Regular Meeting Minutes
The Common Council of the City of Jeffersonville, Indiana met for the Regular Meeting on March 7,2022.
Council President Owen along'with City Clerk Gill called the meeting to order at 7:02 p.m.The meeting was
open to the public in person as well as live streamed via the City Website using Zoom.
INVOCATION:
Councilperson Ellis led the Invocation.
ROLL CALL:
The roll call was conducted by City Clerk Lisa Gill and those present in Council Chambers were
Councilperson White,Councilperson Burns,Councilperson Paris, Council Vice President Maples,
Councilperson Croft, Councilperson Webb, Councilperson Hawkins, and Council President Owen.
APPROVAL OF MINUTES:
Council Vice President made a motion to approve the Minutes of February 22, 2022 of the Regular Meeting,
seconded by Councilperson Ellis; motion passed 9-0
APPROVAL OF THE AGENDA:
Council Vice President Maples made a motion to remove item number 16 from the agenda. Council
President Owen advised they had received a letter from Jason Copperwaite with Primavera &Associates
submitted a letter to the Council requesting to withdraw.their request to rezone. City Attorney Les Merkley
stated that if you amend the agenda to remove this item,then the Planning Commission's decision would
stand,which is an unfavorable recommendation. The rezoning would be considereddenied, no further
action would be necessary by the Council. Councilperson Hawkins seconded the motion; motion passed 9-
0.
Council President Owen stated he would submit the letter to Clerk Gill so it can be submitted and attached
for the record (see attachment).
CLAIMS TO APPROVE:.
Civil City$1,826,587.60—Mrs. Metcalf stated there are no changes.
Councilperson Croft made the motion to approve the Civil City Claims,seconded by Councilperson Burns;
motion passed,9-0.
Parks$679,603.44 -Mrs. Metcalf stated there are no changes.
Councilperson Burns made the motion to approve the Parks Claims, seconded by Councilperson Croft;
motion passed,9-0.
REPORT OF THE CLERK:
Clerk Gill stated she sent out an email with the Governor's Executive order 22-9,the rescission of the Covid-
19 public health. They now back under the policy of 2021-R-10 which she emailed as well.
UNFINISHED BUSINESS:
1. Heather Metcalf(PUBLIC HEARING)2022-OR-13 Ordinance of Additional Appropriation-

Mrs. Metcalf stated there are no changes, however,the UEZ has not held a meeting at this time.
Council President Owen opened the Public Hearing at 7:07 pm, no members of the community
were present in Council Chambers to speak for or against the matter and Council President Owen
closed the public hearing.
Vice President Maples made a motion to pass on the second reading,seconded by Councilperson
Webb; motion passed 8-1 with Council President Owen voting no.
2. Heather Metcalf(PUBLIC HEARING)2022=OR-14 Ordinance of Additional Appropriation
Mrs. Metcalf stated there are no changes.Council President Owen opened the Public Hearing at
7:07 pm, no members of the community were present in Council Chambers to speak for or against
the matter and Council President Owen closed the public hearing.
Councilperson Burns made a motion to pass on the Third and final reading,seconded by
Councilperson Paris; motion passed, 9-0.
3. Heather Metcalf 2022-OR-15 Ordinance of Transfer of Funds within the Same Department
Mrs. Metcalf stated there are no changes.
Council Vice President Maples made a motion to pass on the third and final reading seconded by
Councilperson Burns; motion passed,9-0.
NEW BUSINESS:
1. Les Merkley 2022-R-1 Resolution Amending the Declaratory Resolution of the Jeffersonville
Redevelopment Commission to Expand the Inner City Road Economic Development Area
Mr. Merkley advised this is a Resolution that would enlarge a portion of the Inner City Road
Economic Development Area and bring in two parcels that had been inadvertently omitted. They
are currently zoned as a Commercial property and are right off of 1265. This process began last year
with the Redevelopment Commission by adopting a Resolution,then Planning Commission this past
meeting. The Planning Commission granted an order approving the expansion. If Council approves
this by Resolution, it will go back to Redevelopment for Public Hearing and final vote to expand the
TIF.
Councilperson Hawkins made a motion to pass,seconded by Councilperson Burns; motion passed,
9-0.
2. Shawn Dade 2022-OR-16 Hearing on Zoning Change Request for Property Located on the 100
Block of East High Street C1 (Commercial: Medium-Scale)to R4(Single Family Residential-Old
City)
Mr. Dade stated this Ordinance comes with a unanimous favorable recommendation. The
applicant is wanting to construct 12 single family homes that will be between 1,800 and 2,400
square feet. Millennium Builders is the contractor. Councilperson Paris and Councilperson Croft
stated they have seen their work and they do a great job.Council President Owen opened the
Public Hearing at 7:12 pm. No members of the community were present to speak for or against the
matter and Clerk Gill advised no comments were submitted to the Clerk's office on this matter.
Council President Owen closed the Public Hearing.
Councilperson Hawkins made a motion to pass,seconded by Councilperson Croft; motion passed,
9-0.
3. Shawn Dade 2022-OR-17 Hearing on Zoning Change Request for Property Located on the 3000
Block of Coopers Lane R1(Single-Family Residential-Large Lot)to R3(Single-Family Residential-
Small Lot)

