OF JEFFERSONVILLE, INDIANA
June 4, 2018
The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, 500
Quartermaster Court, Jeffersonville, Indiana at 7:00 pm, on Monday,June 4, 2018.
Council President Gill along with City Clerk Conlin called the meeting to order at 7:00 pm. Councilperson
Ellis gave the Invocation and Council President Gill asked those in attendance to stand and recite the
Pledge of Allegiance.
ROLL CALL:The roll call was conducted and those present were: Councilperson Zastawny, Councilperson
Maples, Councilperson Hawkins, Council President Gill, Councilperson Owen, Councilperson Ellis, and
Councilperson Samuel. Councilperson White arrived at 7:05 PM and Councilperson Jahn was absent
from the proceedings.
MINUTES TO BE APPROVED:
May 21, 2018 Regular Proceedings—Councilperson Owen made a motion to APPROVE with
Councilperson Samuel seconding, PASSING on a vote, 6-0-1 with Councilperson Maples abstaining as he
was not at the proceedings on May 21, 2018.
APPROVAL OF THE AGENDA:
Council President Gill advised that number 11 under Unfinished Business would need to be tabled due
to not being advertised. Councilperson Maples made the motion to APPROVE the agenda as with the
changes with Councilperson Samuel seconding, PASSING on a vote, 7-0.
CLAIMS TO BE APPROVED:
Yvonne Dowd, Assistant City Controller presented the General Claims List. Council President Gill said
that on page 1 there is a claim that needs to be pulled. The claim is for$585 for meals and travel. The
new total is 2,242,054.72. Council President Gill asked if the training agenda was obtained for the
training that was still needed and Ms. Dowd said it was. Councilperson Samuel made a motion to
APPROVE the general claims with the noted changes with Councilperson Ellis seconding, PASSING on a
vote, 7-0.
Yvonne Dowd, Assistant City Controller presented the Parks Claims List.There are no changes. Council
President Gill asked if the Claims were in order and all of the contracts signed and Ms. Dowd said they
were. Councilperson Samuel made a motion to APPROVE the Parks Claims with Councilperson Zastawny
seconding, PASSING on a vote, 7-0.
REPORT OF THE CLERK:
Nothing at this time.
UNFINISHED BUSINESS:
1. Lisa Gill/Callie Jahn— 2018-OR- Ordinance regarding Non- Profit Donations (No
attachments)—Council Attorney Larry Wilder said he has a template for this, however he would
like Councilperson Jahn present so he can have her input as well. And for that matter, he would
really like to have a formal workshop to gather the input from all of the Council on how they
would like to see this matter address to move forward. The Council has a broad expertise for
not for profits and he would like to use that knowledge when developing this ordinance.
Councilperson Ellis agreed he would like to see a workshop on this matter. Councilperson White
asked if there needed to be a formal workshop or if it could be a committee of those Council
members who had input on the matter. It was decided it would be added to the Workshop
agenda for the June 18, 2018. Clerk Conlin asked that this matter be removed from the table
until it was time to revisit. Councilperson Owen made a motion to REMOVE this matter from
the table with Councilperson Ellis seconding, PASSING on vote, 8-0.
2. Lisa Gill/—2018-OR-29 An Ordinance Repealing Ordinances 2015-OR-23, 2013-OR-8, 2011-OR-6,
2010-OR-27, and 2009-OR-29 And Authorizing the City Officials to Use City Credit Cards for
Official Government Purchases and Establishing a Credit Card Usage Policy—There have been no
changes since the last reading. Councilperson Owen made a motion to APPROVE 2018-OR-29
on the second and third reading with Councilperson Zastawny seconding, PASSING on a vote,8-
0.
3. Lisa Gill/ Heather Metcalf-2018-OR-30 An Ordinance of Additional Appropriation (Public
Hearing 6/21/18)—TABLED during Approval of Agenda.
