HomeMy WebLinkAboutRDC SEPTEMBER 25,2019 JEFFERSONVILLE REDEVELOPMENT COMMISSION REGULAR MEETING MINUTES SEPTEMBER 25,2019 The Jeffersonville Redevelopment Commission held a Regular Meeting on September 25, 2019, that was called to order at 5:02 PM in the Mayor's Conference Room, located at 500 Quartermaster Court, Jeffersonville,Indiana. Board Members present: Monty Snelling, Mayor Mike Moore, Jack Vissing, Matt Owen, Scott Hawkins and GCCS Board Representative Teresa Bottorff-Perkins Staff Members present: Redevelopment Commission Attorney Les Merkley,City Controller and Redevelopment Treasurer Heather Metcalf,Redevelopment Director Rob Waiz, Grant Administrator DeLynn Rutherford,City Engineer Andy Crouch,Redevelopment Administrative Assistant Theresa Treadway and CMMS Administrator/Secretary Cindy Seifert Guests present: Jorge Lanz with Jacobi, Toombs & Lanz, Bob Stein with United Consulting, Anne Keller with One Southern Indiana, Bradley Shumate and Jason Suh with POSCO, John Boyle, Mike Hutt and Richard Eklund CALL TO ORDER Mr. Snelling called the meeting to order at 5:02 PM. APPROVAL OF AGENDA Mayor Moore made a motion to approve the agenda, with the additions of paving on Utica Sellersburg Road from Hwy 62 to first set of Railroad tracks and moving subject of Ornamental Lighting after the POSCO discussion,with Mr. Vissing seconding the motion,passing unanimously on a vote of 5-0. CONSENT REPORTS Minutes: Mr. Owen made a motion to approve the minutes from August 28,2019, with Mr.Hawkins seconding the motion,passing unanimously on a vote of 5-0. Claims: Mayor Moore made a motion to approve the TIF Claims in the amount of$1,071,247.72, with Mr. Owen seconding the motion,passing unanimously on a vote of 5-0. Mr. Owen made a motion to approve the Redevelopment Claims in the amount of$23,607.60, with Mr. Vissing seconding the motion,passing unanimously on a vote of 5-0. Review of Financial Information: Ms.Metcalf provided a TIF and Redevelopment Operating Account Balance Report. JTL Ongoing Projects Update: Jorge Lanz provided status on JTL projects: Veterans Parkway Phase 2— • Holman's Lane—west side construction will be completed before moving to the east side. • Veteran's Parkway-pavement binder has been installed, currently working on sidewalks and driveways along the south side, before moving back to the north side, and finishing paving. This portion of the project will not be 100%completed by September 30,2019. • Mr. Hawkins asked about the timeline for completion of Holman's Lane. Mr. Lanz advised that they hope to be substantially completed by the end of the paving season. Traffic will continue in both directions with Traffic Controllers. Gateway Development— • Memo sent to contractor 9/23/19 regarding final punch list item and issue with asphalt elevation on Ninth Street. • Continue to coordinate with L&I Railroad and INDOT regarding crossings. • Working on tenant relocations for 809 and 811 Ohio Avenue. Asbestos removal has been completed. Tenants were provided half of the rent for new location upfront,then the remaining half once the houses have been confirmed vacated. Until the demolition, Fire Marshall McCutcheon has requested use of the buildings for training. • Ms.Perkins questioned what drainage issue would be resolved with drainage project where the houses are being demolished. Mr. Lanz explained that an underground detention basin would be constructed to remove the flooding that takes place near 10th Street. This water does not drain to Ohio but to Clarksville. Gottbrath Way at Bridgepointe Commons,Phase 2— • Construction continues. Curb Installation complete. Pavement installed,awaiting surface coat. • All underground utilities are complete. • Change Order #4 to delete landscaping and sidewalk for the south side of the road and to increase quantity of unidentified rock removal will be presented at the next meeting.JTL would like to check with the State of Indiana regarding the need for a sidewalk on the property. Mr.Owen made a motion to table the request for approval of Change Order#4,with Mr.Vissing seconding the motion,passing unanimously on a vote of 5-0. Utica-Sellersburg Road/SR 62 Intersection Improvements— • Awaiting utility relocations before putting project out for bids. Water Tower Road Improvements: • Awaiting final reimbursement from Denton Floyd. 8th&Ohio Drainage Improvements Project: • Schematic Design and Hydraulic Modeling continues. • Land Acquisition continues. BUSINESS Amatrol Tax Abatement Rob Waiz presented a request from Amatrol Inc.,for tax abatement on real estate and on personal property. Amatrol is expanding the manufacturing space to accommodate new product lines. Thirty-five employees will be added due to the expansion. Mayor Moore made a motion to approve 2019-R-5,A Resolution recommending to the Common Council Applications for Tax Abatement for Amatrol, Inc., with Mr. Vissing seconding the motion, passing unanimously on a vote of 5-0. POSCO Tax Abatement Mr. Waiz presented a request from POSCO AAPC LLC, for tax abatement on real estate. POSCO is expanding the current wire-rod processing to increase the warehousing space and office space. Thirteen employees will be added due to the expansion. Mr. Owen made a motion to approve 2019-R-6, A Resolution recommending to the Common Council Applications for Tax Abatement for POSCO AAPC,LLC,with Mr.Hawkins seconding the motion,passing unanimously on a vote of 5-0. Ornamental Street Lighting—Kroger Frontage—Jeffersonville Commons Drive Andy Crouch presented a request for 13 street lights to be placed on Jeffersonville Commons Drive, the road in front of Kroger. The lighting will cost$133,000,a portion will come out of the Engineering Budget, Mr.Crouch is asking for$73,000. Mayor Moore made a motion to approve an amount not to exceed$73,000 from the Galvstar TIF,for street lights along Jeffersonville Commons Drive,with Mr.Hawkins seconding the motion,passing unanimously on a vote of 5-0. Utica-Sellersburg Road Milling&Paving Mr. Crouch requested an amount not to exceed $30,000 for the milling and paving of Utica-Sellersburg Road from Highway 62 to the first set of railroad tracks. The cost estimate for the project is $15-20,000. The work would be completed on a Saturday and Sunday. Mr. Crouch has not received the bids at this time,but requests to award to the lowest bidder. Mayor Moore made a motion to approve an amount not to exceed $30,000, to be awarded to the lowest bidder for milling and paving of Utica-Sellersburg Road,to be paid out of Keystone TIF,with Mr.Hawkins seconding the motion,passing unanimously on a vote of 5-0. EXECUTIVE DIRECTOR REPORT No Comments/Questions BOARD COMMENTS Mayor Moore advised that the dedication for Veterans Memorial Park will be October 2nd at 10:30 AM. Jack Vissing advised that a committee, which originated in 1929 called the"Friends of Blanchel Terrace" were meeting on September 25th to discuss fundraising for improvements to the island located on Blanchel Terrace. The group has already coordinated with the City Engineer's Office for two street lights to be installed. Matt Owen No Comments Scott Hawkins No Comments Theresa Bottorff-Perkins advised that the Greater Clark County Schools Superintendent has planned a meeting to present the master plan Thursday at 7:00 pm at Jeffersonville High School. Also, the construction at the new downtown school is ahead of schedule. Monty Snelling advised that the Commission closed on the real estate on Hwy 62 last week.
