans were due December 15, 2022. Received work
plan from Clark County REMC, indicating all of their facilities will be relocated by
December 1, 2023. Received work plan from Duke. Duke needs 7 months from
Notice-to-Proceed to complete relocations, which fits within project schedule.
• Charlestown Pike Relocation-Josh Darby-This information was in your packet, this
is the property we had discussed about purchasing and this is a contract for relocation
services. Mr. Moore made a motion to approve the contract with Mr. Owen
seconding,passing unanimously 5-0.
Falls Landing Park(8th Street and Ohio Avenue)
• Project awarded to Pace Construction. JTL providing full-time inspection and
construction administration.
• Pre-Construction meeting held April 25, 2023. Construction to begin mid-May. This
should be a 5 month project.
• Per Rob, there is a change to the project. With it being in the Arts & Cultural
District, stamped colored concrete will fit the area better than regular concrete. This
is a change of$60,000. Per Josh Darby, it could be a little less so motion can be not
to exceed $60,000. Mr. Moore made a motion to approve this change and not to
exceed $60,000 with Mr. Vissing seconding, passing unanimously 5-0.
United Consulting Project Update:
• No update
NEW BUSINESS
Maker 13 Rent-Monica Uhl-I am here on behalf of Maker 13 requesting our reduced rent
continue at this time and revisit again in one year so we can continue to make an impact. At this
time we have 130 members, this time last year we had 132 members, as the summer months are
the slow periods. We assisted with 10 new small businesses and plan to host manufacturing days
again this year, this was a great success last year. Mr. Moore made a motion to continue the
reduced rent of$900 and revisit in one year with Mr. Vissing seconding,passing unanimously
5-0.
Tax Abatement Bluegrass Supply Chain Services-John Launius, lsi- Thank you for having
us, I do have the President of BSCS John Higgins with me today. This is a new facility they are
building at 1205 Bridgepointe Drive, $15.5 Billion project with 25 new employees starting at
$27.22 an hour. As John stated, I am John Higgins, again want to thank you for having us. We
have been in the area since 2017, have facilities on Patrol Road, 350 Salem Road and 521
Corporate Drive. We employee 80 full-time employees and 20 temporary employees we hope to
bring on full-time once auto industry stabilizes. This new building will be 250,000 square feet,
we are a logistic company so supply bulk pieces to Toyota and Subaru. We are hoping to be
completed by the end of the year. We would love to have all of you out for lunch and tour the
facility. We expect to be here a long time. Mr. Moore made a motion to approve Resolution
2023-R-3 with Mr. Owen seconding,passing unanimously 5-0.
Police Shell Build Out-4 Change Orders —Greg Edwards, TEG- Mr. Merkley presented,
Change Order 1-reduction of$7,560.00, Change Order 2-reduction of$3,850.00, Change Order
3-increase $3524.68 and Change Order 4-increase $14,759.10. Looking for an approval on all
four together. Mr. Moore made a motion to approve all four change orders with Mr.Avery
seconding,passing unanimously 5-0.
Safety Town Bid Award-Greg Edwards, TEG - Mr. Merkley presented stating all bids were
opened and lowest bid received was Cloverport Services, LLC at $347,000. At this time, we
need a recommendation to accept this bid. Mr. Moore made a motion to accept this bid, this is
a Jeffersonville company, with Mr. Owen seconding,passing unanimously 5-0.
Hike the Pike—Mayor Moore—This is 8' sidewalks down Utica Pike from Allison Lane to
Island View Subdivision. This sidewalks will be on the North side of Utica Pike due to homes
and utilities on the South side we did not want to move or interrupt residents. This will give
access to numerous subdivisions. This will be 1.1 mile track of sidewalk, great walking trail.
HWC Engineering will be handling this project and expected it to be completed in 90 days at
$96,000. Mr. Moore made a motion to approve the contract with Mr. Owen seconding,
passing unanimously 5-0.
QUESTIONS FOR EXECUTIVE DIRECTOR
Rob stated everything is going well, the board makes his job easy,
BOARD COMMENT
Mr. Vissing — Jeffboat meeting, what was everyone's thoughts. Rob stated he thought it went
great. Mayor said everyone seemed very pleased with the two concepts. Jack said the first
concept was liked the best. Curious if the standing buildings would remain and if Howard
Steamboat Museum would have a view. Per Rob, they do plan to repurpose and leave the
buildings. Per Mayor, Steamboat hasn't had a view in the past and will probably remain that
way.
Mr. Avery — Make sure they seal the stamped color concrete at Falls Landing Park and it will
last a long time.
Mr. Moore — Great neighborhood meeting last night at Lottie Oglesby Park, most department
heads, with approximately 60 other people in attendance. Several people reached out after the
park was announced at the State of the City address with things they would like to see. Parking,
additional basketball court. There will be 116 parking spots and then additional parking at the
former Bridgepointe Elementary that a church has purchased. Two half basketball courts, plenty
of lighting, restrooms, nice walking trail, going to be another great park in the City.
Mr. Owen — Echo the neighborhood meeting at the park. I am happy that a lot of money has
been put in different areas of the city and this area is long overdue. Thank you Mayor for the
vision and the board for empowering that.
Ms. Perkins—This Friday is the spring festival at Franklin Commons, last year it was attended
by hundreds of people, so stop by and check it out. Sunday morning after thunder, I took a ride
to see how things looked, kudos to City of Jeff employees that cleaned up, there was not one
piece of paper on the ground anywhere, it looked amazing like all those people were never there.
Mr. Hawkins—I have to agree that all the areas that have been serviced since I have been on
City Council and this board. Fantastic job.
