BEFORE THE COMMON COUNCIL
FOR THE CITY OF JEFFERSONVILLE, INDIANA
COVID-19 EMERGENCY HOMELESS HOUSING
AN EMERGENCY ORDINANCE ESTABLISHING THE PROCEDURE
AND PROCESS FOR THE EXPENDITURE OF FUNDS
APPROPRIATED FOR THE PURPOSE OF PAYING FOR
HOUSING FOR HOMELESS PERSONS RELATED TO COVID-19
WHEREAS, the City of Jeffersonville (the "City") operates, maintains,
oversees and is responsible for the oversight, budgeting, appropriation and payment
of claims to insure the services, safety and well being of the citizens of Jeffersonville;
WHEREAS, the COVID-19 virus is a pandemic that has increased the
necessity and need for assisting in protecting and housing those individuals
experiencing homelessness in Jeffersonville. The pandemic's effects upon our
homeless population is unpredictable and unprecedented however, it is necessary
to assist in providing housing for those individuals that may contract COVID-19 in
order to provide for the safety of the individual and the community as a whole;
WHEREAS, in order to respond in an expedited and timely fashion to these
unforeseen and unpredictable events it is incumbent upon the government to have
ample funds in place to assist the Clark County Health Department in providing
adequate housing for those homeless citizens who are effected by COVID-19;
WHEREAS, it is important for the operation of Government that a clear and
precise procedure for requesting and expending these funds be in place
contemporaneously with the creation of the fund;
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the
City of Jeffersonville, Indiana, as follows:
1. That the Council shall appropriate TEN THOUSAND DOLLARS ($10,000)
from what is commonly referred to as the City's RAINY-DAY FUND.
2. This amount shall be specifically earmarked as follows: The funds shall
ONLY be utilized for the purpose of payment of housing at the pre-
approved location THE RED CARPET INN .
3. These funds shall only be expended upon determination by the Clark
County Health Department that it is necessary for the relocation of a
qualified indifidual to the RED CARPET INN
PROCESS AND PROCEDURE FOR REQUESTING FUNDS FROM THE COVID-19
RESPONSE APPROPRIATION:
A. The Clark County Health Department shall secure an invoice from the
RED CARPET INN for the cost of the housing for the qualified
individual(s) These claims shall be submitted to the Jeffersonville City
Clerk (hereinafter "Clerk");
B. The claims submitted SHALL only be claims for housing for individuals
who meet the criteria established by the Clark County Health
Department as persons in need of services.
C. The Clerk shall, upon authenticating the claim, submit same to the
Controller. The Controller shall be given authority to pay the claim
immediately in the same form and fashion as other "pre-approved
claims" such as utilities, salaries, etc.
This Resolution shall be in full force and effect from and after its passage and
approval.
