HomeMy WebLinkAboutRDC April 27, 2022 JEFFERSONVILLE REDEVELOPMENT COMMISSION REGULAR MEETING MINUTES April 27,2022 The Jeffersonville Redevelopment Commission held a Regular Meeting on April.27, 2022 that was called to order at 5:01 pm in the Mayor's Conference Room located at 500 Quartermaster Court, Jeffersonville, Indiana Board Members present: Scott Hawkins, Jack Vissing, Matt Owen, Mayor Moore, Duard Avery, Teresa Perkins Staff Members present: Redevelopment Commission Attorney Les Merkley, City Attorney, Redevelopment. Director Rob Waiz, City Controller Heather Metcalf, Assistant Controller Yvonne Dowd, Grant Administrator DeLynn Rutherford, Administrative Assistant/Secretary Theresa Treadway, City Engineer Andy Crouch Guests: Josh Darby with Jacobi, Toombs & Lanz, Jorge Lanz with Jacobi, Toombs & Lanz, John Kraft with MAC Construction, Bob Stein with United Consulting. CALL TO ORDER Mr. Hawkins, President called the meeting to order at 5:01 PM. Roll Call 5-0 APPROVAL OF AGENDA Mr. Owen made a motion to approve the agenda with Mr. Moore seconding, passing. unanimously 5-0 CONSENT REPORTS Minutes: Mr. Owen made a motion to approve the minutes from March 30, 2022 meeting with Mr. Moore seconding,passing unanimously 5-0. Claims: Mr. Owen made a motion to approve the TIF Claims in the amount of $185,763.71 with Mr. Moore seconding,passing unanimously 5-0. Mr. Owen made a motion to approve the Redevelopment Operating Claims in the amount of $24,681.12 with Mr. Vissing seconding the motion, passing unanimously 5-0. JTL Ongoing Projects Update: Charlestown Pike Reconstruction, Segment 1 (Holman's Lane to Utica-Sellersburq Road) and Utica-Sellersburg Rad Reconstruction, Segment 2 (Railroad Tracks North to Charlestown Pike: • Topographic survey field work has been completed. Initial utility notices have been sent. Working on preliminary design. Public Involvement Meeting held on April 12, 2021 at 6:30 p.m. via Zoom. • Per contract, 30% Schematic Design Plans, Public Information Meeting and Updated Opinion of Project Costs were due on 6/30/2021. Held 30% Review Meeting with City on 7/12/20021 to review current state of plans and cost estimate. • Utility Coordination Meeting held on 8/5/2021 to review projects with utilities and request input regarding impacts to facilities/anticipated relocations. Requested utilities provide any easement documentation they may have to prove that relocations, if required, would be reimbursable. Also requested ballpark estimates of relocation costs if they have the required easement documentation. Progressing drainage design and proposed right-f-way determination so we can request relocation work plans and budgets from utilities. • Public information meeting held on December 7, 2021 to unveil roadway layout plans to the public. • Progressing design. Next step is Right-of-Way Acquisition in 2022. • Title work has been ordered. • Continuing preparation of right-of-way plats and descriptions for appraising. 8th Street Park • Topographic survey completed. Design underway. • Reviewed preliminary layout with Redevelopment Director. Addressing comments and progressing design towards final construction documents. • Anticipated bidding in June for July Notice to Proceed with construction. OLD BUSINESS • Discussion of RFP's received for The Depot—Mr. Moore stated with the 2 received and a couple of more that has expressed interest,this decision should be made by Rob Waiz as the Redevelopment Director. Mr. Moore made a motion to allow Rob to pick the operator of The Depot by Monday,May 2, 2022 with Mr. Owen seconding, passing unanimously 5-0. NEW BUSINESS Colston Change Order#1 —Andy Crouch - The change order is to add curbing around the islands to prevent vehicles from driving through the landscaped areas. Mr. Owen made a motion to approve the change order with Mr. Vissing seconding,passing unanimously 5-0. Watson Water Supplemental Agreement—Andy Crouch—This is for the relocation of Watson Water Main relocation due to the construction of Jeffersonville-Charlestown Pike reconstruction(Segment 1),Utica Sellersburg Rd Reconstruction (Segment 2), and Charlestown Pike Reconstruction(Phase 2) in the amount of$75,000. Mr. Moore made a motion to approve this supplemental agreement with Watson Water with Mr. Owen seconding,passing unanimously 5-0. New Chapel Sidewalk—Andy Crouch—This is an amendment to the original contract with JTL for widening New Chapel Road from Gottbrath Parkway to Utica-Sellersburg Road/Carolmet Drive with an increase of$40,000 which allows for survey and design updates. Mr. Moore made a motion to approve the amendment with Mr. Owen seconding,passing unanimously 5-0. Tax Abatement billing contract The Wheatley Group-Rob Waiz—This is our yearly contract we have been doing over the past several years with The Wheatley Group for all the billing on tax abatements. Mr. Owen made a motion to approve this contract with Mr. Moore seconding,passing unanimously 5-0. Amending Declaratory Resolution—DeLynn Rutherford—This is the amending resolution approved by Redevelopment Commission on December 22, 2021 that then went to City Council and approved on March 7, 2022 for expanding our TIF area. This is now back to Redevelopment Commission for final approval of this resolution 2022-R-1. Mr. Vissing made a motion to approve this resolution with Mr. Owen seconding,passing unanimously 5-0. QUESTIONS FOR EXECUTIVE DIRECTOR No comment BOARD COMMENT Mr. Vissing—I have a 6:00 pm meeting with Clark County Museum and just making sure all is good with the deed on the Howard Property as discussed at our last meeting. Mr. Moore stated Les Merkley is out of town but working on it, that wording will be put in that we can use the back of the property for generator or.equipment to run the Ice Skating Rink in the winter months. Mr. Avery—Keep everything going as is, all is fantastic. Mr. Owen—No Comment Mr. Moore — This Saturday, April 30th we will be dedicating the fields and honoring former Mayor Tom Galligan at Vissing Park at 11:00 am for those that want to join us. Also on May 26th is the ribbon cutting on the Hilton Garden Inn on Water Tower Road. This is beside the Watson Water Tower that they painted with the City of Jeff logo on it for us. Ribbon cutting is at 3:30 pm. Teresa Perkins—To the Mayor, great thunder and all that was involved, everything was handled very well. Also that is false information that Charlestown 3000 square foot weight room. Last_ thing, Greater Clark Schools is looking to purchase 30 acres in Jeff if anyone knows of any. Mr. Hawkins—I too thought Thunder was fantastic and went very well.
