HomeMy WebLinkAboutSSB OCTOBER 3, 2019 CITY OF JEFFERSONVILLE SANITARY SEWER BOARD MINUTES OF OCTOBER 3, 2019 The Sanitary Sewer Board of the City of Jeffersonville, Indiana met in regular session on Thursday, October 3, 2019 at 3:00 P.M in the City Hall Mayor's Conference Room. Mayor Moore called the meeting to order at 3:00 P.M. Board Members present are Mike Moore, Bill Saegesser and Dale Orem. Also present are Utility Director Len Ashack, Utility Billing Office Manager Elisha Gibson, Controller Heather Metcalf, Board Attorney Mike Gillenwater, Utility Communications & Operations Coordinator Rick Lovan, Jorge Lanz representing Jacobi, Toombs, and Lanz, Lenin Kasthuri representing Lochmueller Group, and Secretary Barbara Hollis. Board Member Orem made the motion to approve the agenda as presented, second by Board Member Saegesser, passing on a vote of 3-0. The minutes of the September 19, 2019 meeting were presented for approval. Board Member Saegesser made the motion to approve the minutes as presented, second by Board Member Orem, passing on a vote of 3-0. CONTROLLER'S REPORT Controller Metcalf presented the claim list dated October 5, 2019 in the amount of $1 ,311 ,650.08. Director Ashack asked to have a claim in the amount of $100.00 added to the list. Board Member Saegesser , made the motion to approve the adjusted claim list in the amount of $1 ,311 ,750.08, second by Board Member Orem, passing on a vote of 3-0. Manager Gibson presented the Adjustment Certificate dated September 30, 2019 in the amount of $-46,925.50 Sewage, $-276.15 Drainage. Board Member Saegesser made the motion to approve the Certificate as presented, second by Board Member Orem, passing on a vote of 3-0. OLD BUSINESS Director Ashack reported the irrigation system at Victory Point will be installed by a sub contractor of Indiana American Water. Mayor Moore says thank you to Indiana American Water. The bottom line for the 2019 Bond Ordinance, as discussed at the last meeting, was brought up for discussion. It was again made clear that of the total $54 Million, only $15 Million of the total is new debt. Mayor Moore said he has been assured the current October 3, 2019 Page 2 rates will support this Bond. Following all discussion, Board Member Orem made the motion to forward the Ordinance to the City Council with a recommendation to pass, second by Board Member Saegesser, passing on a vote of 3-0. NEW BUSINESS Kevin Taft of Blankenbeker and Sons, appeared before the Board with a capacity request for a 22 lot residential development located on Shungate Road. Shungate Road is a County Road and does not go out to Charlestown Pike. Residents will use Salem Noble Road. Discussion of what part of this area is in the City and what is in the County followed. Kevin Taft said there are no sewers on Shungate Road so they will be run through Windy Pines. Director Ashack has no issues with this request. Board Member Saegesser made the motion to authorize the capacity request, second by Board Member Orem, passing on a vote of 3-0. Director Ashack will be requesting quotes for the North WWTP Phosphorus Removal Facilities as bids are not required. ENGINEERING REPORTS Jorge Lanz presented and reviewed Jeffersonville Sanitary Sewer Projects Status Report, October 3, 2019. He stated there are some interesting discussions going on regarding the Combined Sewer Overflow Interceptor Design. Lenin Kashturi presented and reviewed Lochmueller Group Engineering Report 10/02/2019. The SRF PER is not tied to the solar project. DEPARTMENT REPORT Director Ashack presented the September 2019 WWTP Flows report and the CSO Volumes through September 2019 report, noting they are considerably low due to the lack of rain. Director Ashack said a check in the amount of $168,000 made out to the Department of Redevelopment has been held in the safe per agreement. This is causing accounting difficulties. It will be deposited as reimbursement is expected. ATTORNEY COMMENT Board Attorney Gillenwater informed the Board he is waiting for drawings with regard to the Allison Lane Courtyards lift station.
