MINUTES
February 13, 2023
President Ed Siewert called to order the February 13, 2023 Historic Preservation Commission meeting at
6:00 p.m. in the Building Commission Conference Room at City Hall, 500 Quartermaster Court.
Members present were Johnna Anderson,Jourdan Ford, Lisa Green,Maggie Moore, and Jason Schlatter
and Evan Stoner. Also,present Laura Renwick, Historic Preservation staff advisor and Administrative
Assistant Mary Frey.
Agenda
Johnna Anderson made a motion to approve the Monday February 13, 2023 agenda as presented,
seconded by Evan Stoner and approved unanimously.
Minutes
Jourdon Ford made a motion to approve the Monday November 14,2022 minutes, seconded by Lisa
Green and approved unanimously.
Certificate of Appropriateness
Marshal Lowery with Lifespring Inc, Greg Perkins, Scottie Gaudreau with Jeld-Wen windows, and
Stephen Manning with 84 Lumbers were present to present a proposal for window replacement at
Lifespring Inc,460 Spring Street.,Jeffersonville In.
Scottie Gaudreau stated he was an architect consultant and that Jeld-Wen makes one window at a time
and you will not be able to tell the windows at 460 Spring Street have been replaced. The windows
presented are multi-lite pane configuration. Windows are simulated divided-light and individual panes of
glass. No doors will be replaced at this time only the windows.
The color will be desert sand and no caulk joints will be visible. Windows will be custom epic double
hung 1 % thick sill nosing with trim part on outside. Windows will be AAMA 605 fmish with a 30-year
warranty.
Evan Stoner questioned the previous changes to the building windows. Laura Renwick presented pictures
of the building post 1974. Laura Renwick recommended that the removed shutters not be re-installed and
one over one-pane windows be considered.
Lisa Green would like to see Lifespring consider one over oneāpane windows. Marshal Lowery stated
that management might change color to black. Lisa Green stated she objects to black but fine with either
window configuration.
Jason Schlatter made a motion to approve certificate of appropriateness for installation of windows at
Lifespring,460 Spring Street as presented with the recommendation and approval from the Lifespring
Board that they install one over one-pane windows. Either configuration presented the one over one or
multi-lite pane are approved. Recommendation against the black frame due to sash liners. Lisa Green
seconded the motion and the motion passed unanimously.
Laura Renwick met with Ramiro, 149 Spring Street and approved awning with no post.

Laura Renwick stated, City of Madison and the City of New Albany are offering virtual training the 3rd
week in March,please consider attending if possible.
Evan Stoner would like the downtown area to have historical markers relevant to the history of
Jeffersonville installed. The Board will present ideas at the next meeting.
With no further business,Evan Stoner made a motion to adjourn, seconded by Lisa Green.
