HomeMy WebLinkAboutHistoric Preservation Commission April 10, 2023 Historic Preservation Commission MINUTES April 10, 2023 President Ed Siewert called to order the April 10,2023 Historic Preservation Commission meeting at 6:00 p.m. in the Building Commission Conference Room at City Hall,500 Quartermaster Court. Members present were Johnna Anderson,Lisa Green,Maggie Moore,Jason Schlatter and Evan Stoner. Absent,member Jourdan Ford.Also,present Laura Renwick,Historic Preservation staff advisor and Administrative Assistant Mary Frey. Agenda Evan Stoner made a motion to approve the Monday April 10,2023 agenda as presented, seconded by Johnna Anderson and approved unanimously. Minutes Johnna Anderson made a motion to approve the Monday March 13,2023 minutes, seconded by Jason Schlatter and approved unanimously. Certificate of Appropriateness Ray and Yvonne Knight appeared before the Board to request a certificate of appropriateness for 417 E. Riverside Drive to add a walkway from the front of the property to the rear,adding a ramp with a patio and improvement to front stairs with a simple handrail.Ray Knight stated that it has not been decided if a railing will be placed on the ramp.Evan Stoner made a motion to approve the sidewalk,patio,ramp and front stairs as presented, seconded by Maggie Moore and approved unanimously. James Thornton appeared before the Board to request a certificate of appropriateness for 417 Spring Street.Mr.Thornton would like to remove the south end existing windows,recess approximately feet back and install an overhead door.The new recessed area would create a safe outdoor dining space recessed off the street.The area would have a three(3) 'A-foot wrought iron railing separating it from the sidewalk.The north front windows will be replaced with an overhead door.The existing front door will be recessed approximately 20 ft.to align with new south overhead door. All window framing will be black. Mr.Thornton stated that the recessing of the entry and overhead door is for safety reasons and would provide a safe off street outdoor seating area. Laura Renwick stated that the building is listed as midcentury non-substantial contributing structure because the structure was not 50 years old at the time the inventory was completed. The structure is now 50 years or older. Laura questioned if the overhead door could be installed at the current window setback and create the area inside.The overhead door could be opened when needed. Lisa Green stated that she would like to see front setback kept where it is now for aesthetic reasons.Lisa would like to see both sides even with the current window setbacks. Mr.Thornton stated he would really like to be able to create the outdoor area in a safe area off the street. Lisa Green stated that the significant change is not in line with the Historic Boards current guidelines. Mr.Thornton stated that the front top brick façade would not be recessed. Evan Stoner likes the design but wants to make sure the project is tailored to the current guidelines. Maggie Moore approves of the garage doors but not sure of setback. Jason Schlatter presented a sketch showing how the overhead doors could stay within the current setback and open to create the outdoor space he is trying to create. 1 Historic Preservation Commission MINUTES April 10, 2023 Laura Renwick inquired if they had thought about rooftop seating for an outdoor area. Mr.Thornton stated financial reasons do not allow for rooftop seating at this time. Mr.Thornton stated he is planning the structure to be an event space. Mr.Thornton stated he is not opposed to Jason Schlatters suggestions. Jason Schlatter made a motion to accept the replacement of current windows with same size overhead doors at the existing setback.The replacement overhead doors will need to have a visual plan presented and approved by Laura Renwick.All replacement overhead doors will need to remain at the current setback. Lisa Green seconded and the motion was approved unanimously. Laura Renwick stated that the new comprehensive plan for City of Jeffersonville suggests the possibility of expanding the historical districts. Laura stated that everyone should be thinking of specific areas and the different levels.Historic Districts manage the exterior of structures.
