Monday,August 28th, 2017
The Jeffersonville Parks Authority Met in a Session in the Mayor's Conference Room, City Hall,
Jeffersonville, IN on August 28th, 2017. Members Present: Bill Burns, Larry Jordan,Josh Kornberg, Matt
Owen,Tracy Ames and Mark Munzer. Also Present: Parks Director Paul Northam and attorney Les
Merkley.
Approval of Agenda
Director Northam added discussion on a new vehicle.
Member Owen made a MOTION to approve the amended agenda for the July 24th Parks Authority
meeting. The motion was seconded by Member Kornberg, the motion PASSED on a vote of 6-0.
Approval of Minute
Member Jordan made a MOTION to approve the minutes from the August 28th, 2017 Parks Authority
meeting. The motion was seconded by Member Munzer, the motion PASSED on a vote of 6-0.
OLD BUSINESS-
Merkley-Alcohol Sales-There have been multiple conversations about how alcohol should be handled
in the parks and it has been decided that alcohol will not be allowed in the parks unless the parks
authority has given prior written authorization.
Director Northam stated that for example we have alcohol at concerts and the Roover soccer games
have been allowed to have alcohol in the past. Member Owen asked why this is an issue,when it hasn't
been before. President Burns stated that the current rules say that no alcohol will be allowed but we
have been allowing people to have alcohol at certain events so this updates the rules.
Member Kornberg made a MOTION to approve the Alcohol Sales. The Motion was seconded by
Member Munzer,the motion PASSED on a vote of 6-0.
Northam-CCSA Contract-We have had to go out and help the CCSA with the grass and landscaping at
WAC due to the mower that we gave them breaking down and them not having enough people to
complete the entire property, my question is the current agreement doesn't have a set schedule of
when they need to have the grass done and when they need to have the concession people there. Do
we want to set a schedule and have consequences if they don't hold up their end of the agreement?
Rikki Romans stated that their coverage of the concessions is hit and miss sometimes they have several
people and they are covered and sometimes they only have a couple and they leave before the games
end. It is getting better than it was six months ago but still needs work. Director Northam stated that
he would like direction on where to go with penalties if they aren't holding up their end of the bargain
also if there needs to be an end date on the agreement as there is not currently an end date for the
agreement. Member Kornberg asked Les Merkley if we would be able to end this current agreement
and enter into a new agreement on January 1st that will have a clear list of obligations and a timeline of
each side to follow. Les Merkley stated that it would depend on how open the CCSA is and that a
meeting would need to be set up to discuss it.
Northam-Parks Logo and Branding- We brought in Jenny DiBeneditto,She is a graphic designer and
she has met with the Parks Department and come up with a couple of logo for the Parks Authority to
decide on. The designs where passed around and will be discussed in a future meeting after the designs
are looked over more thoroughly.
Northam-Parks Non-Profit Rate- Director Northam asked that this be tabled to the next meeting.
Member Kornberg made a MOTION to approve the tabling of the Parks Non- Profit rate,the motion was
seconded by Member Ames. Motion PASSED on a vote of 6-0.
NEW BUSINESS
Peggy Duffy-City Pride Preservation Park Project-The project proposed by Peggy Duffy and City Pride is
to redo Preservation Park,to add color and whimsical fun. City Pride has been talking for a long time
about connectivity in Jeffersonville and in the middle of this blossoming area is Preservation Park and
here would have the opportunity to have perfect spot for a picnic or to play croquet so City Pride has
come up with The Bunny Croquet Picnic idea. It was be on a large scale so imagine a croquet mallet as a
55 gallon drum and a large handle and balls the size of the big red balls outside of Target. The picnic
blanket would be made of red and white flowers and to bring more color there will also be a bee and
butterfly bed and bird houses.
Director Northam asked if they had planned for irrigation, Peggy Duffy responded that irrigation had
been planned and was in their budget. Director Northam also asked about what further electric would
be needed. Peggy stated that they would need some added electricity but nothing major and that they
were seeking donations to cover the cost of the entire project as well as City Pride would be covering
the cost to have someone come in once a week and do the landscaping since it will require time to go
around each feature. Donnie Poole asked if any of the trees would need to be cut for this project and
Peggy responded that they didn't need to cut any trees in the park for this project,they have tested the
park at all times of the day and there needs to be no changes to the coverage.
