CALL TO ORDER: The regular meeting for April 6, 2023, Fire Merit Commission was called to order by
Commissioner McCORMICK at 6:00 P.M.
ROLL CALL: The roll call was conducted and those present were Commissioners James Dyson, Troy McCormick,
Sam Smith,Thomas Spalding(arrived at 6:08pm) and Brooke Valentine.
COMMISSION STAFF: Fire Merit Commission Counsel Zach Stewart, Union 558 President Brandon Hopf, Fire Chief
Shawn Grant, Deputy Fire Chief Jason Sharp and Stenographer Cindy Seifert
GUESTS: Anne Langley and David Kaskie
MINUTES: Commissioner Smith made the motion to approve the minutes from March 2, 2023, seconded by
Commissioner Dyson, passes on a vote of 4-0.
APPROVAL OF AGENDA: Commissioner Valentine made the motion to approve the Agenda, seconded by
Commissioner Dyson, passes on a vote of 4-0.
CLAIMS: Attorney Stewart presented claims in the amount of$1,312.50 legal fees to Zachary F Stewart,Attorney
at Law, Commissioner Smith made the motion to approve the claims in the amount of$1,312.50, seconded by
Commissioner Valentine, passes on a vote of 4-0.
BUSINESS:
Attorney Stewart advised that Chief Grant notified the Commission of vacancies in the department and has
requested the next three candidates for promotion in the ranks of Battalion Chief, Captain, Lieutenant and
Sergeant.
TWO VACANCIES IN THE RANK OF BATTALION CHIEF
Commissioner Smith made the motion to certify next three candidates for the rank of Battalion Chief: Marcus
Renn, David Kaskie and Bradley Ervin, to Chief Grant, seconded by Commissioner Dyson, passes on a vote of 4-0.
Chief Grant recommends the promotion of Marcus Renn to Battalion Chief. Commissioner McCormick made the
motion to promote Marcus Renn to Battalion Chief, seconded by Commissioner Smith, passes on a vote of 4-0.

Commissioner McCormick made the motion to certify next three candidates for the rank of Battalion Chief: David
Kaskie, Bradley Ervin and Rusty Hall, to Chief Grant, seconded by Commissioner Valentine, passes on a vote of 5-
0. Chief Grant recommends the promotion of David Kaskie to Battalion Chief. Commissioner Valentine made the
motion to promote David Kaskie to Battalion Chief, seconded by Commissioner Dyson, passes on a vote of 5-0.

TWO VACANCIES IN THE RANK OF CAPTAIN
Commissioner Smith made the motion to certify next three candidates for the rank of Captain: Brandon Hopf,
Travis Sharp and Wesley Davis, to Chief Grant, seconded by Commissioner McCormick, passes on a vote of 5-0.
Chief Grant recommends the promotion of Brandon Hopf to Captain. Commissioner Smith made the motion to
promote Brandon Hopf to Captain, seconded by Commissioner Spalding, passes on a vote of 5-0.
Commissioner Dyson made the motion to certify next three candidates for the rank of Captain: Travis Sharp,
Wesley Davis and James Thomas, to Chief Grant, seconded by Commissioner Valentine, passes on a vote of 5-0.
Chief Grant recommends the promotion of Travis Sharp to Captain. Commissioner McCormick made the motion
to promote Travis Sharp to Captain, seconded by Commissioner Smith, passes on a vote of 5-0.
THREE VACANCIES IN THE RANK OF LIEUTENANT
Commissioner Smith made the motion to certify next three candidates for the rank of Lieutenant: Bryan Emerson,
Bradley Tetley and Lance Beard, to Chief Grant, seconded by Commissioner Spalding, passes on a vote of 5-0.
Chief Grant recommends the promotion of Bryan Emerson to Lieutenant. Commissioner McCormick made the
motion to promote Bryan Emerson to Lieutenant, seconded by Commissioner Spalding, passes on a vote of 5-0.
Commissioner Dyson made the motion to certify next three candidates for the rank of Lieutenant: Bradley Tetley,
Lance Beard and Christopher Dickey, to Chief Grant, seconded by Commissioner Valentin, passes on a vote of 5-
0. Chief Grant recommends the promotion of Bradley Tetley to Lieutenant. Commissioner Smith made the
motion to promote Bradley Tetley to Lieutenant, seconded by Commissioner Spalding, passes on a vote of 5-0.
Commissioner Smith made the motion to certify next three candidates for the rank of Lieutenant, (only two names
remain on promotions list): Lance Beard and Christopher Dickey, to Chief Grant, seconded by Commissioner
McCormick, passes on a vote of 5-0. Chief Grant recommends the promotion of Lance Beard to Lieutenant.
Commissioner Spalding made the motion to promote Lance Beard to Lieutenant, seconded by Commissioner
Smith, passes on a vote of 5-0.
THREE VACANCIES IN THE RANK OF SERGEANT
Commissioner Smith made the motion to certify next three candidates for the rank of Sergeant: Salvador
Quinones, Erik Northern and Lukas Coward, to Chief Grant, seconded by Commissioner Valentine, passes on a
vote of 5-0. Chief Grant recommends the promotion of Salvador Quinones to Sergeant. Commissioner
McCormick made the motion to promote Salvador Quinones to Sergeant, seconded by Commissioner Spalding,
passes on a vote of 5-0.
Commissioner Smith made the motion to certify next three candidates for the rank of Sergeant: Erik Northern,
Lukas Coward and Daniel Frantz, to Chief Grant, seconded by Commissioner Spalding, passes on a vote of 5-0.
Chief Grant recommends the promotion of Erik Northern to Sergeant. Commissioner Smith made the motion to
promote Erik Northern to Sergeant, seconded by Commissioner Spalding, passes on a vote of 5-0.
Commissioner Spalding made the motion to certify next three candidates for the rank of Sergeant: Lukas Coward,
Daniel Frantz and Alexander Knerr, to Chief Grant, seconded by Commissioner Smith, passes on a vote of 5-0.
Chief Grant recommends the promotion of Lukas Coward to Sergeant. Commissioner Smith made the motion to
promote Lukas Coward to Sergeant, seconded by Commissioner McCormick, passes on a vote of 5-0.

THREE VACANCIES IN THE DEPARTMENT FOR NEW HIRES
Attorney Stewart advised that Chief Grant notified the Commission of three vacancies in the department and has
requested that starting with number 1 on the Applicant Hiring List, Anne Langley is to contact applicants until
three applicants are attained, which currently have a CPAT, and make a conditional offer for employment.
Commissioner McCormick made the motion to approve contact by Anne Langley to the first parties on the
Applicant Hiring List until three applicants have been contacted which have a current CPAT, seconded by
Commissioner Smith, passes on a vote of 5-0.
Ladder climb for new hires has been scheduled for April 17, 2023 at 11:00am
ATTORNEY REPORT: No Report
REPORT FROM LOCAL 558 UNION: No Report
REPORT ADMINISTRATION: Deputy Chief Sharp thanked the commissioner and congratulated the promotions
and new hires. He also advised that there are more upcoming retirements, so May meeting will also have
promotions.
FIRE MERIT COMMISSION COMMENTS:
McCormick congratulated the staff promotions and requested that the administration update the Commission
with the names of the new hires contacted at the next meeting.
ADJOURNMENT:
With no further business before the Commission, Commissioner Dyson made the motion to ADJOURN, seconded
by Commissioner Valentine passes on a vote of 5-0. Meeting adjourned at 6:31 P.M.
