MINUTES
July 17, 2019

CALL TO ORDER: Mayor Moore called the meeting to order at 9:32 a.m.
APPROVAL OF THE MINUTES: Mr. Hedrick made the motion to approve the minutes from July 10, 2019,
seconded by Mr. Waiz and motion passed 3-0.
APPROVAL OF THE PAYROLL: Mr. Hedrick made the motion to approve the payroll, seconded by Mr. Waiz
and motion passes 3-0.
OLD BUSINESS: None
NEW BUSINESS:
Les Merkley-Request for approval of noise permit for Back the Blue 5K to be held on Saturday,
August 24, 2019 two (2) times at 9:00 am and 1:00 pm
Mr. Merkley—this is a permit for a fundraiser.
Mr. Hedrick made the motion to approve the noise permit, seconded by Mr. Waiz and motion
passes 3-0.
Les Merkley-Request for approval of purchase agreement for Animal Shelter truck
Mr. Merkley—funds were approved by Council for the purchase of a used truck.
Mr. Waiz made the motion to approve the purchase agreement, seconded by Mr. Hedrick and
motion passes 3-0.
Clark Miles-Request for approval of road closure on Bch Street at the railroad tracks on Thursday,
July 18, 2019 from 8:30 am to 2:30 pm for B & G to fix the railroad tracks
Mr. Miles indicated this is to repair railroad tracks at 8th Street and Access (near CASI). After some
discussion with departments Mr. Waiz made the motion to approve the road closure contingent upon the
City Engineer review/approve with vendor regarding detour/closure details, seconded by Mr. Hedrick and
motion passes 3-0.
Les Merkley-Request for approval of noise permit for National Night Out on Tuesday,
August 6, 2019
Mr. Merkley—this event takes place in various location in the City.
Mr. Hedrick made the motion to approve the permit, seconded by Mr. Waiz and motion
passes 3-0.

Joan Smith-Request for approval of replacement of speed limit signs that have been damaged by
speeders, request for street lights to be changed to LED lights and request for temporary flashing speed
signs
Ms. Smith along with Mr.Joe Baker and Dawn Elston with the Golf View Estate Neighborhood
asked for changes because of speeders (and possibly neighbors) cutting through their streets. After much
discussion with City Departments speed limit signs will be reviewed/placed and the radar sign placed in the
neighborhood to remind people driving through of the speed limit. Mayor also reminded them to call the
police with information because the City was not aware of the problems. September 10th at 6:30 was
scheduled for the Golf View Estate Neighborhood meeting with the Mayor.
Heather Metcalf-Request for approval of Change in Terms Agreement of Fire Lease between City
and First Savings Bank
Ms. Metcalf—Council approved additional funds for this increase.
Mr. Hedrick made the motion to approve Change, seconded by Mr. Waiz and motion
passes 3-0.
Amir Mousavi-Request for approval of contract between the City and Satellite Phone Store.com for
new satellite phone service
Mr. Mousavi—this is for cheaper service for three phones with new provider.
Mr. Hedrick made the motion to approve the contract, seconded by Mr. Waiz and motion
passes 3-0.
Scott McVoy—request for approval of contract between Jeff Police Department and Jeff Public
Warehouse (America Place) for storage rental
Officer McVoy indicated that funds are in the budget.
Mr. Waiz made the motion to approve the contract, second b M . Waiz and motion passes 3-0.
ADJOURNMENT: With no further business, motion was made tel ad-our at 9:46 a.m.
