HomeMy WebLinkAbout1991-OR-3291 - OR 32 An Ordinance Creating The Jeffersonville Civic/Conference Center Authority WHEREAS, the City of Jeffersonville has too long neglected the area of the Arts, and WHEREAS, the citizens of Jeffersonville are dependent upon neighboring communities for cultural enrichment, and WHEREAS, the City of Jeffersonville desires to have a facility that could help attract conventions and conferences, and WHEREAS, the City of Jeffersonville is lacking a facility to house a center for the performing arts, THEREFORE, LET IT BE ORDAINED BY THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, Section 1 A Civic/Conference Center Authority is hereby created. Section 2 The Civic/Conference Center Authority shall consist of members. the Commo members t ville. T nations o pointee f Center Authority shall ficer. five Three (3) members to be appointed and approved by Council of the City of Jeffersonville, and two (2) be appointed by the Mayor of the City of Jefferson- term of service shall be for four years. The Civic/Conference elect a chairperson as presiding of- Section 3 It shall be the primary responsibility of the Civic/Conference Center Authority to operate the Jeffersonville Civic/Confer- ence Center over which they shall have complete control. The Civic/Conference Center Authority shall be empowered to do all things that they deem necessary to the efficient operation of such a facility. Section 4 The Civic/Conference Center Authority shall be funded through public as well as private resources. The Civic/Conference Center authority shall formulate and manaqe their own budget, and shall operate as a separate political entity. Section 5 The Civic/Conference Center Authority shall enter into a contractual agreement with the City of Jeffersonville, through the Board of Public Works and Safety, to operate the Jeffer- sonville Civic/Conference Center. This contract should be for at least five years with options to renew. Section 6 The City of Jeffersonville. will attempt to purchase and renovate the LeRose Theater and such other adjacent build- ings that it deems necessary and suitable to serve as the effersonvllle Civic/Conference Center. Section 7 Every downtown needs an anchor or point of focus. The focus of our downtown will be the Jeffersonville CiviC/Con- ference Center located in the LeRose Theater. This facili- ty will be for all in our community to use and enjoy. A Civic/Conference Center.could offer many varied types of entertainment from country music to orchestra concerts, pays, magic shows, Saturday morning cartoon shows, etc This facility w~ll also be used to give local artists a showcase for their work.! Regularly scheduled events, in a facility such as this, Would give people a good reason to come to downtown Jeffersonville at night. When people begin to come back down~own at night, restaurants, shops and other businesses will begin to expand and/or relocate in this area to serve t~e public need.
