BEFORE THE COMMON COUNCIL
FOR THE CITY OF JEFFERSONVILLE, INDIANA
AN ORDINANCE OF ADDITIONAL APPROPRIATION
WHEREAS, it has been determined that it is now necessary to appropriate more money than
was appropriated in the annual budget.
NOW, THEREFORE:
BE IT ORDAINED BY the Common Council of the City of Jeffersonville, Clark County, Indiana,
that for the expenses of said City the following sums of money are hereby appropriated and ordered
set apart out of the fund herein named and for the purposes herein specified, subject to a law governing
the same:

FLOCK SAFETY SYSTEMS: Automatic License Plate Recognition
Camera system which utilizes artificial intelligence(AI)to detect license plates(and additional unique
vehicle features).
This information is then decoded by the system (Flock Safety analyzes the captured image and ,
automatically communicates with IDACS/NCIC).
• The ALPR system is able to monitor traffic a police officer cannot cover 24/7
• Database to search for vehicles associated with felonious crimes(i.e., murder, robbery,
kidnappings, Amber, and Silver Alerts,'etc.)
Criminals attempt to conceal their identity when committing crimes by utilizing stolen vehicles
Enables officers to proactively apprehend individuals who have intent to commit
additional crime.
• Flock Safety is not video surveillance. The cameras take still images and utilize Al to decode the
license plate(and/or vehicle features). It is not possible to monitor a `live-feed' from any camera
as no video is recorded.
• Power Source: Flock Safety cameras can be placed at any location and do not need a dedicated
power source. If a selected camera location does not have a power source, a solar panel can be
utilized for power.
• Flock Safety has permission from the INDOT to place pre-approved poles for the ALPRs.
Equipment is small and inconspicuous; equipment is not an eyesore or attention-grabbing.

• Expensive Maintenance: There are no additional charges for maintenance and repairs of Flock
Safety ALPRs.
