HomeMy WebLinkAboutAPRIL 9, 2018 Historic Preservation Commission MINUTES The Jeffersonville Historic Preservation Commission met for a regular meeting on Monday,April 9,2018,in the Building Commission Conference Room of Jeffersonville City Hall. ROLL CALL Vice President Jill Schimpff called the meeting to order with roll call.Members present besides Schmipff included Johnna Anderson,Ed Siewert,Lisa Green and Ed Siewert.Advisor Laura Renwick was also present. Members absent included Maggie Moore and Jan Paddocks.Director Larry Wallace was also absent. AGENDA Schimpff asked members to review the agenda for the April 9,2018 meeting.After a brief review,Melanie Yates made a motion to accept the agenda as presented.The motion was seconded by Lisa Green.The agenda was unanimously approved. MINUTES Schimpff asked members to review the minutes from the March 12,2018 meeting.After a review member Melanie Yates made a motion to approve the minutes.The motion received a second from member Johnna Anderson and the min- utes from the March 12,2018 meeting were unanimously approved. CERTIFICATES OF APPROPRIATENESS •JUSTIN STURGEON,representing Bridgeview Crossfit at 130 W Riverside Drive,was on hand to request temporary signage for Bridgeview Crossfit. "We're trying to get a sign put up before Thunder because there's going to be a lot of foot traffic.We'd like it to be as big as possible,but we know there are limitations to that.We know it's going to be temporary but we'd like to keep it up as long as pos- sible,but we know there are limitations to that,too:' "We were hoping for a 5 x 10 but a 4 x 8 would be fine as well.We just want it to be big enough that people can see it when foot traffic goes by" After looking at photos of the building and proposed signage,member Lisa Green made a motion regarding the request. "I motion the 5 x 10 would be fine to put up on that building for a period of 90 days;'Green said. Member Ed Siewert seconded the motion and the Certificate of Appropriateness for temporary signage at 130 W Riverside Drive was unanimously approved. •LAURA GOREN,of Opensided MRI, 120 W Court Avenue,was present to ask the Commission for a temporary mo- bile unit to be added on site. "We are basically looking to expand services,"Goren said. "This comes at the request of physicians and paitents alike-by adding a mobile unit that would be added at the north end of the building-we will be able to test new technology that provides better image quality:' Goren said the mobile unit would be brought on site by a Semi truck and placed next to the building. "It wouldn't damage the building or do any permanent damage,"Goren said. "We want to be a good neighbor and we're open to whatever suggestions you might have .."(including painting the unit,adding awnings,`wrapping'the unit etc. Goren said the plan for the unit was to bring it in for 12 months to test the market and then make adjustments if they decided to bring something in on a permanent basis. "We're not renting(the mobile unit),we're buying it because we have other locations across the country we may be able to use it... So this is an investment for us,"Goren said,adding that they would be willing to make requested or necessary modifica- tions to the unit if they could get approval to place it there for 12 months. Commission member Jill Schimpff asked what material the unit would be made of. "It's metal,but we would make ours look like the rest of the building with a wrap and we could skirt the trailer with a visual"stone"foundation to match the rest of the building,if necessary." "This is the only community where we're in a historical district or an arts district,so we don't need to make those modifi- cations for any other community.We're happy to do it here if we can get that 12 month approval to try it out:' That's all we're asking for is a 12 month window to test the market-it's going to look like a modular addition,but it would just be temporary:' Realtor Lincoln Crum was present on behalf of the property owners,Chuck and Angie Moore. "The long term is if it works and it provides a benefit to our community like we think it does-it could create a longterm lease type situation and a longterm investment in the community;'Crum said."We want them to test it to see if it's going to work before they make that investment to take over the other square footage in this building.We'll do everything we can on behalf of the tenant and the historic board to make sure everyone is happy and satisfied." Goren echoed Crum's commitment. "We want to stay in business. ... You can't just pick up and move an MRI,it's a bit more complicated than that. So that's why we want to test this techonology and see if we can get a return on our investment." "So the goal here is to move it inside permanently if its successful?"Green asked. "Yes,"Goren said. Green made a motion in regards to the request for Certificate of Appropriateness for Opensided MRI at 120 W.Court Avenue. "I will motion that Opensided MRI at 120 W Court Avenue,be approved to put up a temporary building for their MRI but to make it look pretty on the outside—for a period of 12 months." The motion received a second from member Melanie Yates and the Certificate of Appropriateness for Opensided MRI was ap- proved unanimously. OTHER BUSINESS: •Advisor Laura Renwick gave the commission a brief update on the proposed single family residence construction at 301 Riverside Drive.
