APPROVAL OF THE PAYROLL: Mr. Hedrick made the motion to approve the payroll, seconded by Mr. Waiz and motion passes 3-0. OLD BUSINESS: None NEW BUSINESS: Larry Wallace/Linda Mills-Hearing on 420 Locust in regards to demolition of property (property owner, Elaine N. Ronau) Mr. Wallace—we have been working with this location for a while, we recommend condemnation of the property. Ms. Elaine Ronau (property owner) in attendance. Brandy Ronau (650 North Main Street Scottsburg) this is my daughter who purchased the property about a year and a half ago. She pulled permits to start minor construction and found that this house was sold to her as a complete house and the house is crap. We are in the process of getting a bank loan adding me to the loan to build a new house. If the city puts a lien on the house because you bulldoze it the other bank still owns it and we cannot do anything. We are trying to get new plans together which includes the demo and rebuild a new house, which will need a variance due to the size of the lot. Mr. Merkley—is the issue with the bank the demolition or the lien? Ms. Brandy Ronau—there is not a lien on the house currently. Mr. Merkley—we would be demolishing the home, not condemning due to it not being safe. We would then put a lien on the property for the cost of the demolition. The lien on the home would hinder a loan on the property. One option is to demolish the house and delay putting the lien on the property so you have time to get your loan. Mayor Moore—you intend to tear the house down? Ms. Brandy Ronau—yes, but we have an attorney involved who needs time to investigate. Mayor Moore—we are liable if a structure is unsafe and we do not act upon it. Ms. Brandy Ronau—why did the City approve the prior owner's shotty workmanship. Ms. Elaine Ronau —these are 100% signed off by the City. Jeffersonville Board of Public Works- Page 1 of 2 August 21, 2019 Mr. Wallace—these are only permits; he did not finish the work. These are not inspected signoff. Mr. Merkley suggested we continue this hearing until September 25; the respondent has been notified and acknowledges the continued hearing date and is ordered to appear. At that time present an update of your financing and the Board will make a decision on demolition of the home and lien. Mr. Hedrick made the motion to continue the hearing on September 25, 2019; Mr. Waiz seconded the motion and motion passed 3-0. Scott McVoy-Request for approval of contract between Jeff Police Department and Security Pros, LLC Officer McVoy—indicated this is for warehouse intrusion alarm and funds are in the budget. Motion was made by Mr. Waiz to approve the contract, seconded by Mr. Hedrick and motion passes 3-0. Scott McVoy-Request for approval of contract between Jeff Police Department and Charles Thompson Private Investigations, LLC for employment background checks Mr. Waiz made the motion to approve the contract, seconded by Mr. Hedrick and motion passes 3-0. Vectren-Request for approval of road closure for Vectren on Coopers Lane at Highway 31 Mr. Eric Ferree with Vectren passed out a map indicating the intersection and road closed ahead sign placement. Requested closure on August 26 thru September 6. Mr. Hedrick made the motion to approve the road closure, second by Mr. Waiz and motion passes 3-0. Yvonne Dowd-Request for approval of contract between City of Jeff and The Mark Fetter Center for use of conference room and parking lot at the Fetter Center on September 24, 2019 from 7:00 am to 2:45 pm for Rule the Road-teen driving event Ms. Dowd—indicated this contract is between the City of Jeffersonville and Greater Clark County Schools. After some discussion Mr. Hedrick made the motion to table t,is 'ontract request; seconded by Mr. Waiz and motion passes 3-0.
