HomeMy WebLinkAboutAPRIL 2, 2018 COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA April 2, 2018 The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, 500 Quartermaster Court,Jeffersonville, Indiana at 7:00 pm, on Monday, April 2, 2018. Council President Gill along with City Clerk Conlin called the meeting to order at 7:00 pm. Mr. Bobby Campbell gave the Invocation and Council President Gill asked those in attendance to stand and recite the Pledge of Allegiance. ROLL CALL:The roll call was conducted and those present were: Councilperson White, Councilperson Maples, Councilperson Hawkins, Council President Gill, Councilperson Owen, and Councilperson Ellis and Councilperson Samuel. Councilperson Zastawny and Councilperson Jahn were absent from the proceedings. MINUTES TO BE APPROVED: March 19, 2018 Regular Proceedings—Councilperson Owen made a motion to APPROVE with Councilperson Samuel seconding, PASSING on a vote, 7-0. APPROVAL OF THE AGENDA: Councilperson Owen made a motion to APPROVE the agenda with tabling number 13 with Councilperson Maples seconding, PASSING on a vote, 7-0. CLAIMS TO BE APPROVED: Heather Metcalf, City Controller presented the General Claims List. Council President Gill asked why the ATT bill is so high and if it has anything to do with the new phone system. Controller Metcalf said she will get an answer and report back concerning that. Council President Gill asked if all of the Claims were in order and Controller Metcalf stated they are. The total is$360,213.77. Councilperson Maples made a motion to APPROVE the general claims with Councilperson Samuel seconding, PASSING on a vote, 7-0. Heather Metcalf, City Controller presented the Parks Claims List. There are no changes. Council President Gill asked if all of the Claims are in order and Controller Metcalf stated they are. Councilperson Samuel made a motion to APPROVE the Parks Claims with Councilperson Owen seconding, PASSING on a vote, 7-0. REPORT OF THE CLERK: Nothing at this time. UNFINISHED BUSINESS: 1. Lisa Gill/ Heather Metcalf—2018-OR-20 An Ordinance Transferring Certain Funds within the Same Department(Passed on 1st and 2nd reading)—Controller Metcalf presented 2018-OR-20. There have been no changes since the first reading. Councilperson Owen made a motion to APPROVE 2018-OR-20 on the third and final reading with Councilperson Maples seconding, PASSING on a vote, 7-0. NEW BUSINESS: 1. Lisa Gill/Allen Applegate—PUBLIC HEARING 2018-OR-21 Petition to Vacate a Portion of Bridgeport Drive, a Public Way, and a Certain Utility Easement Adjacent thereto in the City of Jeffersonville—Abigail Riley, 428 Meigs Ave. Ms. Riley advised the Council and Public of the property that will be vacated. Council President Gill opened the Public Hearing at 7:06 PM and as no members of the community came forward to speak for or against the matter the Public Hearing was closed. Council President Gill said she had rode past the property and did not see any issues. Councilperson Maples made a motion to APPROVE 2018-OR-21 with Councilperson Samuel seconding, PASSING on a vote, 7-0. 2. Lisa Gill/Andy Crouch—2018-R-3 A Resolution of the City of Jeffersonville City Council Diverting Preapproved Bond Funds for the Arts and Cultural District in Jeffersonville—City Engineer Andy Crouch presented 2018-R-3 which amends 2017-R-5. These projects have been zeroed in as far as costs and they are bringing it before the Council for approval. Councilperson Samuel asked regarding the illuminated path and said the price seemed high. That includes the wiring and lighting as well. Councilperson Samuel made a motion to APPROVE 2018-R-3 with Councilperson Maples seconding, PASSING on a vote, 7-0. REPORT OF THE COUNCIL ATTORNEY Nothing at this time. DEPARTMENT HEAD REPORTS: None at this time. PUBLIC COMMENTS: Nothing at this time. COUNCIL COMMENTS: Councilperson White—Nothing at this time. Councilperson Maples—Nothing at this time. Councilperson Hawkins—Nothing at this time. Councilperson Owen—Nothing at this time. Councilperson Ellis—Nothing at this time. Councilperson Samuel—Nothing at this time. Council President Gill—Council President Gill asked if there was an update from the Salary Ordinance Group. Councilperson Owen said they had met twice and have a third meeting scheduled. Councilperson Owen asked if there was any progress made on the Non-Profits process that will be established. Council President Gill said Councilperson Jahn is in charge of that and she will ask her to send out an update as she is not at the meeting this evening.
