HomeMy WebLinkAboutCC NOVEMBER 19, 2018 COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA November 19, 2018 The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, 500 Quartermaster Court,Jeffersonville, Indiana at 7:00 pm, on Monday, November 19, 2018. Council President Gill along with City Clerk Conlin called the meeting to order at 7:00 pm. Reverend Dr. Nancy Woodworth Hill gave the Invocation. Council President Gill asked those in attendance to stand and recite the Pledge of Allegiance. ROLL CALL:The roll call was conducted and those present were: Councilperson White, Councilperson Zastawny, Councilperson Maples, Council Vice President Hawkins, Council President Gill, Councilperson Owen, Councilperson Ellis, and Councilperson Samuel. Councilperson Jahn was absent from the proceedings. MINUTES TO BE APPROVED: November 5, 2018 Regular Proceedings—Councilperson Owen had one change, during the roll call vote for the Fire Merit he was marked down as a No when he voted Yes. Councilperson Owen made a motion to APPROVE the minutes with Councilperson Maples seconding, PASSING on a vote, 8-0. APPROVAL OF THE AGENDA: Council President Gill advised that#9 under Unfinished Business would need to be tabled. Councilperson Samuel made a motion to APPROVE the agenda with the noted changes, with Councilperson Owen seconding, PASSING on a vote, 8-0. CLAIMS TO BE APPROVED: City Controller Heather Metcalf presented the General Claims list in the amount of$1,016,055.07. Council President Gill asked if everything will be signed. Controller Metcalf said yes. Council President Gill asked if all claims were in order. Controller Metcalf said they are. Councilperson Zastawny made a motion to APPROVE the claims as presented with Councilperson Ellis seconding, PASSING on a vote, 8-0. City Controller Heather Metcalf presented the Parks Claims list in the amount of$106,064.48. Council President Gill asked if all claims were in order. Controller Metcalf said they are. Councilperson Zastawny made a motion to APPROVE the claims as presented with Councilperson Ellis seconding, PASSING on a vote, 8-0. REPORT OF THE CLERK: Nothing at this time. UNFINISHED BUSINESS: 1. Lisa Gill/Sarah Green 2018-OR-67 an Ordinance Amending 2016-OR-11 Which Amends 2006- OR-14 Ordinance Regulating the Treatment and Keeping of Domestic, Dangerous, and/or Vicious Animals Within the City Limits—TABLED during approval of agenda. 2. Lisa Gill/Les Merkley-2018-OR-70 Correction to Ordinance 2014-OR-6—City Attorney Les Merkley presented 2018-OR-70. There have been no changes. Councilperson Owen made a motion to APPROVE 2018-OR-70 on the third and final reading with Councilperson Maples seconding, PASSING on a vote, 8-0. 3. Lisa Gill/Heather Metcalf—2018-OR-71 An Ordinance Transferring Certain Items within the Same Budget—City Controller Heather Metcalf presented 2018-OR-71. There have been no changes since the last meeting. Councilperson Zastawny made a motion to APPROVE 2018-OR- 71 on the third and final reading with Councilperson Owen seconding, PASSING on a vote,8-0. 4. Lisa Gill/Heather Metcalf—PUBLIC HEARING 2018-OR-72 An Ordinance of Additional Appropriation -City Controller Heather Metcalf presented 2018-OR-72. There have been no changes since the last meeting. Council President Gill opened the Public Hearing at 7:06 PM and as no members of the community came forward to speak for or against the matter the public hearing was closed. Councilperson Owen made a motion to APPROVE 2018-OR-72 on the third and final reading with Councilperson Maples seconding, PASSING on a vote, 8-0. NEW BUSINESS: 1. Lisa Gill/Rev. Dr. Nancy Woodworth-Hill Clark County Cares- Rev. Hill gave an overview of the program and advised that the Council has given previous financial support which has assisted with gaining access to a Federal Grant allowing a program for a path from Emergency Room to Treatment. Their work has been recognized at both the State and local levels. She is returning asking for future support for an additional $5000 to be used in 2019. Council President Gill applauded the program and all of their efforts, recognizing the different professions involved in making it a success. Councilperson White said as a Public Defender he sees the need for this. Reverend Hill said that while the opioid epidemic may come and go, there will always be a new drug on the horizon. Councilperson Owen said this is a lot to be proud of. The Council discussed and Dr. Hill will get Clerk Conlin a claim for the amount prior to the next meeting. 2. Nathan Samuel/Andy Crouch Sidewalk Masterplan Update—City Engineer Andy Crouch gave an overview of the history of the Sidewalk Masterplan. This started at the end of 2010 and was to fix deteriorating and disconnected sidewalks. The City worked with Jacobi,Tombs, and Landz to come up with a Master Plan. Out of the plan a map was created along with a list of projects. He went over the completed projects as well as the projects that still need to be completed. There have been additional sidewalk projects completed in addition to this plan. He also discussed current sidewalks under design, current projects being constructed and showed some photos of before and after projects. Mr. Crouch discussed the money that is used to be in compliance with ADA repairs. Those are complaint driven and the money is used every year. 3. Lisa Gill/ Les Merkley—2018-OR-73 An Ordinance Establishing a Non-Reverting Fund Called "Chapel Lake Park Non-Reverting Fund"—City Attorney Les Merkley presented 2018-OR-73. This is to establish the non-reverting fund for Chapel Lake Park. These bids should start arriving next week. Councilperson Owen made a motion to APPROVE 2018-OR-73 on the first and second reading with Councilperson Hawkins seconding, PASSING on a vote,8-0. DEPARTMENT HEAD REPORTS: Paul Northam—There is an employee that he wants to reward,currently makes$13.25 the most he can give is 7% increase and he wants to give 15%. He would like to change him to$15 an hour.Council President Gill asked if this was discussed with HR Director Calabro and it has. Additionally it is in his budget. Job Title—General Laborer Councilperson White asked if this position was full time and it is. Councilperson Owen made a motion to APPROVE the request with Councilperson White seconding, PASSING on a vote,8-0. REPORT OF THE COUNCIL ATTORNEY Nothing at this time. PUBLIC COMMENTS: Nothing at this time. COUNCIL COMMENTS: Councilperson White—Happy Thanksgiving. Councilperson Zastawny—His son is in the Audience visiting from IU. Councilperson Maples—Nothing at this time. Councilperson Hawkins—Nothing at this time. Councilperson Owen—Nothing at this time. Councilperson Ellis—Happy Thanksgiving to everyone. Councilperson Samuel—Nothing at this time. Council President Gill—December 3rd we need to have a special meeting advertised for 5:30 with HR. And Happy Thanksgiving to everyone.
