'? NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City cf Jeffersonville, Indiana that the attached EXHIBIT A are hereby adopted as the rules and regulations of the Department of the Building Commission, copies of said rules and regulations shall hereafter be made available to the general public. Detached structure (accessory) shall comply to all Jeffersonville Zoning Requirements and Indiana State Codes on property line setbacks including overhangs. Structures shall not be p~aced in easementsp or closer than 3'-0" to the property line or 6'-0" of principal residence unless protected with 1 hour fire rated wa~l, no openings~will be allowed. Footing and foundation shall be subject to all inspections and compliance of Table R-209 attached. Slabs shall be in compliance to Section R-603 of the CABO 1 & 2 Family Dwelling Code with a minimum of 4" gravel base, vegetation removed, reinforcement and control joints. Anchor bolts shall be minimum 1/2" round at 6'-0" on center with maximum 1'-0" from each corner or opening. Anchor bolts shall be embedded minimum ?" into concrete and minimum 15" into masonry. It should be noted that bolts shall project above surface so as not to notch into plate more than 3/4". Approved anchor straps with documentation.may be substituted. If headers are not designed in the Building Code tables R-402.6 (a) thru R-402.6 (f) engineering must be provided. Roof framing and/or roof trusses must meet criteris of R-201.4 and must be submitted with engineered drawings stamped by a Licensed Structural Engineer in the State of Indiana. CITY OF JEFFERSONVILLE DECK REQUIREMENTS EFFECTIVE: JANUARY 1991 2. 3. 4. All decks must be permitted at the rate of $5.00/$1000 of construction cost with a minimum permit fee of $15.00. Decks shall be designed for 40 PSF, balconies for 60 PSF (see definition below) table R-201.4. Decks shall be placed on footings per R-303 to frost line when attached to structure, footing inspection is required. Decks & balconies shall be constructed of pressure treated material or equivalent per R-308.1 & R-308.2, if contacting ground, must be for ground contact. Decks & balconies must meet guardrail and handrail requirements per R-214.1 & R-214.2. They also must meet stair requirements of R-213. Decks and balconies must be a minimum of 10'-0" from surface of floor to overhead power entrance cables per National Electric Code and Public Service Indiana. Failure to comply or relocate your service will result in notice from Public Service Indiana for disconnection. Decks when attached to structure pr detached must be of 3'-0" from property line and subject to a final when completed for compliance. a minimum inspection REQUIREMENTS OF THE JEFFERSONVILLE BUILDING COMMISSION FOR ALL CONSTRUCTION EFFECTIVE: OCTOBER 1, 1986 (REVISED JANUARY 2, 1991) The following inspections are required: (MINIMUM 24 HOURS NOTICE-THIS IS A MUST-ALSO PERMIT NUMBER MUST BE GIVEN TO OBTAIN INSPECTION) prior to pour: slab inspection prior to pour. This includes'footings for decks attached to residences. Underground plumbing under slab~ prior t'o' pour. This includes slabs for steel placement, plastic and insulation; also walls for placement for steel. Framing inspection made after all mechanical rough-ins are complete. Please call for framing inspection prior to placement of insulation and cover of drywall. Please notify prior to setting of pre-engineered floor or roof trusses; so tha~ engineered drawings may be Checked and verified w~ith the submitted design and code. Rough inspection of framing, electrical, HVAC prior to installing of insulation drywall. plumbing and and cover of Service entrance panel prior to hook-up by Public Service Indiana. (72 HOURS OR MORE IS PREFERABLE FOR ~CHEDULIN~ FOR THIS INSPECTION) Page Construction that involves three (3) family units or multi-family or commercial construction, must first be approved through the Indiana Department of Fire & Bldg. Services, no exceptions. Please do not ask for permits to save time and embarrassment. The time frame for state approval is two (2) to three (3} weeks. The forms may be obtained in this office. Foundation releases maybe obtained to speed up the process, (ask for details). Please schedule approximately for your project. State approved set (stamped accordingly) must be submitted to this office to receive your building permit. Please note that the State requires submittal of three (3) sets. (RECOMMEND SENDING MINIMUM OF FIVE (5) SETS TO STATE) You must send extras and ask that they be stamped and returned to you, usually UPS C.O.D. or you can request personal pick-up. Also, Indiana State Law requires a stamped approved set on the job site at all times. 4. You must also apply for a Certificate of Occupancy in this office for both residential and commercial establishments. The fee for the Certificate of Occupancy is $25.00. This also includes a change in occupancy in an existing structure (this may also be subject to state regulations). Check with the Building Commissioner on your classification. You will not be allowed to occupy under any circumstances until a final inspection is made and certificate is issued, (SEE ITEM #1-S OF THESE RULES). Please plan your time accordinglyll! Due to extreme abuse to this policy of a final inspection being made before occupancyt all n=~ ==n~.ru~.