Sarah Young called the meeting to order and Kofi Darku seconded motion. 5:31 p.m.

Old Business:
Approve Minutes from JPAC Meeting—March 13,2023 -Motion to approve minutes,by Susan Harrison,
seconded by Kofi Darku,motion carried unanimously.
New Business:
New Commissioner
I do have an activity planned tonight, instead of putting our new commissioner on the spot, I figured we could
put ourselves on the spot by playing a game called two truths and one lie, said Heather. I understand that
everyone was very confused after last meeting, so I am taking this meeting to clear things up and get all of us on
same page. If you have questions,please save them until the end,but please make sure to ask them, said
Heather.
The structure of meeting tonight is discuss old business, clarify rules and responsibilities, review 2023,
programming update for 2024, open for questions. Action items: Commissioners terms, Denise, Susie, and
Sarah rolling off next year, and are all appointments of the Mayor. I am not rolling off next year, said Sarah, I
am in my first term. That's right you are in your first term so you will be able to go forward another year, said
Heather.
Roles and Responsibilities: Since we do not have a chair this year,this will be how the chain goes, Mayor,
Engineer,Administrator, Coordinator/Chair,and Commissioners. So,this is where I would like to introduce
our new Commissioner,does everyone have their two truths and one lie ready?Asks Heather. I will go first, I
have a cat name Roarka,I have over 700 records, and I am a native of Indiana. John, said I said the records.
No, I do have over 700 records, Kofi said you don't have a cat. No, I do have a cat, so the lie is I was born in
Bullitt County,Kentucky, so I am not a native of Indiana. Rosy Callahan, I am a Grandmother, We are going to
South Africa in the fall,and I am a retired elementary teacher in Pekin. I will go out on a limb and say you are
not a Grandmother,because you don't look old enough for that, said John.No, I will not be going to South
. Africa this fall, said Rosy. Kofi Darku,I lived in California for a year, I forgot my not truth. Just move on said
Kofi. Teah Hampton- Williams, I attended Ball State,I been to Russia, and I sang on the Today show. I am
going to guess you have never been to Russia, said John. No, I never attended Ball State, said Teah. Susan
Harrison, I shot a gun and hit a perfect bullseye, I won an award for vacuuming up jello the fastest with my
mouth, and I met my husband on the street in Chicago. I will say you didn't meet your husband on the street in
Chicago, said John. No,I have never won a prize for vacuuming up jello with my mouth, said Susan. Denise
Freville, I was a welder for two summers,I have five dogs at my house right now,and in my spare time I like
going spelunking. I don't think you like spelunking, said John. You are correct, said Denise. Sarah Young,I
was born in Maine,I have 5 siblings, including a twin,and I gave birth in my living room. I think you was not
born in Maine, said John. Correct,I was born in New Hampshire, said Sarah. Kofi Darku, I met President
Biden in summer of 2010,I attend Obama's acceptance speech in Chicago, and I met Jesse Jackson in 1986. I
think you did not meet Joe Biden,Nope, I did meet him,but I did not attend Obama's acceptance speech. John
Edwards,my favorite form of art is yarn and thread stuff,I did hair for the Oscars on the Red carpet, and I was
born and raised in Lexington, Kentucky. The lie is you was not born and raised in Lexington, said Kofi,you are
correct, I was born in Danville, Kentucky.
Clarify Roles:
a. Administrator—3 prong approach, consists of maintenance,budget, contracts,and execution of
programming. Programmer,for public art and art spaces, and Public relations, networking and
marketing. Added commission liaison, due to us not having a chair this year, so this is calling
meeting to order,takes votes, and prepares agenda.
b. Coordinator—is also 3 prong approach. Administrative,developing and maintaining a filing system.
Grant Writing,researching and applying for grants we are eligible to receive. NOCO Art Center
maintenance,prepare art center for upcoming events and make sure all supplies are available.
c. Commissioners—is a 2 prong approach. Consultants and Developers. Consultants will supply
provide expertise and assistance to ensure goals are being reached,and Developers will assist in
planning and assist.
I think the confusion comes from me not taking things from your prospective. Emily's program,I believe she
started planning for 2023 in 2022 so let's review where she was.
Review 2023 programming:
At end of 2022 we chose on the word Magnify,to represent the objective for 2023. We will achieve this
objective by emphasizing the importance of a public art program. Refining and streamlining the planning
process,we will build a stronger foundation for future programming.
Review calendar—I am now going to go over everything Emily had on calendar for 2023. She had
planned installations for Shirley's Arbor Sculptures,and Hubcap Flowers. She had also planned 2 community
shows from Company Outcast, 1 community show from Cool Mountain, and Shakespeare in the Park with
Southern Indiana Arts Alliance. She also planned Showing off the artwork,replace missing Jeffrey sculptures,
determine a show schedule, shows,and vetting process for digital art gallery, school art shows for high school
and elementary school hosted in the NAC, and City Hall gallery, determine a show schedule, shows,and vetting
process for City Hall. Now we are getting into programs to continue in 2023 is Community Building, GCCS
Advance fieldtrip, CFAC,host art classes free of charge,Backspace, a writer workshop,Abbey Road on the
River. Developing NoCo,NAC actualization, developing procedures and policies, and NoCo Arts Mobile,
continuing mobile art studio. This is everything in the works prior to November. Let's discuss what I have
added to the calendar:
Juneteenth—June 16/17
Story trail—May
Planter bikes—August
Flood wall mural—October
Holiday Market—November

If signage doesn't happen this year I am good with that, if Holiday market doesn't happen, that is okay too, as
long as we look at it for 2024.
