Regular Meeting Minutes
The Common Council of the City of Jeffersonville, Indiana met for the Regular Meeting on April 4,2022.
I Council President Owen along with City Clerk Gill called the meeting to order at 7:00 p.m:The meeting
was open to the public in person as well as live streamed via the City Website using Zoom.
INVOCATION:
Councilperson Ellis led the Invocation.
ROLL CALL:
The roll call was conducted by City Clerk Lisa Gill and present in Council Chambers were Councilperson
Burns,Councilperson Paris,Council Vice President Maples, Councilperson Croft,Councilperson Webb,
Councilperson Hawkins, Councilperson Ellis,and Council President.Owen.Councilperson White was
absent. Let the record reflect there were 8 Council Members present in Council Chambers and 1 absent.
APPROVAL OF MINUTES: . .
Council Vice President Maples made a motion to approve the Minutes of March 21,2022 of the Regular
Meeting,seconded by Councilperson Hawkins; motion passed, 8-0.
APPROVAL OF THE AGENDA:
Vice President Maples made a motion to approve the Agenda for April 4,2022 seconded by
Councilperson Croft; motion passed, 8-0.
CLAIMS TO APPROVE:
Civil City$2,397,142.41—Mrs. Metcalf stated there are no changes.
Council Vice President Maples made the motion to approve the Civil City Claims,seconded by
Councilperson Burns; motion passed,8-0.
Parks$157,653.61-Mrs. Metcalf stated there are no changes.
Council Vice President Maples made the motion to approve the Parks Claims,seconded by
Councilperson Paris; motion passed,8-0.
REPORT OF THE CLERK:
Nothing tonight. \.
UNFINISHED BUSINESS:
1. Heather Metcalf(PUBLIC HEARING)2022-OR-13 Ordinance of Additional Appropriation-
Vice President Maples made a motion to table this one more time,seconded by Councilperson Burns;
motion passed, 8-0.
2. Heather Metcalf 2022-OR-20 Ordinance Establishing Departmental Petty Cash and/or Cash Change
Fund
Mrs. Metcalf advised there were no changes since last meeting.
Vice President Maples made a motion to pass on the Third and Final Reading,seconded by
Councilperson Croft; motion passed, 8-0.
3. Heather Metcalf 2022-OR-21 Ordinance of Transfer of Funds within the Same Department
Mrs. Metcalf advised this is for$20,000.00 for the Public Arts Department and there are no changes
since last meeting.
Councilperson Burns made a motion to pass on the Third and Final Reading,seconded by Vice President
Maples; motion passed,8-0.
4. Heather Metcalf 2022-OR-22 Ordinance of Additional Appropriation
Mrs. Metcalf advised this is for the appropriation from the Sprint Lease non reverting fund that can be
used for renovating the Animal Shelter and there are no changes since last meeting.The Public Hearing
was opened by President Owen at 7:06 PM, no one was present in Council Chambers for comments and
no comments were turned in to Clerk Gill. President Owen closed the Public Hearing.
Vice President Maples made a motion to pass on the Third and Final Reading,seconded by
Councilperson Croft; motion passed,8-0.
5. Heather Metcalf 2022-OR-23 Ordinance of Additional Appropriation
Mrs. Metcalf advised this is for Fire Overtime,Accrued Benefits and Police buybacks. No changes since
last meeting. President Owen opened the Public Hearing at 7:07 pm, no one present in Council
Chambers to comment and no comments turned in to Clerk Gill. President Owen closed the Public
Hearing.
Councilperson Burns made a motion to pass on the Third and Final Reading, seconded by Councilperson
Croft; motion passed,7-1 with Vice President Maples voting no.
NEW BUSINESS:
1.Shawn Dade 2022-OR-24 Hearing on Zoning Change Request for Property Located at 3616&3618
Utica-Sellersburg Road R1 (Single Family Residential: Large Lot)to R2(Single-Family Residential:
Medium Lot)
This re-zone comes with a unanimous favorable recommendation and meets the Comprehensive Plan.
This property will have a total of 89 homes. President Owen opened a Public Hearing at 7:12 pm, no one
was present in Council Chambers for comment and no comments were turned in to Clerk Gill. President
Owen closed the Public Hearing. This is a one and done vote.Councilperson Ellis expressed concerns
regarding road improvements on Utica-Sellersburg Road that need to be done. Council President Owen
agreed with Councilperson Ellis and he also would like to see.improvements made on New Chapel Road
and surrounding areas, it needs to be widened. Councilperson Hawkins stated that New Chapel is on the
plans for improvements.There were plans for sidewalk and road improvements before Covid.
Councilperson Webb said it would be hard to hold the developer up,they can't hold it against him for
what the City needs to do. He had several phone calls regarding this Re-Zone, he gave them the
developers'number.
Councilperson Burns made a motion to pass 2022-OR-24,seconded by Councilperson Hawkins; motion
passed, 8-0.
2. Heather Metcalf 2022-OR-25 Ordinance Transferring Certain Funds within the Same Department
This is for the$75,000.00 for the Flock System for the Police Department that has already been
discussed;the funds need to be transferred to Contractual Services. The second one is for the Police
Department as well moving money from Other Supplies to Contractual Services. They have more of a
need in the Contractual Services Line.
Vice President Maples made a motion to pass on the First and Second Reading,seconded by
Councilperson Burns; motion passed, 8-0.
3. Heather Metcalf 2022-OR-26 Ordinance of Additional Appropriation
Mrs. Metcalf advised Michael O'Brien-Director of Vehicle Maintenance was present to speak regarding
the Fuel Station. Mr.O'Brien presented a proposal to President Owen from Southern Kentucky
Maintenance through Makowsky Oil for$94,743.00 for 2 pumps to be replaced and to add a diesel
pump to have a total of 2 diesel pumps, new card readers and a Depth Exhaust Fluid dispenser next to
the diesel pumps,of which$31,924.00 will be paid by Makowsky Oil bringing the total to$62,819.00.
We currently serve all of the City and County vehicles. Mr.O'Brien will email the proposal to all of the
Council Members. He is requesting$62,900 in his Improvements line.
Vice President Maples made a motion to pass on the First and Second Reading, seconded by
Councilperson Croft; motion passed, 8-0.

PUBLIC COMMENT:
James R. McClure Jr. 1006 Hazelwood Court,Clarksville, IN 47129
Mr. McClure Jr. began by saying all lives matter. He feels that large Corporations are trying to take our
freedoms of thoughts,speech and education and is hoping that the City Council will stand with him
against these organizations. He is very disappointed that the Governor delayed signing the bill to
protect Women's Sports.