-cn .... ~--u_r~_ t= -- ~. Check your zoning prior to construction. Make sure your sewer tap fee is paid prior to obtaining your building permit. The sewer tap fee is based on the type of structure. You must have your green sewer tap-in receipt to obtain your building permit. Also, the general building permit must be issued PRIOR to al~ mechanical contractor permits being issued, such as electrical, plumbing and HVAC. All mechanical contractors must be licensed in the City to work in Jeffersonville. Be sure you have your contractors names to submit when you get your permits. This is to let us know who to expect to pick up their respective permits. 6. In accordance with City Ordinances, permits must be obtained prior to Starting work. If an inspector finds someone working without s permit the.permit can be secured that day at the regular rate. Failure to secure permits that day will result in the permit fee being doubled with a $100 fine being accessed on the job. Page Proposed site plans shall be submitted with plans per ordinance prior to permit issuance. However, within ten (I0) days after construction of foundation a certified, as-built survey shall be provided showing the exact location of the structure this must be prepared by a licensed land surveyor in I~diana. Failure to comply will result in a "STOP WORK ORDER" until compliance is met.~ Refer to Ordinance #87-0R-53 as rew~sed Ordinance #91-OR-d. THIS IS CRITICAL~ Footing and foundation plans are required. Frost line in this area in accordance with State Code is 2'-0" below grade from existing grade to bottom of footer. Insulation is required per the Indiana State Energy Law of R-7.5, in foundation walls down to top of footing and in slabs, R-19 in crawl space floor cavity and bandboard. Floor plans in scale are required of all floors, building elevationsp wall sections, structural details and stamped certified shop drawings of floor and roof trusses prior to erection of trusses at the site. (SHOP DRAWINGS ARE A MUST). DO NOT set trusses until these are in our hands~! PLEASE NOTE under Indiana Building Code, live loads are now required on roof truss bottom chords and ceiling joist if stick built. Therefore we are enforcing the submission of shop drawings certified by a Indiana Structural Engineer in either situation for your safety. Please submit, these for review prior to setting same in the field for each structure submitted for compliance. Failure to comply will result in a "STOP WORK ORDER" or non-issuance of the permit until submitted. 10. Insulation requirements of walls shall be a minimum of R-19 with average including doors and windows. To achieve this, it does require 2 x 6 studs in wall. Ceiling require R-30 minimum. Special requirements for vaulted ceilings~ this includes additions. Anything less than 2 x 6 walls requiring R-19 batts, will require R-~3 batts with minimum 3/4" tb~rmax (or equal) with R-5.4 rating to meet this requirement. NOTE: 1" THERMAX (OR EQUAL) WITH R-?.2 IS IDEAL. Review of plans for compliance: please allow five (5) to seven (7) days for residences and miscellaneous structures~ seven {7) to ten {10) days for apartments and commercial. Every effort will be made to meet or beat this time frame. PLEASE NOTE THAT NOT HAVING THE PROPER DOCUMENTS TO R~VIEW WILL ONLY DELAY YOUR PROJECT. Should correct~on be required, a correction request sheet will be issued to you in most cases with those requirements to be made at the site. A copy will be kept on file for on site inspections. Indiana State Code requires for all lumber coming in contact with concrete or masonry inside or out MUST BE treated, no exceptions. Indiana State Code requires the use of concrete block below grade or in contact with grade, (not so-lite, kin-lite or lightweight block). There are also anchor bolt and dur-wal regulations. (see codes) A notice of inspection will be posted at front doors or in a close proximity in addition to the regular stickers to advise you we have been there. This will notify you of code violations also, and permission to pour, insulate and cover with drywall. This office will do whatever we can, when we can, conditions and scheduling permitting~ to make your inspection request should an emergency arise. Page 5 Any deviation of the codes, unless discussion with the Building Commissioner will result in removal of said productp as we have that right in accordance with our ordinance and State Code. Please be advised that any work covered up either by drywall or concrete will be removed for inspection to be made. If you are contemplating converting a single family residence into a duplex or more apartments, certain room sizes must be met by State and local codes. Also fire separation must be obtained of 1-hour rating. Please submit your plans to this office in scale. A three-plex or more must be approved by the State of Indiana Department of Fire & Building Services. 16. Sheds, accessory structures or detached garages must meet State codes. Sheds over 120 sq. ft. must be on a foundation and bolted down. Detached garages or accessory structures must be 6'-0" from residences and 3'-0" from property lines including overhangs unless protected and not placed in easements. 17. You are responsible for picking up and hauling off all debris on any demolition or new construction in the City, by resolution of the Board of Public Works & Safety of Seffersonville. 18. All construction sites must be kept clean at all times. Dumpsters to be placed in streets or on sidewalks and must be approved by the Building Commissioner or City Engineer~ and have lighted barricades. 19.
