Monday, March 28th, 2022
The Jeffersonville Parks Authority Met in Session on March 28th, 2022 in the Mayor' conference room on
the third floor of City Hall. Members Present: Bill Burns, Johnna Anderson, Ralph Scales, Lisa Carter,
Carmen Croudep (arrived late),Savannah O'Neil, Pam Clark, Larry Jordan and Evan Stoner. Also Present:
Director Paul Northam.
All contracts are approved pending legal review.
Director Northam added Basketball Goals the agenda under New Business.
APPROVAL OF AGENDA
Member Burns made a MOTION to approve the amended agenda for the March 28, 2022 Parks
Authority meeting,the motion was seconded by Member O'Neil. The motion PASSED on a vote of 8-0.
APPROVAL OF MINUTES
Pam Clark needs to be added to the minutes for members present as a late arrival.
Member Stoner made a MOTION to approve the minutes from the February 28th, 2022 and February
16th, 2022 Parks Authority meeting,the motion was seconded by Member O'Neil. The motion PASSED
on a vote of 8-0.
OLD BUSINESS-None
NEW BUSINESS-
Northam-Riverstage Contracts-One contract is for The Newbees on June 24th, 2022 for$3,000.00 with
a$1,000.00 paid upon execution of the contract. The next one is Sheryl Rouse for June 17th, 2022 for
$6,000.00 with a$1,500.00 deposit upon execution of the contract. Both of these are in our budget.
Member Anderson made a MOTION to approve the Riverstage contracts for The Newbees and Sheryl
Rouse,the motion was seconded by Member O'Neil. The motion PASSED on a vote of 8-0.
Northam-Pool Rules-As you can see on the back couple of pages you can see the signs and on the front
is the changes we are making. No chain riding,going head first,flipping, and spinning permitted;
Floatation devices prohibited;Wait till lifeguard gives you permission to slide; googles, mask, swim
shirts, or floatation devices may not be worn when going off the diving board.
Member Anderson pointed out that the "No" should be removed for the "No street clothes or water
shoes permitted while diving"
A vote is not needed for this item.
Northam-Timing for Tri IT-This is for the rental for all the timing devices that are used for the kid's
triathlons on July 16th, 2022. The contract is for$2,000.00 minimum fee with a per user fee of$6.00.
Member Burns made a MOTION to approve the contract with 3 Way Racing not to exceed $2,000.00,
the motion was seconded by Member Stoner. The motion PASSED on a vote of 8-0.
Member Scales asked if this mean that there were three quotes and these were the lowest?
Director Northam stated that these were the people that have done the triathlon the last couple of
years but he can get three quotes for the next meeting if the board would like him too.
Member Burns rescinded his previous motion so that three quotes can be gotten for the triathlon
timing,the rescinded motion was seconded by member Clark. This PASSED on a vote of 8-0.
(Carmen Croudep arrived late via Zoom)
Northam-Security Pro's Riverstage and Aquatic Center--The bids are on cameras at the Aquatic center
we had cameras previously but they stopped working so with the new equipment we have coming we
want to have cameras to check an eye on it and replace the server and move a couple of the cameras at
Riverstage. The Riverstage is$7,687.21 and the Aquatic Center is$5,939.58. We have both of these
amounts in the budget.
Member Anderson made a MOTION to approve the contracts with Security Pro's for Aquatic Center for
$5,939.58,the motion was seconded by Member Stoner. The motion PASSED on a vote of 9-0.
Member Stoner made a MOTION to approve the contracts with Security Pro's for Riverstage for
$5,939.58,the motion was seconded by Member O'Neil. The motion PASSED on a vote of 9-0.
Northam-Aquatics Construction Services-The council graciously found the money to work on the
Aquatic center,the amount is around $600,000.00. When they started to work on the pool they found
that the expansion joints were not done correctly so they had to redo them. The extra amount is
$30,600.00 and it is also in our budget.
Member Clark made a MOTION to approve the contract with Aquatics Construction and services for
$30,600.00,the motion was seconded by Member O'Neil. The motion PASSED on a vote of 9-0.
Northam-JTL-Riverstage-There are a couple of things we want to do,one is at Poppy Park by the
Aquatic center we have put some gravel in for a parking lot but because we are close to flood wall we
need the Army Corp of Engineers to approve. Because this is out of our wheel house we are wanting to
hire Jacobi,Toombs and Lanz, Inc to help us file the correct permits and such. We are very grateful to
the council for the extra money they have given to not only upkeep but improve our parks,we are also
going to pave some trail and some playground equipment at Vissing Park.
Member Burns made a MOTION to approve the contract with JTL for Poppy Parks for$9,000.00,the
motion was seconded by Member Stoner. The motion PASSED on a vote of 9-0.
The second contract with JTL is for their help with fixing the Riverstage, if you all remember this past
year we repaired some cracking in the Riverstage with foam but when we got the Riverstage back to
Jeffersonville we couldn't get it up the bank. It turns out that the foam weight made the Riverstage sink
a couple of inches, in order to fix this we need to remove an old road that is underwater under the
Riverstage.
Member Burns made a MOTION to approve the contract with JTL for Riverstage for$24,500.00,the
motion was seconded by Member Croudep. The motion PASSED on a vote of 9-0.
Northam-Basketball Goals-We have been working with a few companies to try and get new basketball
goals at the fieldhouse,we have three T- Rex$10,550.00, Pro Sports$9,662.00 and Kraftz Sporting
Goods for$8,650.00. We would like to go with Kraftz Sporting goods with two goals for$8,650.00 each.
Member Burns asked if the school is paying 50%of the amount per the agreement that we have with
them. Director Northam stated that the person that was their previous contract is no longer there and
he has left a message for someone from the school to contact him.
Member Clark made a MOTION to approve the contract with Kraftz Sporting Goods for the basketball
goals,the motion was seconded by Member O'Neil. The motion PASSED on a vote of 9-0.
DIRECTOR'S REPORT
Donnie Poole-A little history on those basketball goals we currently have were from Freedom Hall
around 30 years ago.The guys have been working on the usual this year with is cleaning up Duffy's
landing and the Wharf after flooding. The area has already flooded three or four times this year. They
-are-also working:at Highland Park.
Sara Nord-We had a very successful basketball camp during Spring Break and they are trying to talk us
into a summer camp as well. The only problem is getting workers during the summer with both the pool
and camp running as well.
Ricki Romans-Softball with start on April 12th and 13th,we are still working on registrations. We will
only have one league this year as we are doing some renovations on the fields. We had a football
meeting last week to plan the 2022 season so hopefully our numbers keep increasing as they have bee
each year. Rentals at WAC are going great.
Dave Simpson-We have been busy with the season coming up,we have several sponsors coming back
and we just signed with Watson's for the Platinum naming sponsor for Jeff Goes Country and we have a
list of sponsors starting at$5,000.00.
Tim McCoy- This week we started mowing but we have also been checking off projects on our lists like
at Chapel Lake cleaning up trees and the landscape division have been going through all the landscape
beds in the city.
Northam-We have already Vogt Park has a project,the grandson of Harlan Vogt has donated some
money to help with some projects in the park. We have been able to remove 8 or 9 trees and add some
new trees, shrubs and flowers as well as refresh some landscaping rock. Franklin Square School is
having their festival on April 8'from 5-8pm,they are having a lot of activities for kids. We are also
gearing up for Thunder Over Louisville on April 23rd,we are involves with the street department, Fire
and Police departments.
We are having a game night from 6-8 on Friday April 1st at the Envision Center,our youth group is
helping people engage and combat big tobacco. Kyla Walls is the coordinator and 12 to 18 year olds are
welcome.