2024 Programming Update:
a. Heather's vision- I think we have talked about this before but I will go over it again. I created a chart
based on categories, so those are public art,maintenance,events,and artist spaces. You can use this
chart to coincide with the chart I supplied in your packet. I feel like this should be a collective eight of
us to come together for a program if necessary.
b. Year objective—starting in January I want to plan for 2024. First thing we would do is to define
objectives for 2023.
I—Preservation—In 2024,the objective to preserve our programming will be achieved by
recording every process for future reference. This includes; data, contacts,transactions,
conversations,photos, and schematics.
II—Outreach—In 2024,the objective to outreach will be achieved by diversifying our
programming. Diversity is the range of human differences, including but not limited to race,
ethnicity, gender, gender identity, sexual orientation, age social class,physical ability or
attributes,religious or ethical values system,national origin, and political beliefs.
As we go into April we will go into planning for programming to establish what budget will look like.
When we get to July it will be prepping, and then October—December,I would love to see us have a holiday
market and be able to pass out 2024 calendar of events.
Wrap Up:
Susan—with 2023 programs in the works, where are we on this. Because there is no way we will be ready for
some of the programs by the dates listed, like Jeffrey sculptures. Well Emily had started on this before she left
so I believe we have 3 of 4 of the sculptures all ready. We have not installed but that is flexible.
Let's see what we have coming up, said Heather. The Art Unplugged is coming up in March and Story Trail is
coming up but we talked about it,the artist submissions from 2022 I have put them in public arts google drive
so we can reference. I have talked to a lot of people about possibly have one call to artist for all projects
throughout the year,that way the artists could apply for more than one project. Also, Shakespeare in the Park is
coming up and we are partnering with Southern Indiana Art Alliance and they are handling the actors and
marketing, so we just have to worry about the space which is already completed. Shirley Arbors Sculptures
could possibly be next month for installation after speaking with Andy.
On our calendar is there any way of denoting,by stars, can you show us how much we are involved with the
project, like one star will be we just set up the space,to three stars of having to handle everything,that way we
will be able to plan and discuss during our subcommittee meetings, said Sarah. Absolutely, John has also asked
for that, said Heather.
Susan: Is there any way of asking the artist to put in agreement how we are able to maintain their sculpture?
Yes,maybe we can add just a maintenance page in contract,to which they fill out, sign, and give them a copy of
the agreement, said Sarah.
We do have dates with community partners already assigned through May, quarter one. And quarter two is
June—August. I have added to calendar,however I wasn't sure when we needed to start prepping and planning
for this, said Heather. I believe the end of the year is our planning period, said Sarah.
Paintbox garden is funded by JPAC and will need to be maintained by us, says Heather.
I have a few questions about Juneteenth festival,was you able to get more information about that?Asks Sarah.
I have not,I did reached out to the Parks Department but they did not get back with me,but I do know they also
have not spoken with police about closing the street by the NAC or anything, said Heather. I know Miguel
Hampton has been in contact with Parks Department so I believe we need to try to get with them and get more
information on what they will want from us, said Teah. We do not know our involvement for this, I think we
are just providing space, so unless I hear differently I am going to leave it, said Heather. I don't believe JPAC is
providing anything, said Teah.
It is currently 6:26 p.m. and you as commissioners have fulfilled your duty, Sarah has a few questions that I feel
Coordinator and Administrator can address so if you would like to adjourn meeting we can, it is totally up to
you, said Heather. Commissioners are all in agreement to continue with meeting. Susan apologizes,but she has
to leave.
Kofi: Planter bikes and Hubcap flowers. City Pride has these ancient bikes around the city where they plant
flowers in the baskets,they want to replace them. I have told them we need to take this year to decide and plan
on what they want to replace it with. I have only committed to replacing one a year, said Heather. I get the
impression that we do the work and they give us the money.
Flood Wall—When you are on the walking bridge,there is a building with a vinyl roof on a little building and I
would like to put some kind of art on this, said Heather.
Let's just say we are in 2024, and someone comes to you to do a project, at what point do you come to the
commission to decide if we are going to do it or not?Asks Sarah. I think in previous Dawn and Emily both had
projects and brought to you and said okay which ones do you all want to do? My vision is that we come in and
Rosy and Kofi come in and say we had 10 projects presented to us and we are only recommending 2 of the
projects, at that point we will say yay or nay. I think it will open us up to have more flexibility. I don't feel like
our monthly meetings should be 2 hours long,they should be just making sure all is running right. I think the
subcommittee meetings is where you have to really discuss everything in detail and determine if we should or
should not get involved with the project, said Heather. How do we avoid overbooking calendar of events?Asks
Sarah. We will cross that bridge together, said Heather. My hope is that subcommittee includes me and then we
will present to commissioners and they will say yay or nay. I think if we have one master calendar that can be
used by all,I believe it will prevent us overbooking because everyone can see what is scheduled, said John.
What if someone comes up to you and wants a mural put up,when does it go to committee, or will you just take
care of it?Asks Sarah. I will say no if they have not went through our process.
With nothing further to come before the board, Kofi makes motion to adjourn, seconded by John,motion
carried unanimously.
Next Meeting will be April 10, 2023 at 5:30 p.m.
