HomeMy WebLinkAboutRDC January 26, 2022 JEFFERSONVILLE REDEVELOPMENT COMMISSION REGULAR MEETING MINUTES January 26,2022 The Jeffersonville Redevelopment Commission held a Regular Meeting on January 26, 2022 that was called to order at 5:02 pm by online Zoom. Board Members present: Scott Hawkins, Jack Vissing, Matt Owens, Mayor Moore, Duard Avery Staff Members present: Redevelopment Commission Attorney Les Merkley, City Attorney, Redevelopment Director Rob Waiz, City Controller Heather Metcalf, Assistant Controller Yvonne Dowd, Grant Administrator DeLynn Rutherford, Administrative Assistant/Secretary Theresa Treadway Guests: Josh Darby with Jacobi, Toombs & Lanz CALL TO ORDER Mr. Hawkins, President called the meeting to order at 5:02 PM. Roll Call 5-0 APPROVAL OF AGENDA Mr. Vissing made a motion to approve the agenda with Mr. Moore seconding, passing unanimously 5-0 CONSENT REPORTS Minutes: Mr. Vissing made a motion to approve the minutes from December 22, 2021 meeting with Mr. Moore seconding,passing unanimously 5-0. Claims: Mr. Moore made a motion to approve the TIF Claims in the amount of$5,071,785.67 with Mr. Vissing seconding, passing unanimously 5-0. Mr. Vissing made a motion to approve the Redevelopment Operating Claims in the amount of $14,439.66 with Mr. Moore seconding the motion,passing unanimously 5-0. JTL Ongoing Proiects Update: Utica Sellersburg Road (NOW Segment 1)/SR 62 Intersection Improvements: • City was awarded Community Crossings Grant Funding for this project. • All CCMG closeout documentation has been provided to City Engineer to submit to INDOT. • Project is now completed. To be removed from future reports. Charlestown Pike Reconstruction, Segment 1 (Holman's Lane to Utica-Sellersburg Road) and Utica-Sellersburg Rad Reconstruction, Segment 2 (Railroad Tracks North to Charlestown Pike: • Topographic survey field work has been completed. Initial utility notices have been sent. Working on preliminary design. Public Involvement Meeting held on April 12, 2021 at 6:30 p.m. via Zoom. • Per contract, 30% Schematic Design Plans, Public Information Meeting and Updated Opinion of Project Costs were due on 6/30/2021. Held 30% Review Meeting with City on 7/12/20021 to review current state of plans and cost estimate. • Utility Coordination Meeting held on 8/5/2021 to review projects with utilities and request input regarding impacts to facilities/anticipated relocations. Requested utilities provide any easement documentation they may have to prove that relocations, if required, would be reimbursable. Also requested ballpark estimates of relocation costs if they have the required easement documentation. Progressing drainage design and proposed right-f-way determination so we can request relocation work plans and budgets from utilities. • Public information meeting held on December 7, 2021 to unveil roadway layout plans to the public. • Progressing design. Next step is Right-of-Way Acquisition in 2022. NEW BUSINESS QUESTIONS FOR EXECUTIVE DIRECTOR You all are doing a good job, keep up the good work. BOARD COMMENT Mr. Avery—Agree to keep up the good work. Mr. Vissing — I have received a lot of compliments lately from people who are not from Jeffersonville in great lengths of all that is going on. I told them I was part of the Redevelopment Commission and appreciated all they had to say. Mr. Moore — We had,some big announcements yesterday of businesses coming. I would like for this board to think back to 6 or 7 years when we agreed to invest $2.5 Million to cut a road through Town Center Boulevard which made things easier on the Jeff side and opened up opportunities for businesses to be road front. 2011 we campaigned to bring things to Veterans Parkway, there was nothing there but tall grassy land. Two and half years ago we had a ribbon cutting for Hobby Lobby, Ulta, Home Goods, TJ Maxx on this property all by investing this money from business revenue and not raising taxes. It has opened the eyes of Multi-Million Dollar chains such as Drakes, Academy Sports, and Taziki's Mediterranean Restaurant to come to Jeff. The millions of dollars pouring in from all these businesses help us reinvest this money into bettering Jeffersonville. Social Media lit up after this announcement the other day. Big things continue to come to Jeffersonville without raising property taxes. With all the communities around of us dealing with Covid and short falls, Jeffersonville is continuing to grow. If there was a blue chip in the stock market it is Jeffersonville Indiana. With that $2.5 Million investment back a few years ago, this has been an enormous benefit to Jeff and we will be able to put funds right back in to infrastructure, schools and public safety. Loving all the good things that continue to come to Jeff. Mr. Owens—Great to see all the benefits keep coming from the investment from this board with TIF dollars which is what these TIF funds were designed to do. Obviously 2022 is going to be another busy year. Mr. Hawkins—Let's keep things Rocking and Rolling.
