FOR THE CITY OF JEFFERSONVILLE, INDIANA
AN ORDINANCE OF ADDITIONAL APPROPRIATION
WHEREAS, it has been determined that it is now necessary to appropriate more money than
was appropriated in the annual budget.
NOW, THEREFORE:
BE IT ORDAINED BY the Common Council of the City of Jeffersonville, Clark County, Indiana,
that for the expenses of said City the following sums of money are hereby appropriated and ordered
set apart out of the fund herein named and for the purposes herein specified, subject to a law governing
the same:

OF PROPOSED ADDITIONAL APPROPRIATION
Notice is hereby given the taxpayers of Jeffersonville, Clark County, Indiana that the proper legal
officers of said municipal corporations in Council Chambers, first floor of City Hall, Jeffersonville,
Indiana at 7:00 pm. on the 20th day of February, 2018, will hold a public hearing to consider the

SUBJECT:SPRING STREET MASTER PLAN PROJECTS EVALUATION
The Building & Development Association of Southern Indiana's (BDASI) mission includes encouraging smart
growth that reflects the aspirations of residents—the very people comprehensive and future growth plans are
intended to serve. Where do people want to live? What type of community do they want for themselves and their
children?
As the City enjoys unprecedented improvements in select areas because of private investment and business growth,
it is important the City reinvest into itself. In addition,the City must hold itself to maintaining the standards that are
demanded of those new businesses and investors within the growth areas. The growth areas of example would be
Veteran's Parkway,the areas around River Ridge,as well as the Highway 62 area between Allison Lane and I-265.
The Spring Street Master Plan Projects meets 100% of the relative criteria of the BDASI Smart Growth and Land
Use Policy.Those criteria are:
• Anticipating and planning for economic development and growth in a timely, orderly and predictable
manner so future growth demands can be met;
• Establishing a long-term comprehensive plan in each local jurisdiction that makes available an ample
supply of land for residential, commercial, recreational and industrial uses and sets aside meaningful open
space. These plans should also protect environmentally sensitive areas and maintain a balance between the
environment and growth.
• Removing barriers and avoid creating new barriers that impede land-use planning techniques;
• Ensuring that policies enhance rather than limit consumer choice and that these policies provide solutions
that meet the needs of consumers and the concerns of neighborhoods.
• Planning and constructing new schools, roads, water and sewer treatment facilities and other public
infrastructure in a timely manner to anticipate and keep pace with the demand for jobs and housing, and
finding fair and broad-based ways to underwrite the costs of infrastructure investment that benefit the entire
community.
The BDASI would like to commend the City of Jeffersonville Planning Department's ongoing and proactive efforts
to address issues within the City that were highlighted within the Comprehensive Plan. The Spring Street Master
Plan's projects are a positive step forward to remedying long overlooked infrastructure needs in this part of the City.
The BDASI strongly encourages the support of the Jeffersonville City Council to approve funding for the projects
detailed within the Spring Street Master Plan.
