HomeMy WebLinkAbout1990-OR-09 ORDINANCE NO. 90-OR- 7 ORDINANCE ESTABLISHING A SPAY/NEUTER PROGRAM FOR ANIMALS ADOPTED AT THE JEFFERSONVILLE-CLARK COUNTY ANIMAL SHELTER WHEREAS, the Common Council of the City of Jeffersonville is aware that unwanted and stray animals are a great problem for the City and society as a whole; and, WHEREAS, to this end the Common Council is desirous to adopt legislation which will have a positive affect on decreasing the number of stray or abandoned animals which the Jeffersonville-Clark county Animal Shelter has to deal with; and, WHEREAS, to this end, the adoption of a prudent spay/neuter program will have the effect of reducing the number of stray or abandoned animals over the course of time. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Jeffersonville that it hereby adopts a spay/neuter program for the Jeffersonville-Clark County Animal Shelter on the following terms: 1. That all persons wishing to adopt Jeffersonville-Clark County the cost of having an animal their adoption fees. an animal at the Shelter must pay The Jeffersonville-Clark County Animal Shelter Director is hereby ordered to at least semiannually obtain quotes for spay and neuter fees from all licensed veterinarians in Jeffersonville Township, and the fees charged the general public as a part of the adoption fee for the spay/neuter charge shall be an amount equal to the quote which is deemed the lowest and best quote by the Jeffersonville-Clark County Animal Shelter Director. That in the event that the animal is of sufficient age and health to be spayed or neutered at the time of the adoption, a voucher will be issued to the new owner of the animal with an expiration date of ten (10) days following the adoption in order to have the Animal spayed or neutered with necessary office of Township spay/neuter procedure performed at the the licensed veterinarian in Jeffersonville chosen at the discretion of the Jeffersonville-Clark County Animal. Shelter Director. In the event that the animal is not of sufficient age or health to undergo the spay/neuter procedure at the time it is adopted, the Jeffersonville-Clark County Animal Shelter Director shall at his/her discretion establish an expiration date on the voucher given to the new owner in which time the procedure must be performed. In the event that the new owner desires not to have the adopted animal altered they may assume that responsibility themselves, subject to prior written approval by the Animal Shelter Director, however, the fee for the procedure as established herein shall not be waived in any case unless the adopted animal has already undergone the spay/neuter procedure. The Jeffersonville-Clark County Animal Shelter shall deposit all monies collected for the spay/neuter program with the Clerk-Treasurer of the City of Jeffersonville, and thereafter shall proces~s all claims from the selected veterinarians performing the procedures in the proper course of business upon bill and claim from said receipt of the veterinarians. This Ordinance shall be in full force and effect upon its timely passage, promulgation and approval by the Mayor and publication in accordance with the law.
