HomeMy WebLinkAboutBPW NOVEMBER 20, 2019 CITY OF JEFFERSONVILLE BOARD OF PUBLIC WORKS MINUTES November 20,2019 MEMBERS PRESENT: Clark Miles Streets Commissioner, Len Ashack Director Waste Water,Chad Reischl Director Planning and Zoning, Les Merkley Corporation Counsel, Linda Mills Code Enforcement Officer for Building Commission, Paul Northam Parks Director, Bill Dixon Assistant City Engineer, Rob Waiz Redevelopment Director, Matt Dyer Dir of IT, Brian Smith Safety Manager, Kenny Kavanaugh Chief JPD,Scott McVoy Asst Chief JPD, DeLynn Rutherford Grant Administrator, Kim Calabro Director Human Relations,Sarah Green Director Animal Shelter,Christy O'Neil Ex Asst to Mayor,Andy Crouch Dir City Engineer, Bruce DeArk Deputy Chief JPD, Elisha Gibson Utility Billing Manager, Heather Metcalf Controller,Samantha Calabro Code Enforcement Officer and Peggy Hardaway City Clerk Adm Asst CALL TO ORDER: Mr. Waiz called the meeting to order at 9:32 a.m. APPROVAL OF THE MINUTES: Mr. Miles made the motion to approve the minutes from November 13, 2019 seconded by Mr.Crouch and motion passed 3-0. APPROVAL OF THE PAYROLL: Mr.Crouch made the motion to approve the payroll, seconded by Mr. Miles and motion passes 3-0. OLD BUSINESS: Les Merkley—Request for approval of the 2020 City Holiday Calendar Mr. Merkley requested the adoption of the Holiday Calendar for 2020. Mr.Crouch made the motion to approve the request,seconded by Mr. Miles and motion passes 3-0. NEW BUSINESS: Linda Mills/Samantha Calabro—Hearing on appeal regarding 3012 Eastbrook Boulevard; Owner, Beverly N. Gray Ms. Mills—violation letters sent on the property; in violation since 2010 with siding and shingles falling off. The letter indicated we were going to start fines. Ms. Gray appeared and indicated that she has had numerous issues with the property from what she considers builder issues because no wood was under where the siding fell off and was repaired. Now has additional siding on front of house that came off and is planning to put siding back up in the spring. She also has concern with short time frame to complete work and $100 penalty. Mr. Merkley—do you reside at the house? Ms.Gray—I'm there, not 100%; I'm not renting it out. Mr. Merkley—is there water at the residence? Ms.Gray—right now no. Mr. Merkley—when was the last time water was there? Ms.Gray—August. Mr. Merkley—the point is that the property is vacant. Mr.Crouch made the motion to deny the appeal,seconded by Mr. Miles and motion passes 3-0. Mr. Merkley—fines will accumulate; property owner has 30 days to correct all problems. Linda Mills—Hearing on appeal regarding 1820 Charlestown/Jeff Pike Mr.Crouch made the motion to table the request,seconded by Mr. Miles and motion passes 3-0. Clark Nickles—Request for approval of road closure on Meigs Avenue from 7th Street to Court Avenue on Wednesday, November 27, 2019 to complete the water line tie in for the new downtown elementary school. Mr. Nickles indicated this should be the final road closure for the water connection. Should be able to do a partial road closure and should be just one day; leaving room for emergency vehicles. Jeffersonville Board of Public Works—November 20,2019 Mr.Crouch made the motion to approve the road closure, seconded by Mr. Miles and motion passes 3-0. Les Merkley—Request for approval of the 2020 Solid Waste Disposal Agreement between the City and Clark-Floyd Landfill LLC Mr. Merkley indicated this is an annual contract with a slight increase of 30 cents per ton ($21.35/ton) for waste/garbage. Mr. Miles made the motion to approve the contract,seconded by Mr.Crouch and motion passes 3-0. Heather Metcalf—Request for approval of contract for Rule the Road event. Ms. Metcalf stated this is a reimbursement for a grant. Mr.Crouch made the motion to approve the contract,seconded by Mr. Miles and motion passes 3-0.
