CALL TO ORDER: Mayor Mike Moore called the meeting to order at 9:30 a.m. in the Mayor's Conference Room in City Hall. The meeting was held in person and streamed on the City's Website. Andy Crouch and Rob Waiz served on the board. APPROVAL OF THE MINUTES: Mr. Crouch made the motion to approve the minutes from January 4, 2023. Mr. Waiz seconded the motion; motion passed, 3-0. APPROVAL OF PAYROLL: Mr. Waiz made the motion to approve payroll, seconded by Mr. Crouch; motion passed, 3-0. OLD BUSINESS: NEW BUSINESS: Paul Northam -Request for approval of 2 Special Events Applications • Twisted Cat Outdoors, Catfish Tournament on Saturday, May 13, 2023 from 5:00 am to 5:00 pm at Fisherman's Wharf and Duffy's Landing — This used to be King Cat and is now called Twisted Cat. It is a different group hosting the event. • The Move Forward: Juneteenth Celebration on Friday and Saturday, June 16, 2023 and June 17, 2023 from 11:00 am to 11:00 pm at NoCo and the Depot (with set up beginning on Thursday, June 15th) — This will be a two day event and they would like to host at NoCo and the Depot. The committee went over everything with them and the approval was contingent upon the group meeting with Public Arts/Engineering and coordinating with them. Mr. Crouch made a motion to approve the request and Mr. Waiz seconded the motion; motion passed, 3-0. 2. Scott McVoy-Request for approval of contract between City Police Department and Al Porta Potty, LLC— Assistant Chief McVoy advised this is an annual contract for the yearly property maintenance including snow removal. Mr. Crouch made a motion to approve the contract and Mr. Waiz seconded the motion; motion passed, 3-0. Page 1 of 3 3. Scott McVoy-Request for approval of contract between the City Police Department and Police Service Dog Consulting, LLC for handling/canine consulting — Assistant Chief McVoy advised this contract is the annual maintenance and training of the K9 teams. This is a renewal and there was not a price increase. JPD has the funds for this contract in their budget. Mr. Waiz made a motion to approve the contract and Mr. Crouch seconded the motion; motion passed, 3-0. 4. Scott McVoy-Request for approval of contract between City Police Department and Alpha Mechanical Service, Inc. — Assistant Chief McVoy advised this is a renewal and is the same cost as last year. Mr. Waiz made a motion to approve the contract and Mr. Crouch seconded the motion; motion passed, 3-0. 5. Len Ashack-Request for approval of Uniform Conflict of Interest Statement for John -Paul Brashear — Mr. Ashack advised this is for a Uniform Conflict of Interest for one of his employees who would like to continue to do work for the Drainage Department and he does not have any issues with this and the employee has been doing this for multiple years. Mr. Crouch made a motion to approve the request and Mr. Waiz seconded the motion; motion passed, 3-0. 6. Heather Metcalf -Request for approval of actuarial services agreements between the City and Cavanaugh Macdonald Consulting, LLC for January 1, 2022 and January 1, 2023 — Mrs. Metcalf advised these are two different agreements, one is for January 1, 2022 and one is for January 1, 2023. She does have the money in her budget but these costs will be reimbursed as well. Mr. Crouch made a motion to approve the agreement and Mr. Waiz seconded the motion; motion passed,3-0. 7. Michael Curry with Dan Cristiani Excavating -Request for approval to close one lane on Holmans Lane starting on Monday, January 16, 2023 through January 20, 2023 to tap a Sellersburg water main — Mr. Curry advised they need to tap a Sellersburg Water main at Hammons Lane. The water main is in the middle of the center turning lane of Holmans Lane. They are requesting the lane closure from Monday until Friday so they are able to finish it through the asphalt and let it seal before reopening. Mayor Moore stated this is a significant ask. The board discussed concern with closing a lane of Holman's Lane and potential solutions. Assistant Chief McVoy stated the need for proper notice to TARC buses and other buses and residents to assist with traffic flow. Mr. Merkley asked if they started on January 26th if they would be ready to open it back by Monday January 301h. Mr. Curry advised they would be able to do that. Mr. Crouch made a motion to approve the lane closure from January 261h and reopen on January 30th contingent on the Public Works Board/ City Engineering office working with Sellersburg Water and Cristiani on other options. Mr. Waiz seconded the motion. Mayor Moore asked if they temperatures drastically dropped during this time frame if they would still be able to complete it on time. Mr. Curry advised they could advised heat the asphalt. Mr. Merkley stated if they could not complete during those dates Cristiani Excavating would need to come back before the board to request more dates. Mr. Crouch also stated thermo would need to be put back down once the temperature allowed for it. Mayor Moore advised a lot of money was spent to make Holman's Lane look nice and it would need to be finished to match. Motion passed, 3-0. Page 2 of 3 8. Len Ashack-Request for approval of road closure on Akers Avenue from Gordon Gutmann Blvd. West to 14th Street starting on January 17, 2023 at 7:00 am to January 27, 2023 at 5:00 pm for sewer line replacement (road will be open to local traffic; detour signs will be in place) — Mr. Ashack advised this is over by the hospital and is not in the ambulance route. Mr. Waiz made a motion to approve and Mr. Crouch seconded the motion; motion passed, 3-0.
