PRESENT(VIRTUAL):
CALL TO ORDER: Mayor Mike Moore called the meeting to order at 9:30 a.m. in the Mayor's Conference
Room in City Hall. The meeting was held in person and streamed on the City's Website. Andy Crouch and
Rob Waiz served on the board.
APPROVAL OF THE MINUTES: Mr. Crouch made the motion to approve the minutes from March 29, 2023.
Mr. Waiz seconded the motion; motion passed, 3-0.
APPROVAL OF PAYROLL: Mr. Waiz made the motion to approve the payroll. Mr. Crouch seconded the
motion; motion passed, 3-0.
OLD BUSINESS:
NEW BUSINESS:
1. Andy Crouch/Les Merkley-Dedication of Public Right of Way,Stacy Springs - Mr. Crouch advised
this dedication of public right of way is for Stacy Springs that was dedicated to the City a couple of
years ago and is located off of Hwy. 62. When it was dedicated it was dedicated by plat and not by
public right of way. A developer would like to put apartments back behind the area but in order to
do that this has be to be dedicated as public right of way. It will be named River Ridge Parkway
which matches River Ridge Parkway that is across the street in River Ridge.
Mr. Waiz made the motion to approve the Dedication by Deed of the Public Right of Way. Mr.
Crouch seconded the motion; motion passed, 3-0.
2. Les Merkley/Shawn Grant-2023-R-2 Request for approval of Resolution Approving the Transfer of
Certain Property to Other Government Entities (Surplus Vehicles)-transfer 1-Fire Truck to Prosser
Career Education Center and 1-Fire Truck to Dupont Fire Department
(Tabled from March 28, 2023)—Mr. Merkley advised the Fire Department has two trucks that are
surplus and are requesting that one be transferred to Prosser and one transferred to the Dupont Fire
Department. Both entities would adopt identical resolutions accepting the trucks.
Mr. Waiz made the motion to approve the Resolution. Mr. Crouch seconded the motion; motion
passed, 3-0.
3. Scott McVoy-Request for approval of contract between the City, Police Department and Elk Run
Golf Club for banquet venue rental for November 17, 2023—Assistant Chief McVoy advised this
contract pertains to the venue for the annual Police Banquet. This will be paid for from fundraised
dollars and no tax payer dollars will be spent fulfilling this contract.
Mr. Crouch made the motion to approve the contract. Mr. Waiz seconded the motion; motion
passed, 3-0.
4. Scott McVoy-Request for approval of contract between Jeff Police Department and Lexis Nexis Risk
Solutions for Virtual Crime Center Online Subscription—Assistant Chief McVoy advised this contract
is for the virtual online crime center. This will take place two current subscriptions they have and
they do have the money in their budget.
Mr. Waiz made the motion to approve the contract. Mr. Crouch seconded the motion; motion
passed, 3-0.
5. Les Merkley—Intent to initiate eminent domain -There is a lot on Woodland Court, 2309 Woodland
Court that backs up to the back of Vehicle maintenance that is going in foreclosure with the bank;
Mr. Merkley has been in contact with the bank and this approval will allow the bank to hold the
property while they start the process of eminent domain.
Mr. Crouch made a motion to approve the intent to initiate eminent domain of the described
property and Mr. • aiz seconded the motion; motion passed, 3-0.
