HomeMy WebLinkAbout09-04-2003September 4, 2003 COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA September 4, 2003 The Common Council of the City of Jeffersonville, Indiana met in regular session in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonviile, Indiana at 7:30 P.M. on Thursday September 4, 2003. Mayor Tom Cralligan, with Clerk Treasurer Peggy Wilder at the desk, called the meeting to order. Also present were City Attorney Anne Marie Galligan and Deputy Clerk Barbara Hollis. Mayor Galligan welcomed all in attendance, asking all those present to stand as Councilperson Ron Grooms gave the invocation. Mayor Galligan then asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were; Councilpersons Les Merkley, Ron Ellis, Rob Wa[z, Barbara Wilson, Ron Grooms, and Vicki Conli~ Absent: Councilperson Denny Frantz. Council President Waiz made the motion to approve the agenda as presented, seconded by Councilperson Ellis, passing unanimously. Council President Waiz made the motion to approve the minutes of August 25, 2003 as presented, second by Councilperson Conlin, passing on a vote of 5-0-1. Councilperson Ellis abstained. Clerk Treasurer Wilder presented the claim list for consideration by the Council, asking that one claim be added for the Star of Louisville. Council President Waiz made the motion to approve the claims as presented with the additional, seconded by Councilperson Wilson, passing on a vote ofS-1. Couneilperson Ellis voted against passage PUBLIC COMMENT: There was no public comment. AGENDA ITEMS: Mayor Galligan Presented Ordinance No. 2003-OR~32, An Ordinance Changing The Zoning Map Designation Of A Certain Tract Of Property Being Part Of Survey No. 33 Of The Illinois Grant From 11: Business Park/Light Industrial To C2: Medium To Large General Commercial. City Attorney Anne Made Galligan explained the area for development noting the September 4, 2003 2 Plan Commission has given the proposal a favorable recommendation. Mr. Mike Naville presented pictures of the plans and an explanation of the use as a PUD. Councilperson Frantz arrived at 7:40 P.M. Following all discussion, Councilperson Conlin made the motion to pass Ordinance No. 2003-OR-32, second by Council President Waiz, passing unanimously. Clerk Treasurer Wilder presented Ordinance No. 2003-OR-28, An Ordinance Fixing Basic Salaries Of Appointed Officers And Employees Of The City Of Jeffersonville, Indiana For The Year 2004, explaining this represents the salaries for police officers and fire fighters. Councilporson Conlin made the motion to pass Ordinance No. 2003-OR-28 on the third and final reading, second by Councilperson Wilson, passing unanimously. Clerk Treasurer Wilder next presented Ordinance No. 2003-OR-29, An Ordinance Fixing Basic Salaries Of Appointed Officers And Employees Of The City Of jeffersonville, Indiana For The Year 2004, explaining this represents the civilian employees. City Court Judge Vickie Carmiehael presented a proposal to add an additional employee in her Probation Department and move all expenditures except personnel t~om the City Court budget to the Probation budget. Ordinance No. 2003-OR-29 does have the additional employee in the Probation I)epartment. Councilperson Conlin made the motion to pass Ordinance No. 2003-OR-29 on the third and final reading, second by Councilperson Wilson, passing unanimously. Clerk Treasurer Wilder presented Ordinance No. 2003-OR-30, An Ordinance Of Appropriations And Tax Rates. Council President Waiz presented and explained a list of amendments. Council President Waiz then made the motion to amend Ordinance No. 2003-OR- 30, second by Couneilperson Grooms. Mayor Galligan asked if this budget was over the maximum levy. Clerk Treasurer Wilder explained the budget is over the levy due to the building rent moving inside the levy. The advertisement has been made to appeal on this fact. The motion to an~nd Ordinance No. 2003-OR-30 passed unanimously. Council President Waiz made the motion to pass Ordinance No. 2003-OR-30 as amended on the second and third readings, second by Councilperson Conlin, passing unanimously. Councilperson Grooms presented Ordinance No. 2003-OR-31, An Ordinance 'Fixing Time And Dates For Disposal Of Personal property Owned By The City Of Jeffersonville By Public Auction Or Sale Or Otherwise Disposal, saying this has been retyped to reflect the amendments discussed at the last mee!ing. Councilperson Grooms explained the changes. 3 September 4, 2003 Councilperson Grooms made the motion to amend Ordinance No. 2003-OR-31 as presented, second by Councilperson Merkley, passing unanimously. Couneilperson Grooms made the re~otion to pass Ordinance No. 2003-OR-31 as amended on the second and third readings, second by Council President Waiz. Mayor Galligan said what he thinks the council is trying to do has been done. He feels to dictate a time is hard to do early in the year. He feels this is a type of micro management and the Council's responsibility is getting bigger and bigger and soon there will be no need for a Mayor. There is a need for trust, and passing this is an attemp~ to usurp responsibility from the Mayor. Mayor Galligan noted he will not be here next year, however, it does affect.the community. The motion to pass Ordinance No. 2003-OR-31 on the second and third readings, passed unanimously. COUNCIL AND MAYOR COMMENTS: Councilperson Conlin announced Wellstone Regional Hospital is planning a dedication ceremony, which the Wellstone Family will be attending. Invitations will be mailed. Council President Waiz thanked all for coming out. As there was no further business to come before the Council, the meeting was adjourned at 8:00 P.M.