This is actually for Numbers 14 and 15. These two parcels are going to be the same project,totaling
72 Lots. The first item is thirty seven acres. They are requesting that both be rezoned from R1 to
R3,single family dwelling owner occupied. About ninety percent will stay as R1.This came with a
unanimous favorable recommendation by the Planning Commission,and they did not have anyone
to speak against it. It does meet the Comprehensive Plan. Council President Owen opened the
Public Hearing at 7:15 pm, no members of the community were present in Council Chambers to
speak for or against the issue. Council President Owen closed the Public Hearing.

passed,9-0.
4. Shawn Dade 2022-OR-18 Hearing on Zoning Change Request for Property Located on the 3000
Block of Charlestown-Jeff Pike R1(Single-Family Residential-Large Lot)to R3(Single-Family
Residential-Small Lot)
This is the second parcel and is 35 Acres being developed by Cristiani to be rezoned from R1 to M3.
Council President Owen opened the Public Hearing opened at 7:16 pm and no members of the
community were present in Council Chambers to speak for or against the issue.Council President
Owen closed the Public Hearing.
Council Vice President Maples made a motion to pass,seconded by Councilperson Croft; motion
passed, 9-0.
5. Shawn Dade 2022-OR- Hearing on Zoning Change Request Located on the 3300 Block of
Middle Road R1(Single Family Residential-Large Lot)to M3(Multi-Family Residential-Large Scale)
This item was removed during the approval of the Agenda.
6. Heather Metcalf 2022-OR-19 Ordinance of Additional Appropriation
Mrs. Metcalf advised this appropriation is for the Police Department. Chief Kavanaugh said he and
Major Lynch were here to discuss the Flock Safety System. This is a camera system that is an
automatic license plate reader that is being utilized to support public safety. This camera system is
linked up with the NCIC and Idex computers to identify vehicles related to criminal activity. The.
company gave a proposal in March of 2021 was$170,000.00. JPD ultimately had to walk away
from that proposal because it was not cost effective. In 2022 a representative from the company
reached out again and has been working with other local law enforcement agencies. The proposal
has decreased to$75,000.00 for 30 cameras. Major Lynch stated that this has been a long time in
the works and this is the most efficient system that they have seen. There are sixty communities
within the state that are using this system. The fact that this system is integrated means it will
work with the JPD computer system,software and cameras and they will additionally be able to
work in conjunction with the other communities. This is not a real time video surveillance system,
this will capture license plates of people who have committed crimes and assist in criminal
investigations along with Amber and Silver Alerts and will notify JPD immediately. There are
several power sources for the cameras including solar panels and they use web based cell phone
technology. The Flock system already has permissions from INDOT to utilize their signs and poles.
There is no additional charge for maintenance,any repairs for the safety system are included in the
cost. Chief Kavanaugh stated they worked with City Engineer Mr.Crouch in regards to placement
of these cameras. There are three things that he would like the Council to take away from the
discussion;this system will help with investigations when JPD does not have a starting point,the
system works 24/7,365 days a year to support public safety, and this technology takes the
randomization out of policing by using data and technology. Chief Kavanaugh advised this is a 2
year contract and they will need the cost appropriated in their 2022 budget if approved. Attorney
Larry Wilder what the retention time frame for information the cameras record is, his concern is if

the public starts requesting the information and who will be responsible for responding to those.

