APRIL 9, 2019
The Jeffersonville Police Merit Commission meeting was called to order on April 9, 2019 at 5:00
P.M. in the City Council Chambers, First Floor, 500 Quartermaster Court,Jeffersonville, Indiana.
President Jeremy Snelling called the meeting to order with the following in attendance: President
Jeremy Snelling, Vice-President Robert Campbell, Bonnie Deppert, Scott Aldridge, Buddy Parker,
Attorney Robert Bottorff and Patty Rush.
Invocation was given by Vice-President Campbell.
APPROVAL OF MINUTES:
President Snelling presented the minutes from March 12, 2019 meeting, asking if there were
any additions or corrections. Mr. Campbell made a motion to approve the minutes as presented and
seconded by Ms. Deppert. Voted 5-0
OLD BUSINESS: None
NEW BUSINESS:
Assistant-Chief McVoy addressed the Commission in regard to presenting a letter from Chief
Kavanaugh for the Eligible Candidates for hire from the Experienced Application List. They requested
the first 6 names from the list to fill vacancy in regard to staffing the department accordingly. The first 6
names on the list are as follows.
Gregory Odle
Nikoli Boyar
Cory Evans
Kevin Crawford
Phillip Wimpee
Chris Beal
Mr. Campbell made a motion to approve the above names from the Experienced Application List and
seconded by Mr. Aldridge. Voted 5-0
Assistant-Chief McVoy advised that he has presented a letter for the Commission to review from
Chief Kavanaugh in regard to respectfully submitting names from the Promotional List for Promotions.
They are listed as follows:
Lieutenant Chris Grim promoted to the rank of Captain effective May 1, 2019. Captain Grimm will serve
in the capacity of District Commander. Mr. Campbell made a motion to approve and seconded by Mr.
Aldridge. Voted 5-0
Sergeant Isaac Parker promoted to the rank of Lieutenant effective April 16, 2019. Lieutenant Parker
will continue to serve the Jeffersonville Police Department as second in command of the Detective
Division. Mr. Campbell made a motion to approve and seconded by Mr. Aldridge. Voted 5-0
Appointed Lieutenant, Sergeant Ron Todd promoted to the rank of permanent Lieutenant, effective
April 17, 2019. Lieutenant Todd will serve in the Shift Commander role for Squad 2. Mr. Campbell made
a motion to approve and seconded by Mr. Aldridge. Voted 5-0
Sergeant Greg Sumter promoted to the rank of Lieutenant effective May 1, 2019. Lieutenant Sumler will
serve in the Shift Commander role for Squad 3. Mr. Parker made a motion to approve and seconded by
Ms. Deppert. Voted 5-0
Corporal Rick Ashabranner promoted to the rank for Sergeant effective May 1, 2019. Sergeant
Ashabranner will serve in the role of Sergeant assigned to Squad 2. Mr. Campbell made a motion to
approve and seconded by Mr. Parker. Voted 5-0
Patrolman Aaron Olson promoted to the rank of Corporal effective April 16, 2019. Corporal Olson will
serve in the role of Corporal assigned to Squad 2. Mr. Campbell made a motion to approve and
seconded by Mr. Aldridge. Voted 5-0
Patrolman Drew Lydon promoted to the rank of Corporal effective May 1, 2019. Corporal Lydon will
serve in the role of Corporal assigned to Squad 3. Mr. Aldridge made a motion to approve and seconded
by Mr. Parker. Voted 5-0
Attorney Bottorff advised the Commission that he had sent a letter to Scott Wayne Schuchardt
in regard to his employment. It was determined by vote of the majority of the members for the
Commission, determined that his probationary employment would cease immediately and that he
would not receive a permanent appointment as a member of the City of Jeffersonville Police
Department. This is in regard to the vote from March 12, 2019 meeting of the Police Merit
Commission.
CLAIMS:
President Snelling presented Invoice#2019-04 from Patty Rush in the amount of$100.00 for the
meeting held on April 9, 2019. Mr. Parker made a motion to approve the claim in amount of$100.00
and seconded by Mr. Campbell. Voted 5-0
Assistant-Chief McVoy presented a claim from Indiana Media Group in the amount of$571.92
on Invoice#182830, regarding advertising for candidates for the Jeffersonville Police Department. Mr.
Aldridge made a motion to approve the claim in the amount of$571.92 and seconded by Mr. Parker.
Voted 5-0
ADJOURNMENT:
Mr. Campbell made a motion to adjourn the meeting at 6:00 P.M. and seconded by Mr.
Aldridge. Our next meeting will be held on May 14, 2019.

At this time I Chief Kenneth Kavanaugh respectfully submit the following names to be promoted in
accordance with state statute and the Jeffersonville Police Department Merit Commission Rules:
Lieutenant Chris Grimm promoted to the rank of Captain Effective May 1, 2019,Captain Grimm will
serve in the capacity of District Commander.
Sergeant I. Parker promoted to the rank of Lieutenant effective April 16, 2019. Lt. Parker will continue to
serve the Jeffersonville Police Department as second in command of the Detective Division.

RE: Personnel Matter Cpl. Ueding
Dear Merit Commission,
I have received notification from Corporal Christopher Ueding that he wishes to relinquish his merited
rank of Corporal and continue to serve the Jeffersonville Police Department and the City of Jeffersonville
in the role of Patrolman, assigned to the desk officer position.Attached to this correspondence is a copy
of the letter submitted and signed by Corporal Ueding. This change would become effective May 1,
2019.
