REGULAR MEETING MINUTES
May 18,2022
The Jeffersonville Redevelopment Commission held a Regular Meeting on May 18, 2022 that
was called to order at 5:01 pm in the Mayor's Conference Room located at 500 Quartermaster
Court, Jeffersonville, Indiana

Board Members present:
Scott Hawkins, Jack Vissing, Matt Owen, Mayor Moore, Duard Avery, Teresa Perkins
Staff Members present:
Redevelopment Commission Attorney Les Merkley, City Attorney, Redevelopment Director
Rob Waiz, City Controller Heather Metcalf, Assistant Controller Yvonne Dowd, Grant
Administrator DeLynn Rutherford, Administrative Assistant/Secretary Theresa Treadway
Guests: Josh Darby with Jacobi, Toombs & Lanz, John Kraft with MAC Construction, Bob
Stein with United Consulting.
CALL TO ORDER
Mr. Hawkins, President called the meeting to order at 5:01 PM. Roll Call 5-0
APPROVAL OF AGENDA
Mr. Owen made a motion to approve the agenda with Mr. Vissing seconding, passing
unanimously 5-0
CONSENT REPORTS
Minutes:
Mr. Vissing made a motion to approve the minutes from March 30, 2022 meeting with Mr.
Owen seconding,passing unanimously 5-0.
Claims:
Mr. Owen made a motion to approve the TIF Claims in the amount of $93,181.05 with Mr.
Moore seconding,passing unanimously 5-0.
Mr. Owen made a motion to approve the Redevelopment Operating Claims in the amount of
$25,440.31 with Mr. Moore seconding the motion,passing unanimously 5-0.
JTL Ongoing Projects.Update:
Charlestown Pike Reconstruction, Segment 1 (Holman's Lane to Utica-Sellersburg
Road) and Utica-Sellersburg Rad Reconstruction, Segment 2 (Railroad Tracks
North to Charlestown Pike:
• Topographic survey field work has been completed. Initial utility notices have been
sent. Working on preliminary design. Public Involvement Meeting held on April 12,
2021 at 6:30 p.m. via Zoom.
• Per contract, 30% Schematic Design Plans, Public Information Meeting and Updated
Opinion of Project Costs were due on 6/30/2021. Held 30% Review Meeting with City
on 7/12/20021 to review current state of plans and cost estimate:
• Utility Coordination Meeting held on-8/5/2021 to review projects with utilities and
request input regarding impacts to facilities/anticipated relocations: Requested utilities
provide any easement documentation they may have to prove that relocations, if
required, would be reimbursable. Also requested ballpark estimates of relocation costs
if they have the required easement documentation. Progressing drainage design and
proposed right-f-way determination so we can request relocation work plans and
budgets from utilities.
• Public information meeting held on December 7, 2021 to unveil roadway layout plans
to the public.
• Progressing design. Next step is Right-of-Way Acquisition in 2022.
• Title work has been ordered for both Charlestown Pike and Utica-Sellersburg Road.
Starting to receive title reports for Utica-Sellersburg Road.
• Continuing preparation of right-of-way plats and descriptions for appraising
Finalizing as title reports are received. Receiving Utica-Sellersburg Road reports
first.
8th Street Park
•. Topographic survey completed. ,Design underway.
• Finalizing construction plans. Awaiting plans from Architect to be able to
incorporate into bid documents.
• Anticipated bidding in June for July Notice to Proceed with construction.
NEW BUSINESS
Collection of Tax Increment—Heather Metcalf—This is the yearly collection of Tax
Increment in the TIF areas. This is just to put into record and signed copies going to the offices
stated on the letter. Mr. Owen made a motion to'accept this with Mr. Moore seconding,
passing unanimously 5-0.
Contract for The Depot—Les Merkley-In the packet is the contract between Upland Brewing,
the vendor chosen to run operations at the Depot. They will operate the bar area, arrange all
entertainment and oversee the facilities. After a year we will review this contract about renewal
or not. Mr. Moore made a motion to approve this contract with Upland Brewing with Mr.
Owen seconding,passing unanimously 5-0.
QUESTIONS FOR EXECUTIVE DIRECTOR
Don't forget about Abbey Road on The River starting May 26-30. Mayor Moore reminded
everyone of the free parking lot at Colston Park for 92 cars.
BOARD COMMENT
Mr. Vissing—My Son-In-Law and partners are trying to buy some real estate in the area. They
have looked at the old post office building and several others. Teresa Perkins stated the
Cordon Porter building is being sold by GCCS.
Mr. Avery—Keep the great things coming.
Mr. Owen—I'm great
Mr. Moore—Wish the County would purchase the parking lot Redevelopment owns for parking
around the Courthouse or the Cordon Porter building.
Fuzzy called and personally invited me to the ribbon cutting for the Hilton Garden.Inn is May
26th at 3:30 with a reception from 4-6. A lot of hard work was put into making this happen and I
hope to see everyone there.
Teresa Perkins—Nothing to add.
Mr. Hawkins— Nothing at this time, our next meeting will be June 29th
