HomeMy WebLinkAboutRDC August 31 2022 JEFFERSONVILLE REDEVELOPMENT COMMISSION REGULAR MEETING MINUTES August 31,2022 The Jeffersonville Redevelopment Commission held a Regular Meeting on August 31, 2022 that was called to order at 5:01 pm in the Mayor's Conference Room located at 500 Quartermaster Court, Jeffersonville, Indiana Board Members present: Scott Hawkins, Jack Vissing, Mayor Moore (by Zoom) Duard Avery, Teresa Perkins Staff Members present: Redevelopment Commission Attorney Les Merkley, City Attorney, Redevelopment Director Rob Waiz, City Controller Heather Metcalf, Assistant Controller Yvonne Dowd, Grant Administrator DeLynn Rutherford, Administrative Assistant/Secretary Theresa Treadway, Andy Crouch, City Engineer Guests: Josh Darby with Jacobi, Toombs & Lanz, and Bob Stein with United Consulting, Wendy Chesser Dant, Anne Keller and Reny. Keener with One Southern Indiana. Leigh Bodenheimer & Jim Ashby with CyperDome. CALL TO ORDER Mr. Hawkins, President called the meeting to order at 5:01 PM. Roll Call 4-0 APPROVAL OF AGENDA Mr. Vissing made a motion to approve the agenda with Mr. Moore seconding, passing unanimously 4-0 CONSENT REPORTS Minutes: Mr. Vissing made a motion to approve the minutes from July 27, 2022 meeting with Mr. Moore seconding,passing unanimously 4-0. Claims: Mr. Moore made a motion to approve the TIF Claims in the amount of $323,143.90 with Mr. Avery seconding,passing unanimously 4-0. Mr. Moore made a motion to approve the Redevelopment Operating Claims in the amount of $16,626.68 with Mr. Vissing seconding the motion,passing unanimously 4-0. JTL Ongoing Projects Update: Charlestown Pike Reconstruction, Segment 1 (Holman's Lane to Utica-Sellersburg Road) and Utica-Sellersburg Rad Reconstruction, Segment 2 (Railroad Tracks North to Charlestown Pike: • Public Involvement meeting held on April 12, 2021 at 6:30 pm via Zoom. • 30% Schematic Design Plans and Updated Opinion of Project Costs were provided to City on 7/12/2021. • Public Information meeting held December 7, 2021 to unveil roadway layout plans to the public. • Progressing design. Next step is Right-of-Way Acquisition 2022. • Title work has been ordered for both Charlestown Pike and Utica Sellersburg Road. All plats and descriptions for Utica-Sellersburg Road have been completed and have moved to appraising. • Still receiving title reports for Charlestown Pike. Progressing work on plats and descriptions. First group of parcels have moved to appraising. • Sent Relocation Work Plan Requests to Utilities. Should have plans from utilities by the end of the year. 8th Street Park • Topographic survey completed. Design underway. • Finalizing construction plans. Awaiting plans from Architect to be able to incorporate into bid documents. Status same • Will provide anticipated schedule once additional information is received from Architect. Met with Architect on 8/23. Architect to provide schedule for finalizing their documents. United Consulting Project Update: • Charlestown Pike Reconstruction Project: Things are moving along like JTL's update. Appraisals expected to be completed by February 1, 2022 and then buying process will start. Mid 2023 cleaning plans will be submitted for trees and utilities. Mr. Moore stated,please shoot for end of year for appraisals as stated previously). NEW BUSINESS Parking Lot—Andy Crouch This is the public parking lot on Chestnut behind the Red Yeti where the charging stations are going. I have received bids and they are all way above where we had expected them to be. The lowest bid came in at$144,600 from MAC Construction. With the rising costs, unfortunately this is where we are. This makes us short$41,600 to compete this project. Mr. Moore made a motion to approve the additional funds of$41,600 with Mr. Vissing seconding,passing unanimously 4-0. Mr. Vissing made a motion to accept the lowest bid from MAC Construction on the project with Mr.Avery seconding,passing unanimously 4- 0. CyberDome Tax Abatement—Anne Keller, One Southern Indiana—CyberDome will be locating their training facilities to 1806 E. 10th Street. They plan to hire 390 employees that will physically come into work at a wage of$33.00 an hour. They plan an investment of$7.6 million and pending approval, up to $5 million by the State. They will receive tax credits based on hiring and have set up all components to make this successful. Mr. Jim Ashby, HR Manager and head of CyberDome operation training is here with us and has a short video to share on what they do. Mr. Merkley stated we need a motion for Resolution 2022-R-3 for the approval of the 3 year Personal Property Tax abatement before going before the Council for their approval. Mr. Moore made the motion to accept Resolution 2022-R-3 with Mr. Vissing seconding, passing unanimously 4-0. Safety Town—Jason Sharp-Safety Town has been around for over with 50 years with the Pilot Club volunteering to run this. In 2008, Safety Town Complex was moved by Station 2 which is also a training facility location for firemen and we all had hoped it would work with both being on this location. As time has gone on, it is becoming more and more difficult to schedule classes with both of these at this location. We are wanting to move safety town to a different part of our facility for the safety of all at box training facilities. TEG is working on designing what best fits our needs and location. I am not asking for funding of this facility at this time but the approval to proceed with TEG and designing of this. Mr. Moore made a motion to approve TEG to progress with design with Mr. Vissing seconding,passing unanimously 4-0. QUESTIONS FOR EXECUTIVE DIRECTOR Appraisals have been ordered for Court Avenue and still talking with the Glass Blowing Studio about the old Vintage Fire Museum building. BOARD COMMENT Mr. Moore—Foodie fest was a huge success. Rock on the Water which is a Christian concert, is the last free concert, is September 9th at Riverstage. The Jefferson had its grand opening this past week that was a huge success. They plan to have top quality concerts there. The first Jeff home football game is September 2"d, get out and support the Red Devils. Mr. Vissing—Nice job in downtown Jeff after the new drainage, no flooding. Mr. Avery—All of downtown is beautiful, all is well. Mr. Hawkins—The Jefferson grand opening was fantastic, great seeing a lot of people there.
