Monday,January 24th, 2022
The Jeffersonville Parks Authority Met in Session on January 24th, 2022 in a Zoom meeting. Members
Present: Bill Burns, Johnna Anderson, Larry Jordan (arrived late), Ralph Scales, Lisa Carter, Pam Clark,
Savannah O'Neil and Evan Stoner. Also Present: Director Paul Northam and Asst Amber Ridings.
All contracts are approved pending legal review.
The agenda was amended to change to no pledge of allegiance due to it being a Zoom meeting.
APPROVAL OF AGENDA
Member Burns made a MOTION to approve the amended agenda for the January 24th, 2022 Parks
Authority meeting. The motion was seconded by Member Scales. The motion PASSED on a vote of 7-0.
NOMINATION OF OFFICERS
Member Anderson nominated Lisa Carter for President of the Parks Authority board, Member Clark
seconded this motion.The motion PASSED on a vote of 7-0.
Member Clark nominated Evan Stoner for Vice President of the Parks Authority Board, Member O'Neil
seconded this motion. The motion PASSED on a vote of 7-0.
APPROVAL OF MINUTES
Member Anderson made a MOTION to approve the minutes from the December 20, 2021 Parks
Authority meeting,the motion was seconded by Member O'Neil. The motion PASSED on a vote of 7-0.
OLD BUSINESS-
Northam-Vissing Park Security-We need to replace the server and old cameras. We have three different
quotes and tonight on the meeting with us we have Josh from SIR and Jordan and Chris from Security Pros.
We quoted with SIR, Security Pros and Sonitrol Security and after discussions with Matt Dyer our IT
department head we decided that Sonitrol was not a good fit for us as the products they recommended
were a lower quality. SIR and Security Pros were apples to apples on what they are offering.Security Pros
$8,255.14-for Server $20,578.00 for cameras. SIR proposed two servers options at $13,430.00 and
$18,674.00 and $20,535.00 for cameras.
Member Jordan joined the Zoom meeting.
Member Clark made a MOTION to approve the contract with Security Pros for$28,833.14, the motion
was seconded by Member Stoner. The motion PASSED on a vote of 8-0.
NEW BUSINESS-
Northam-K4 Security; They offer Security at Big 4 Park from March 15t to Nov 31st,they have done the
Big 4 Park security since the park opened five or six years ago. This is the same contract from previous
years except it is one day less so it is around $400.00 cheaper at$111,600.00.
Member Burns made a MOTION to approve the contract with K4 Security for$111,600.00 ,the motion
was seconded by Member O'Neil. The motion PASSED on a vote of 8-0.
Northam-ProMedia Riverstage-Last month we approved the Parks Department contract with
ProMedia,this contract is just for Riverstage. The only change in this contract from previous years is
that we are going to be managing the social media this time instead of ProMedia.
Member Stoner made a MOTION to approve the contract with ProMedia for the Riverstage,the motion
was seconded by Member Anderson. The motion PASSED on a vote of 8-0.
Northam-Big 4 Landscape Project- A couple of years ago a previous company Hamhead did the
landscaping but I made the decision to take this out of the contract and give it our staff but due to Covid
we are short on people so we are going to contract this job out again.
We have three quotes from Walnut Ridge$39,689.00, Patrick Johnson$40,225.00,Al Portapotty
$41,900.00. We have looked over the quotes and they are almost identical in what they are offering,so
we are recommending that we go with Walnut Ridge.
Member Burns made a MOTION to approve the contract with Walnut Ridge for$39,689.00,the motion
was seconded by Member Stoner. The motion PASSED on a vote of 8-0.
Northam-Terrace Lawn Mowing and Landscape-We have always had this project contracted out and
for as long as I can remember it's always been Walnut Ridge that has done it because they had the
lowest quote but we always requote it every three years just to make sure we are getting competitive
rates. We only received two of the three requests for quotes that we sent out. Walnut Ridge at
$22954.00 and$9277.00 for a total of$32,231.00 and Patrick Johnson for$39485.00. So we
recommend going with Walnut Ridge as they have the lowest quote.
Member Burns made a MOTION to approve the contract with Walnut Ridge for the Terrace Lawn
Mowing and Landscape for$32,231.00. The motion was seconded by Member Anderson. The motion
PASSED with a vote of 8-0.
Northam-Skid Steer Purchase-We went out and drove a couple and came up with Scout for$45,500.00
Boyd Cat for$45,000.00 and K&L Walker for$50,000.00. Tim recommended that we go with the Boyd
Cat at$45,000.00.
Member Anderson made a MOTION to approve the purchase of the Cat for$45,000.00,the motion was
seconded by Member O'Neil. The motion PASSED on a vote of 8-0.
DIRECTOR'S REPORT
Amber Powell-We are working on the Flash Light Easter Egg hunt on April 9th and working on the
Riverstage schedule. We have about half of the schedule ready we just need to get Jeff Goes Country
locked in so that we can look at our budget and see what else we need to book.
Ricky Romans-We will be making some decisions about our softball season out at Vissing Park, I'm
looking forward to the cameras being up so that I can check on things with the cameras instead of
having to go there in person. We did not have out Hoosier Hill meeting due to some illnesses so I will
have more information next month after we have our first meeting of 2022.

Donnie Poole-This has been a weird month we went from working in t-shirts with dirt to removing ice.
One of the Green Space crews have been painting at Vissing and another crew painting the bathrooms
at Little League so we are trying to get as much work as we can in the bad weather.
Dave Simpson-We are still in planning and presentation season.. Once we get to the Flashlight Hunt we
will be in our peak season for sponsorships. We are waiting on a couple of our repeat sponsors to look
over their deals and sign so hopefully we will have good news by the next meeting.
Director Northam-We have several people out with Covid but we are still getting as much as we can
done.We have people working at Shirley's Arbor this week and we have been working on stump
grinding that we rent a machine to do. We are in clean up mode for the most part.