NEW BUSINESS:
1. Lisa Gill/ Les Merkley—PUBLIC HEARING 2018-OR-32 An Ordinance Changing the Zoning Map
Designation of a Certain Tract of Property Located at 3719 Charlestown Pike and Fully Described
in Attached Exhibit A from R1, R2 and M1 to PD—City Attorney Les Merkley presented 2018-OR-
32. The petitioner is JT Development. Mr.John Kraft was present on their behalf to answer any
questions. Mr. Kraft advised that the Council had the incorrect Staff Report in their Council
Packets. The petitioners did meet with the neighbors ahead of time and addressed concerns
they brought to their attention. Councilperson Maples said he had sat down with Mr.
Blankenbaker a couple of months ago and one of the concerns was regarding traffic and it had
been addressed however he would like to see that area to be on the list to be widened after the
Holman's Lane project is completed. Council President Gill opened the Public Hearing at 7:21
PM and as no members of the community came forward to speak for or against the matter the
Public Hearing was closed. Councilperson Owen made a motion to APPROVE 2018-OR-32 with
Councilperson Maples seconding, PASSING on a vote, 8-0.
2. Lisa Gill/ Les Merkley—PUBLIC HEARING 2018-OR-33 An Ordinance Changing the Zoning Map
Designation of a Certain Tract of Property Located at 3440 Charlestown Pike and Fully Described
in Attached Exhibit A from R1 to Ml-City Attorney Les Merkley presented 2018-OR-33. This
comes with a favorable recommendation. Councilperson White advised this was zoned as M1
while in the county, and then changed when it was annexed. Council President Gill opened the
Public Hearing at 7:23 PM Public Hearing and as no members of the community came forward to
speak for or against the matter the Public Hearing was closed at 7:24 PM. Councilperson Owen
made a motion to APPROVE 2018-OR-33 with Councilperson Samuel seconding, PASSING on
vote, 8-0.
3. Lisa Gill/ Les Merkley—PUBLIC HEARING 2018-OR-34 An Ordinance Changing the Zoning Map
Designation of a Certain Tract of Property Located at 5314 Highway 62 and Fully Described in
Attached Exhibit A from R1 to C2- City Attorney Les Merkley presented 2018-OR-32. The
petitioner here is the City. For whatever reason, when this was filed the front part of the
property was filed as R1 while the back half was filed as C2. Rezoning this will get the whole
property to C2. Council President Gill opened the Public Hearing at 7:28 PM and as no members
of the community came forward to speak for or against the matter the Public Hearing was
closed. Councilperson Samuel made a motion to APPROVE 2018-OR-34 with Councilperson
Zastawny seconding, PASSING on a vote, 8-0.

COUNCIL COMMENTS:
Councilperson White—Nothing at this time.
Councilperson Zastawny—Just a little insight for the non-profits, each Council handles those differently.
So we can do an Ordinance, but after the next election it will be up to the new Council if they wish to
continue with what this Council decides. It's based on Council's will at the time. He doesn't see a need
for it and probably will not support what comes out of it for that reason.
Councilperson Maples—He will not be here next meeting, however there will be a car show June 30,
2018 to benefit the Clark County Youth Shelter from 11 AM—4 PM. It will be at 1730 Williamsburg Dr.
in Jeffersonville.
Councilperson Hawkins—He would like to remind everyone that on June 7th there will be a community
meeting at Utica Elementary for the New Chapel Park discussion at 6:30 PM.
Councilperson Owen—He is excited to see the project on Charlestown Pike, they have a great
reputation. Also has there been any discussion for the lack of contribution from River Ridge for the Fire
Department and how that will be addressed.
Councilperson Ellis— He would like to see something concrete for the non-profits. He had proposed
years ago that each Council be given a sum of money to distribute to causes in their districts.
Councilperson Samuel—Nothing at this time.
Council President Gill—They need to have an Executive Session in July. July 16th at 5 pm. It will be with
Wastewater and Drainage as well. Also she has been contacted about the decals on the City vehicles.
Some of them are magnetic and are being removed. Some of them are so dark they cannot be seen on
the vehicle. May need to revisit the ordinance and revise it so that it is clear what the expectations are.
Also some of the window tinting is very dark, so dark that she's not even sure that it's legal, but
regardless she's not sure the taxpayers should be paying for that.

Councilperson Ellis made the motion to ADJOURN and the meeting adjourned at 7:42 P.M.