Member Kornberg made a MOTION to approve the City Pride Preservation Park Project. The motion
was seconded by Member Owen,the motion PASSED on a vote of 6-0.
Burns-Nachand Fieldhouse Update-We are at$1, which is$447,717.00 from our goal and we have a
new contribution today but have been asked to not announce it yet. We have more classes taking up the
challenge from Sandy Knott and her class that raised $1,800.00 for their brick. Tracy Ames asked if there
was a way to get it out there for every class. Member Jordan stated that each class pretty much had
their own Facebook page and his class was currently raising money for their brick.
Matt Gullo- Kovert Hawkins-To standardize the signage in Parks there is a proposal for three signs a
monument sign, a Rules and Regulation sign and an Informational sign. There needs to be a meeting or
workshop to go over the signs and decide which images, colors and font want to be used. After that you
will take the finished signage package and take it to a sign maker for completion.
Member Munzer made a MOTION to approve the contract with Kovert Hawkins for the Parks Signage
for the 2018 Budget. The motion was seconded by Member Kornsberg, the motion PASSED on a vote of
6-0.
Simpson-Steamboat Nights Contract-There are three contracts that needs approved. Director
Northam stated that they have not made a decision on whether or not to cancel the event because of
the weather that is heading our way. Member Kornberg asked how much we would be out if we
cancelled. Sara Simpson stated that we would save thousands if we cancelled early rather than wait
until the day of or day before which would cost us everything budgeted. Director Northam stated that
they would make a decision by Wednesday.
Member Kornberg made a MOTION to approve the three Steamboat Nights contracts as presented for
Louisville Crashers,Jake, Elwood and the Boys and Juice Box Heroes. The motion was seconded by
Member Jordan,the motion PASSED on a vote of 6-0.
Member Owen made a MOTION to approve the contract for Sounds Unlimited for$26,190.00. The
motion was seconded by Member Kornberg, the motion PASSED on a vote of 6-0.

DIRECTOR'S REPORT-
Manager Reports-
Mike Reynolds for Tim McCoy Greenspace-The Green team is currently working on Riverside Drive by
Buckhead's and theyjust completed the landscape on the hill at Riverstage. There is a list of projects
four pages long that the team is slowing getting through while also keeping up with the mowing
schedule. Also the robot mower has arrived and would like to invite the members of the board to come
and see it at work.
Rikki Romans-Sports and Athletics-Constantly busy out at WAC and we are having people call every
day about rentals so everything is looking great. Softball starts this week at Vissing Park and Vissing Park
is constantly being rented out as well. Pickle ball has really taken off and we have actually just ordered
another set because we are consistently having 15 to 20 people showing up to play which may not
sound like a lot but it really is.
Sara Simpson-Riverstage-We have wrapped up the summer concert series and movies for the summer
and all in all it was a good season. A couple concerts had to be cancelled due to weather but other than
that we are extremely optimistic about the weather this weekend as we have put together a fantastic
weekend for Steamboat nights this year.
Dawn Spyker- Public Art Admin-Just to go over again what Sara said we are very optimistic about this
weekend because it is going to be an amazing event and everyone is very excited about it. Everything is
ready to go so if for any reason we can't do it this year it was all be ready to go for when we can do it.
The water tank has been prepped and is ready for the artist to come in on Wednesday to start painting
it. The triangle lot that surrounds the Fire Museum is getting ready to start and it will look awful for a
couple of month but then it will come together and look amazing.
Director's Report-
Paul Northam-Director Report-We have hired a new aquatic manager, she has a degree in recreation
management and has eight years of experience in running a large pool. The last bingo in the park is
being moved indoor due to the rain but it's always a big event. Farm to Table is planned even if there is
rain because they can take the event inside. We decided not to do the ice rink this year due to the lot
being sold but we are looking toward not year and trying to find a new location so if we will keeping
looking and come back when we have a list for the board. Member Owen said that a suggestion was
made to him about having the ice rink in Franklin Square so he just wanted to throw that out there.

2) Parks Authority Member Comments-
Bills Burns-Wanted to remind everyone that the zoning meeting for Ellingsworth Commons is Tuesday
the 29th at 6:00pm in case anyone wants to come and show their support. Member Owen stated that he
has heard nothing but good comments about Ellingsworth Commons.