would not be an issued due to the cameras identifying the license plate and not recording data:

Councilperson Hawkins made a motion to approve on the First and Second Reading, seconded by
Councilperson Croft; motion passed, 8-0-1 with Council Vice President Maples abstaining.
7. Heather Metcalf 2022-R-2 Resolution Authorizing the Investment of Public Funds Pursuant to IC
5-13-9-5
Mrs. Metcalf stated there are no changes,this is completed annually and has been the same for
years.
Vice President Maples made a motion to approve,seconded by Councilperson Hawkins; motion
passed,9-0.
8. Heather Metcalf 2021 Annual Report,Encumbrances,Top 20 Salaries,and Vendor List
Mrs. Metcalf presented the report to the Council and requested that they be accepted.
Councilperson Hawkins made a motion to accept the report,seconded by Councilperson Ellis;
motion passed, 9-0.
ATTORNEY COMMENTS:
Larry Wilder-The Flock System will be a great addition to the City of Jeffersonville and his questions were
merely aimed at what obligation the system would put upon the City of Jeffersonville.

PUBLIC COMMENT:
1. Robert Peppers 816 Iris Ct,Jeffersonville,IN 47130
Mr. Peppers stated he is here to discuss the buzzards. They understand that the buzzards are
protected and don't want to kill them they would just like something done to detour them from
their trees. You can hire the wildlife people to come out,they will make loud noises, let off
balloons,that only works temporarily.They would like the City to help with the issue along with the
Health Department, because they are a health hazard. Councilman Croft stated that he has been
working on this since last year and hasn't gotten any help yet.
2. Jeannie Skaggs 816 Foxglove Drive,Jeffersonville,IN.47130
We all know these buzzards are protected,we feel that our health should be protected as well. We
have kids and pets out playing in our yards and with all the disease that is being spread,this also is
hazardous. They are landing on our roofs,tearing up shingles, killing trees: People will not even
mow a lady's grass because it stinks so badly. Just would like them to be relocated. Councilperson
Croft assured Mrs.Skaggs he is continuing to work on this. The buzzards seek out foul odors and
also will pick up live animals.
3. Eleanor White 820 Marigold Drive,Jeffersonville, IN 47130
This is a permit that allows farmers to kill so many,then they cannot kill anymore,with strict
guidelines. She came out her side door and was confronted,with the black buzzards. These birds
are not afraid of anyone. They have been known to attack humans. We have had these in our area
for three years, and now it is mating season. They tend to thin out during the summer months, but

come back. Their dropping are so toxic, it will eat the paint off of your car. We would like to get
some help on this issue.

Services by purchasing a table at the Gala on August 18, 2022. It will be for a table of 8.The cost is
$1,000.00 and will be held at Huber's. We have done this in the past and is a good program.
Councilperson Ellis made a motion to fund this,seconded by Councilperson Hawkins; motion
passed,9-0.
• Council President Owen—An email was sent out a couple of weeks ago regarding Southern Indiana
Leadership reaching out to him asking for sponsorship of their 40th Anniversary Gala, a onetime
sponsorship of$5,000.00. This event will be held on April 22,2022 at Caesars. Council President
Owen stated this would come out of Council's Special.Project.
Council President Owen made a motion to support this event,seconded by Councilperson White;
motion passed 8-1,with Vice President Maples voting no.

FLOCK SAFETY SYSTEMS: Automatic License Plate Recognition.
Camera system which utilizes artificial intelligence(AI)to detect license plates(and additional unique
vehicle features).
This information is then decoded by the system(Flock Safety analyzes the captured image and
automatically communicates with IDACS/NCIC).
• The ALPR system is able to monitor traffic a police officer cannot cover 24/7
• Database to search for vehicles associated with felonious crimes(i.e.,murder,robbery,
kidnappings,Amber, and Silver Alerts,etc.)
• Criminals attempt to conceal their identity when committing crimes by utilizing stolen vehicles
0 Enables officers to proactively apprehend individuals who have intent to commit
additional crime.
• Flock Safety is not video surveillance. The cameras take still images and utilize AI to decode the
license plate(and/or vehicle features).It is not possible to monitor a live-feed' from any camera
as no video is recorded.
