HomeMy WebLinkAboutRDC March 30, 2022 JEFFERSONVILLE REDEVELOPMENT COMMISSION REGULAR MEETING MINUTES March 30,2022 The Jeffersonville Redevelopment Commission held a Regular Meeting on March 30, 2022 that.: was called to order at 5:02 pm in the Mayor's Conference Room located at 500 Quartermaster Court, Jeffersonville, Indiana Board Members present: Scott Hawkins, Jack Vissing, Mayor Moore, Duard Avery, Teresa Perkins Staff Members present: Redevelopment Commission Attorney Les Merkley, City Attorney, Redevelopment Director Rob Waiz, City Controller Heather Metcalf, Assistant Controller Yvonne Dowd, Grant Administrator DeLynn Rutherford, Administrative Assistant/Secretary Theresa Treadway, City Engineer Andy Crouch Guests: Josh Darby with Jacobi, Toombs & Lanz, Jorge Lanz with Jacobi, Toombs & Lanz, John Kraft with MAC Construction, Bob Stein with United Consulting, Jeannie Burke & Roger Fisher with Clark County Museum, Joe Coffey with DC Contractors. CALL TO ORDER Mr. Hawkins, President called the meeting to order at 5:02 PM. Roll Call 4-0 APPROVAL OF AGENDA Mr. Vissing made a motion to approve the agenda with Mr. Moore seconding, passing unanimously 4-0 CONSENT REPORTS Minutes: Mr. Vissing made a motion to approve the minutes from February 23, 2022 meeting with Mr. Owen seconding,passing unanimously 4-0. Claims: Mr. Moore made a motion to approve the TIF Claims in the amount of $89,609.03 with Mr. Vissing seconding,passing unanimously 4-0. Mr. Moore made a motion to approve the Redevelopment Operating Claims in the amount of $16,217.86 with Mr. Moore seconding the motion,passing unanimously 4-0. JTL Ongoing Proiects Update: Charlestown Pike Reconstruction, Segment 1 (Holman's Lane to Utica-Sellersburg Road) and Utica-Sellersburg Rad Reconstruction, Segment 2 (Railroad Tracks North to Charlestown Pike: • Topographic survey field work has been completed. Initial utility notices have been sent. Working on preliminary design. Public Involvement Meeting held on April 12, 2021 at 6:30 p.m. via Zoom. • Per contract, 30% Schematic Design Plans, Public Information Meeting and Updated Opinion of Project Costs were due on 6/30/2021. Held 30% Review Meeting.with City on 7/12/20021 to review current state of plans and cost estimate. . • Utility Coordination Meeting held on 8/5/2021 to review projects with utilities and request input regarding impacts to facilities/anticipated relocations. Requested utilities provide any easement documentation they may have to. prove that relocations, if required,would be reimbursable. Also requested ballpark estimates of relocation costs if they have the required easement documentation. Progressing drainage design and proposed right-f-way determination so we can request relocation work plans and budgets from utilities. • Public information meeting held on December 7, 2021 to unveil-roadway layout plans to,the public. • Progressing design. Next step is Right-of-Way Acquisition in 2022. V • Preparing right-of-way plats and descriptions for appraising. There will be over 60 parcels and this should start mid-summer. 8th Street Park • Topographic survey completed. Design underway. NEW BUSINESS - Clark County Museum—Jeannie Burke& Roger Fisher—After completing all the work that has been asked, we are requesting the deed of the property be put in Clark County Museum's name so further Grants or funding can take place. It is our understanding that should this Museum ever close,this will be deeded back to the Redevelopment Commission. Mr. Moore made a motion to approve this pending review of RDC attorney and Clark County Museum attorney on wording for the contract before deed is transferred. Mr.Avery seconding,passing unanimously 4-0. • Facade Improvement Program Application—DeLynn.Rutherford—Application was submitted by Joe Coffey with DC Contractors for redoing the exterior of their office building at 801 E. 10th Street requesting $9,401.62. Mr. Coffey spoke concerning the work and improvements planned for the building. Mr.Moore made a motion to approve the funds for this improvement project with Mr. Vissing seconding,passing unanimously 4-0. Supporting Heroes use of 214 W Court Avenue—Rob Waiz—This organization would like to use this lot as a fundraiser selling parking spots on this lot the day of Thunder on April 23, 2022. This organizations helps families of police officers, firemen, service members after the passing of loved ones. Mr. Moore made a motion to allow the use of this parking lot with Mr. Vissing seconding,passing unanimously 4-0. The Depot RFP'S—Les Merkley- Opening sealed RFP's submitted for the overall managing of The Depot, 2 submissions were received. First one was JKM Ventures, LLC by Jon Ryan Neace. Second one was DDA, LLC dba TAJ, Louisville by Jeffery Todd Moore. Both have established businesses in the Louisville market and Todd Moore had previously owed and ran the Industrial Nightmare in Jeffersonville. We need a motion and.2nd to have both submissions reviewed by Redevelopment Commission. Mr.Moore made a motion to review these submissions with Mr.Avery seconding,passing unanimously 4-0. QUESTIONS FOR EXECUTIVE;DIRECTOR No comment BOARD COMMENT Mr.Vissing—Nice to serve on this board. I am also on the board for the Clark County Museum and we have a lot to be proud of in our community. Mr. Avery—No Comment Mr. Moore — River Ridge has awarded us $12M on a 3-1 vote for our sewer expansion on the $52M project. With all the new businesses,this is a necessary expansion for continued growth in .. that area. Teresa Perkins — Franklin Square's Spring Festival is April 8, I would love to see everyone there, and I will be working the door. Mr.Hawkins-Asa long time history teacher, I would like to congratulate the Clark County Museum on the 25 year history. This history is very important to our community. Also I would like to congratulate the Mayor on his State of the City address today.
