MINUTES
May 29,2019

CALL TO ORDER: Mr. Moore called the meeting to order at 9:30 a.m.
APPROVAL OF THE MINUTES: Mr. Waiz made the motion to approve the minutes from
May 22, 2019, seconded by Mr. Crouch and motion passed 3-0.
APPROVAL OF THE PAYROLL: Mr. Crouch made the motion to approve the payroll,
seconded by Mr. Waiz and motion passes 3-0.
OLD BUSINESS: None
NEW BUSINESS:
Les Merkley-Bid opening for sale of 2008 Nissan Altima
Public notification of accepting bids for the Nissan was advertised in the local paper until
9 a.m. this morning. One bid was received for $2,300 from a Chase Johnson.
Mr. Waiz made the motion to accept the bid price, seconded by Mr. Crouch and motion
passes 3-0.
Larry Wallace- Hearing regarding 303 Jefferson Street-Terry Cornelison, Sr. on review of
compliance with Building Commissioner enforcement
Mr. Wallace indicate and had pictures of the property and advised the house is unsafe and
should be taken down. The property owner was sent a certified letter regarding matter.
Mr. Merkley asked if anyone was in attendance to represent the property owner. No one appeared.
Mr. Crouch made the motion to tear down the house. Mr. Merkley indicated that Building
Commission will have to wait 10 days before actual work can begin. Mr. Waiz seconded the
motion and motion passes 3-0. *
Les Merkley/Sarah Green-Request for approval of Resolution Approving The Transfer of
2010 Ford F-150 to the Clark County Animal Control
Mr. Merkley stated that Statute allows the approval of property transfers contingent upon
Clark County approval of the property.

Mr. Waiz made the motion to accept the transfer with contingency, seconded by Mr. Crouch
and motion passes 3-0.
Andy Crouch-Request for approval of Plank Road Sidewalk Utility Reimbursement
Agreement
Mr. Crouch reported that funds are in his budget for the $20,045.77 agreement.
Mr. Waiz made the motion to accept the agreement, seconded by Mr. Crouch and motion
passes 3-0.
Sara Simpson - Request for approval of time change for road closures for River Stage
events this summer
Ms. Simpson requested an adjustment to this summer Friday events requested last week to
allow for vendor set up to start at 10 a.m. on Riverside Drive from Spring to Pearl Streets. Review
and approved by JPD-Lynch.
Mr. Crouch made the motion to approve the road closure, seconded by Mr. Waiz and motion
passes 3-0.
* Larry Wallace- Hearing regarding 303 Jefferson Street-Terry Cornelison, Sr. on review
of compliance with Building Commissioner enforcement
Mr. Terry Cornelison, property owner appeared.
Mr. Merkley asked is anyone was here on behalf of the 303 Jefferson Street Property.
Mr. Cornelison indicated he was and that he is the property owner. Mr. Merkley asked Mr. Wallace
to review again with Mr. Cornelison the status of his property.
Mr. Cornelison stated he has hired someone to tear down the property, there was a delay to
review the house because it is 115 years old. Mr. Cornelison will confirm or get necessary permits.
ADDITIONAL NEW BUSINESS:
Robert Pisowicz with Core Construction-Request for approval of road closures on Meigs
Avenue in regards to construction of new downtown school
Mr. Pisowicz indicated because of recent weather they would like to change the date for the
road closure to June 7 on Meigs at Franklin Square from 7 am till 3:30 pm with steel plates covering
the cut overnight.
Mr. Waiz made the motion to approve the road closure, seconded by Mr. Crouch and motion
passes 3-0.
