A RESOLUTION ESTABLISHING A SPECIAL COMMITTEE
TO STUDY REDISTRICTING THE CITY OF JEFFERSONVILLE
WHEREAS, Class
Cities must adopt an Ordinance in 1992, and each years
thereafter, establishing City Legislative Districts;
WHEREAS, it is incumbent upon the present Jeffersonville Conmnon
Indiana Code 36-4-6-4 provides that all Third

WHEREAS, the statute provides that the Council shall establish
districts which are contiguous, reasonably compact, do not cross
precinct boundaries and contain nearly equal population;
WHEREAS, the statue provides that the Council shall determine
whether to maintain the present configuration of Five Districts with
Two At-Large Representatives or to change the configuration to Four
Districts with Three At-Large Representatives;
WHEREAS, the determination of the configuration of the
Jeffersonville Common Council for the next ten (10) years is a matter
of great public importance and which will have profound
the political and social growth of the Community;
WHEREAS, it is the intention of the present Council to insure
opportunity to actively participate in the

WHEREAS, in an effort to insure that the public shall have the
opportunity to participate in the development of these districts the
Council shall propose the establishment of a District Study
Commission;
IT IS THEREFORE DECREED THAT:
1. There shall be established a special committee to study
redistricting in the City of Jeffersonville and to study the
configuration of the Jeffersonville City Council pursuant to Indiana
Code;
2. That the committee shall consist of the following:
a. The presiding members of the Jeffersonville
Common Council;
b. Five (5) citizens of the City of
Jeffersonville to be appointed ,by a majority
vote of the Common Council of the City of
Jeffersonville;
c. Of those citizens appointed pursuant to
subsection (b) one (1) shall be a member of the
Republican Party; one (1) shall be a member of
the Democrat Party; and one (1) shall be a
member of a racial minority;
d. There shall be one (1) member of said
Committee which resides in each of the Five (5)
existing legislative districts of the City of
Jeffersonville, Indiana
d. Said Committee shall be established not later
than the third Monday of April, 1992.
3. That the committee shall meet and review the 1990 Census Maps
provided by the United States Census entitled Metropolitan
Statistical Study Analysis (MSSA) of Metropolitan Louisville,
Kentucky;
4. That the committee shall meet and review Indiana Code 36-4-6-
et. seq. and develop a proposed plan for re-distracting and a
recommendation upon the configuration of the Jeffersonville City
Council based upon Indiana Code and the MSSA Census Study;
5. That the committee shall hold public meetings with notice
provided the public and press;
6. That the recommendations of the Committee shall
be delivered
to the Common Council not later than the First Monday of June 1992;
7. That the Common Council shall hold public hearings on three
separate occasions at three separate locations throughout the City of
Jeffersonville to allow the public to respond to the recommendations
of the Committee;
8. That said

WHEREFORE, the findings and recommendations of the Committee
shall not be binding upon the Jeffersonville Common Council and the
Council shall not be obligated to adopt any of the recommendations of
the Committee. Rather, the Committee recommendations shall be
provided for the consideration of the Council when adopting said
Ordinance.
