HomeMy WebLinkAboutRDC February 22, 2023 JEFFERSONVILLE REDEVELOPMENT COMMISSION REGULAR MEETING MINUTES February 22,2023 The Jeffersonville Redevelopment Commission held a Regular Meeting on February 22, 2023 that was called to order at 4:00 pm in the Mayor's Conference Room located at 500 Quartermaster Court,Jeffersonville, Indiana Board Members present: Scott Hawkins, Jack Vissing, Mike Moore, Duard Avery and Teresa Perkins. Staff Members present: . • Redevelopment Director Rob Waiz, Redevelopment Commission Attorney Les Merkley, City Attorney, Grant Administrator.DeLynn Rutherford, Administrative Assistant/Secretary-Theresa Treadway Guests: Josh Darby with Jacobi, Toombs & Lanz, Bob Stein with United: Consulting; Tony: Bennet < with Bennett Photography. CALL TO ORDER Mr.Hawkins,President called the meeting to order at 4:00 PM. APPROVAL OF AGENDA . • Mr. Moore made 'a motion to approve the agenda with Mr. Vissing seconding, passing unanimously 4-0 CONSENT REPORTS Minutes: Mr. Moore made a motion to approve the minutes from January 25, 2022.meeting with Mr.Vissing seconding the motion,passing unanimously 4-0. Claims: Mr: Vissing made a motion to approve the TIF Claims in the amount of$424,909.12 with Mr. Avery seconding,passing unanimously 4-0. Mr. Moore made a motion to approve the Redevelopment Operating Claims in the e amount of $35,341.80 with Mr. Avery seconding the motion,passing unanimously 4-0. 1 L JTL Ongoing Projects Update: Charlestown Pike Reconstruction,Segment 1 (Holman's Lane to Utica-Sellersburg Road) and Utica-Sellersburg Road Reconstruction, Segment 2 (Railroad Tracks North to Charlestown Pike: • Public Involvement meeting held on April 12, 2021 at 6:3 0:pm via.Zoom. • 30%, Schematic Design:Plans and Updated Opinion:of Project Costs were provided to City on 7/12/2021: ' • Public Information meeting held December 7,'2021 to unveil roadway layout plans to the public. • Progressing design. • . Buying is underway on both Charlestown Pike and Utica Sellersburg Road.. Right of Way Acquisition Ongoing: • Sent Relocation Work Plan Requests to Utilities. -Still: waiting on plans from Clark - County REMC and.Duke. Work plans were due December 15; 2022. Still waiting on plan from Duke (meeting with Duke tomorrow,:will let Mayor know) Received work plan from Clark County REMC, indicating all of their facilities will be relocated:by = December 1;2023. _ Falls Landing Park(8th Street and Ohio Avenue) • Opened bids on February 15, 2023. Received 3 bids. Low bid was Pace Contracting at$2,856,000.00. Bid tabulation is included with this report for_reference. ACTION REQUESTED. Mr. Moore made a motion to accept the:Pace Constructing contract with Mr. Vissing seconding,passing unanimously 4.0. : - • Professional Service Agreement for Falls.Landing ACTION REQUESTED. Mr. Moore made a motion to approve''this,contract not exceeding. $150,000 with Mr Avery seconding,passing unanimously 0. • • Seystone.Professional Service Agreement ACTION.REQUESTED Mr; Moore.made a motion to approve this agreement with Mr. Avery seconding,passing unanimously .' 4-0.. United Consulting Project Update: • Charlestown Pike Project 32 of'the 53 parcels secured. Received IDEM approval: Draft bid packet will be,ready m May for review. NEW BUSINESS 10th Street:Corridor Improvement Program—Tony Bennett Photography-Theresa 2 Treadway,Mr. Bennett is here with us today, in your packet is pictures and info:on improvements he is wanting to make to the property he purchased at 908 E. 10th Street for his photography business: Costs for improvements are $20,000 with him requesting $10,000. Mr. Avery made a motion to approve this request in the amount of$10,000 with Mr.Moore seconding,passing unanimously 4-0. QUESTIONS FOR EXECUTIVE DIRECTOR Approval of issue for an RFP prepared by Les Merkley is needed to proceed with the sale of 214 E. Court Avenue. Mr. Moore made a motion to issue an RFP on 214E Court Avenue with Mr.Avery seconding,passing unanimously 4-0. We are needing approval to pay for an appraisal on the Kohl's property for:value for tax purposes since they have filed a property appeals with Butch Love, Clark County Assessor. Mr. Moore made a motion to fund the appraisal on Kohl's property with Mr.Avery seconding, passing unanimously 4-0. BOARD COMMENT Mr. Vissing:—Today is my dad's birthday, he would have been 108 if still alive today. Glad to be here and a part of this group. Mr. Avery—Want to compliment the City Council and the Mayor again on all the great things I am hearing about. Mr. Moore Everyone will be hearing about a huge project, 660 acres development, nice project for the City of Jeff. Also congratulations to Northaven and JJ that played in the tournament. Even though Northaven didn't win,I have told people to be watching for the Jones kid #30, very strong player and also the two guards on JJ's team, reminded me of the Matthews. back in the day. Ms.Perkins—At the board meeting last month,we approved bids to demo Corydon Porter building and the Auxiliary Service building. The County had wanted to buy the building but unable to. The spot will be used for parking. Also, I made a report on the student leadership meetings with Mayor Mike Moore,this all went very well and something we hope to continue. Mr.Hawkins—I have nothing.
