HomeMy WebLinkAboutRDC March 29, 2023 JEFFERSONVILLE REDEVELOPMENT COMMISSION REGULAR MEETING MINUTES March 29, 2023 The Jeffersonville Redevelopment Commission held a Regular Meeting on March 29, 2023 that was called to order at 4:00 pm in the Mayor's Conference Room located at 500 Quartermaster Court, Jeffersonville, Indiana Board Members present: Scott Hawkins (by Zoom), Jack Vissing, Matt Owen, Mike Moore, Duard Avery (arrived 4:15 pm) and Teresa Perkins. Staff Members present: Redevelopment Director Rob Waiz, Redevelopment Commission Attorney Les Merkley (by Zoom) City Attorney, Grant Administrator DeLynn Rutherford, Administrative Assistant/Secretary Theresa Treadway, City Engineer Andy Crouch, Fire Chief Shawn Grant, Deputy Fire Chief Jason Sharp. Guests: Josh Darby with Jacobi, Toombs & Lanz, Bob Stein with United Consulting, John Kraft with MAC Construction, Kyle Wilson with TowerPinkster. CALL TO ORDER Mr. Hawkins, President called the meeting to order at 4:00 PM. APPROVAL OF AGENDA Mr. Moore made a motion to approve the agenda with Mr. Vissing seconding, passing unanimously 4-0 CONSENT REPORTS Minutes: Mr. Owen made a motion to approve the minutes from February 22, 2022 meeting with Mr. Moore seconding the motion, passing unanimously 4-0. Claims: Mr. Moore made a motion to approve the TIF Claims in the amount of $534,953.27 with Mr. Owen seconding, passing unanimously 4-0. TIF Management Report included in the packet needs Mr. Owen made a motion to approve the Redevelopment Operating Claims in the amount of $46,117.52 with Mr. Moore seconding the motion, passing unanimously 4-0. JTL Ongoing Projects Update: Charlestown Pike Reconstruction, Segment 1 (Holman's Lane to Utica-Sellersburg Road) and Utica-Sellersburg Road Reconstruction, Segment 2 (Railroad Tracks North to Charlestown Pike: • Public Involvement meeting held on April 12, 2021 at 6:30 pm via Zoom. • 30% Schematic Design Plans and Updated Opinion of Project Costs were provided to City on 7/12/2021. • Public Information meeting held December 7, 2021 to unveil roadway layout plans to the public. • Progressing design. • Buying is underway on both Charlestown Pike and Utica Sellersburg Road. Right of Way Acquisition Ongoing. Utica-Sellersburg Road nearing completion. • Sent Relocation Work Plan Requests to Utilities. Still waiting on plans from Clark County REMC and Duke. Work plans were due December 15, 2022. Received work plan from Clark County REMC, indicating all of their facilities will be relocated by December 1, 2023. Received work plan from Duke. Duke needs 7 months from Notice-to-Proceed to complete relocations, which fits within project schedule. Falls Landing Park(8th Street and Ohio Avenue) • Project awarded to Pace Construction. JTL providing full-time inspection and construction administration. • Awaiting shop drawing submittals from Pace. Items with long lead times for production/delivery will dictate schedule. Once shop drawings are approved and materials ordered, construction schedule and Notice-to-Proceed date will be determined. Mayor Moore asking timeline for this project and if any additional parking spots. Per Mr. Darby,project should start late Spring or early Summer with completion October or late fall. There will be no parking spots. United Consulting Project Update: • Charlestown Pike Project: We are similar to where JTL is with the project. Working on Right of Way and Utilities and should have final draft in May. At this point still on schedule. NEW BUSINESS Safety Town-Jason Shari)—Back in November the board gave us an approval for TEG to put a contract together to oversee the construction of Safety Town. In the packet is TEG's contract in the amount of$63,300.00 asking for an approval to proceed. Mr. Moore made a motion to approve TEG's contract in the amount of$63,300.00 with Mr. Owen seconding,passing unanimously 4-0. Per Mr. Moore, the Pilot Club will still be running this program two weeks in July. Pickle Ball Courts at Oglesby Park—Mayor Moore—Little bit about this park Lottie Oglesby,this is a very special lady raised a lot of children in the area, very proud name. This park has a lot of green space and needs an upgrade and I am proposing a large dedication space for Pickle Ball courts, it is the fastest growing sport in America. For the last year and half I have been looking for a space for Pickle Ball courts. Myself, Paul and Andy have been looking around the country at other Pickle Ball Courts and seems the magic number is 16 courts. There will also be basketball courts, a pavilion and men's and women's restroom. Berms and evergreens to the area. Walking space in the park as well, if you go three times around the walking path it is equal to a mile. Some of the neighbors were asking about a playground area and Kyle the architect is looking into that for us. I will be having a neighborhood meeting there sometime in April, nothing set in stone yet. This park will have plenty of lighting so very safe and the lights will shut off at 10 pm each night. Very excited about the improvements, Kyle has brought the drawing with him today for review. River Hills Contract—DeLynn Rutherford—This is a contract to consult with grants, HUD portal, Financial Management on an as needed basis as their fee will be based on that as well. Mr. Moore made a motion to approve with Mr. Vissing seconding,passing unanimously 5-0. QUESTIONS FOR EXECUTIVE DIRECTOR Executive session right before the next meeting at 3:00 pm BOARD COMMENT Mr. Vissing — Question we talked about Jeff Boat some months ago about the rehabilitation project and haven't heard anymore. Per Rob, there is a meeting to be held middle of April at the Carriage House again. Mr. Avery—I like the idea of this of this park, great use of the land. Mr. Moore — Just feel rejunvenated, we have announced lately several projects Falls Landing, Lottie Oglesby Park Improvements and I have another project I will be bringing at next month's meeting. I have been doing this now for little over eleven years and I feel like I am getting my second wind. This is a fun time to be in Jeff and great to be able to do these kind of improvements. Mr. Owen —Just want to say thank you Mayor for this idea this is a homerun for this area of the City that does not always get a lot of attention and great for the surrounding neighborhoods as well. So thank you. Ms. Perkins—Nothing today Mr. Hawkins—My wife has joined the pickle ball cult lately and it involves all ages.
