WHEREAS, the Common Council of the City of Jeffersonville is desirous in amending
Ordinance No. 87-0R-53 in the best interest of the building code and general public.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of
Jeffersonville amends the Ordinance as written.
Under Section 7: APPLICATION FOR PERMITS, delete in its entirety and insert the
following:
Section 7:
APPLICATION FOR PERMITS. The Building Commissioner or his duly
authorized representative shall require as a part of the application
for a permit, the submission of a proposed plat; showing location of
lot boundaries~ street location, sidewalks, driveways, existing
structures on existing properties, proposed new structures on newly
developed sites and dimensions to property lines and/or existing
structures. If located in flood plain area the map number and zone,
along with the proposed lowest finish floor elevation must be shown.
Site plan or plat shall include lot number and street address (if
assigned).
The owner, developer or engineer (licensed in Indiana) shall provide
to the Building Commissioner.'s office a certified site plan prepared
by an Indiana licensed land surveyor "as built plat" within ten (i0)
days of the pouring of, or laying of foundation walls. In the case
of a flood plain application, the proper federal forms shall be
returned within ten (10) days noting the lowest floor level being
installed. Failure to comply with this regulation will result in a
"STOP WORK" order being issued until compliance is met.
Further regulations required of the site plan or plat shall require
elevation of top of curb (if applicable) and elevation of finish
grade at the lowest part of the top of foundation wall. Minimum
difference shall be 1'-0" or minimum fall of 6" per 10'-0" whichever
is the most restrictive.
The above regulations shall apply for; new construction, additions,
sheds, outbuildings' (such as garages, carports, decks) and
installation of pools and fences so that all zoning regulations may
be checked and verified for compliance. Ail plans and specifications
for construction under the authority of the Department of Fire and
Building Services must also be filed with the State Building
Commissioner. No local permits shall be issued hereunder until a
copy of a Design Release for construction from the State Buildinf
Commissioner and a copy of the plans and specifications approved and
stamped by the State Building Commissioner are received by the
Building Commission.
Section 8: PERMIT REQUIRED, Article A, Item #5 amend to read Public or Private
Swimming Pool (as set forth by State Code)
Section 10: FEE SCHEDULE, Article B, add item (f) SwimminR Pools.
(f) SwimminR Pools.
Permits shall be required for all pools either in ground or
above ground, public or private, as set forth under 675 IAC 20.
Pools with a depth of less than 3'-6", and not permanent, are
not regulated by permits, or to be of permanent installation by
definition.
Pools shall be in compliance with the current N.E.C. in
addition to the above requirements. Fees for above ground
pools shall be thirty dollars ($30.00) and in the ground pools
shall be sixty dollars ($60.00). This fee is in addition to
the minimum required electrical inspection fee of $15.00 as
required by ordinance.
Upon adoption of this amended section, article and item shall
cause City Ordinance No. 85-0R-27 passed June 3, 1985, to
become null and void.
Section 17: LICENSE REQUIREMENTS, Article B, Electrical License, Item 7,
Examination
The examinations will be given in the months of March, June,
September and December. The examination in the electrical
field is the (Master Electrician) exam from "Block and
Associates" that the Board of Mechanical Controls sets forth as
an appropriate examination. If any applicant has obtained a
score on the "Block and Associates" examination in any other
city, that is sufficient to meet the requirements of the Board
of Mechanical Controls (70 percentile) that individual may
obtain a license for that particular trade.
Should an emergency arise, any applicant may, at their own
expense, take the same "Block and Associates" examination
(Master Electrical) at Gainesville, Florida, under the testing
firm's auspices, or in any city where it is offered and the
Board of Mechanical Controls shall accept the results of that
examination for the purposes of issuing a license.
The City Building Commission will commence as of the effective
date and the passage of this ordinance have all "BIQck and
Associates" examinations proctored by "Block and Associates"
with a minimum amount of six (6) applicants before the
examination will be administered.
If the Board of MechanicaI Controls does not have the minimum
amount of applicants present the applicant has the choice of
following the emergency clause in the Ordinance, or pay an
extra cost to the city in the amount of $100.00 to administer a
special setting fee over and above the standard exam cost.
Section 17: Article B,. Item 8, amended as follows=
An applicant for an electrical license shall submit to an
examination given by the examining board or a representative.
Such examination shall be Eighty-Five Dollars ($85.00). This
fee is a non-refundable fee and shall be retained whether the
applicant passes or fails the examination.
Section 17: LICENSE REQUIREMENTS, Article C, Item 6, Heatin~ and Air Conditioning
License will be as follows:

Mechanical Controls sets forth as an appropriate examination.
If any applicant has obtained a score on the "Block and
Associates" examination in any other city that is sufficient to
meet the requirements of the Board of Mechanical Controls (70
percentile), that individual may obtain a license for that
particular trade.
Should an emergency arise, any applicant may, at their own

Conditioning Class "A" (Also HARV "A") at Gainesville, Florida,
under the testing firm's auspices, or in any city where it is
offered and the Board of Mechanical Controls shall accept the
result of that examination for the purposes of issuing a
license.
It shall be noted that if the the (Mechanical Contractor's)
examination appears in any other area of this ordinance, or
prior city ordinances, whether repealed or not, it shall read
Air Conditioning Class "A" (Also HARV "A") examination.
The City Building Commission will commence as of the effective
date and the passage of this ordinance have all "Block and
Associates" examinations proctored by "Block and Associates"
with a minimum amount of six (6) applicants before the
examination will be administered.
If the Board of Mechanical Controls does not have the minimum
amount of applicants present the applicant has the choice of
following the emergency clause in the Ordinance, or pay an
extra cost to the city in the amount of $I00.00 to administer a
special setting fee over and above the standard exam cost.
Section 17: Article C, Item 7, amended as follows:
An applicant for a HVAC license shall submit to an examination
given by the examining board or a representative. Such
examination shall be Eighty-Five Dollars ($85.00). This fee is
a non-refundable fee and shall be retained whether the
applicant passes or fails the examination.
This Ordinance shall be in full force and effect upon its timely
passage~ promulgation and approval by the Mayor and publication in
accordance with the law.
