MINUTES
February 27,2019

CALL TO ORDER:
Mr. Moore called the meeting to order at 9:31 a.m.
APPROVAL OF THE MINUTES:
Mr. Waiz made the motion to approve the minutes from February 20, 2019, seconded by
Mr. Crouch and motion passed 3-0.
APPROVAL OF THE PAYROLL:
Mr. Waiz made the motion to approve the payroll, seconded by Mr. Crouch, and motion
passes 3-0.
OLD BUSINESS:
Les Merkley for Clark Nickels - Change of date for road closure due to all the recent snow
and rain. Road closure at 14006 Utica Pike was last scheduled for Wednesday, February 20, 2019
from 8:00 am to 4:00 pm for sewer connection for proposed subdivision. New date for road closure
will be Wednesday, February 27, 2019 and possibility of closing on Thursday, February 28, 2019
from 8:00 am to 4:00 pm, if the work is not completed on February 27`"
Mr. Crouch made the motion to approve the road closure seconded by Mr. Waiz and motion
passes 3-0.
NEW BUSINESS:
Scott McVoy-Request for approval for the Police Department to loan approximately 25
radios to Scott County for a period of six (6) months to one (1) year
Mr. Crouch made the motion to approve the request, seconded by Mr. Waiz and motion
passes 3-0.

Nathan Pruitt-Bid Opening for Spring Street Enhancement
Mr. Merkley opened the bids for the project (only one received):
Mac Construction—base $647,558.95 (included Bond Certificate)
Alternate #1 - $161,836.95
#2 - $266,833.10
#3 - $248,401.85
#4 - $19,756.00
Mr. Waiz made the motion to take the bid under advisement per Counsel, seconded by Mr.
Crouch and motion passes 3-0.
Matt Gullo with Kovert Hawkins Architects-Request for approval of Change Order#2 for
Chapel Lake Park
Mr. Gullo indicated the changes in#2 which will be paid out of the contingency totaling
$11,243.00. Mr. Crouch made the motion to approve the change order, seconded by Mr. Waiz and
motion passes 3-0.
Paul Northam—Request for approval of Uniform Conflict of Interest form for Tim McCoy
Mr. Crouch made the motion to approve the Uniform Conflict of Interest regarding
Mr. McCoy, seconded by Mr. Waiz and motion passes 3-0.
ADJOURNMENT:
With no further business, motion was made to adjourn at 9 1c 91
