Home My WebLink About2017-OR-39 STATE OF INDIANA BEFORE THE JEFFERSONVILLE COMMON COUNCIL ORDINANCE 2017-OR- — AN ORDINANCE AMENDING THE CITY OF JEFFERSONVILLE 2035 COMPREHENSIVE PLAN TO INCORPORATE THE SPRING STREET MASTER PLAN AS A COMPONENT OF THE PLAN Whereas,Jeffersonville Department of Planning and Zoning filed a petition before the Jeffersonville Plan Commission to amend the City of Jeffersonville 2035 Comprehensive Plan as recommended in the staff report (a copy of which is attached as Exhibit "A"; and, Whereas, on June 27, 2017 the Jeffersonville Plan Commission has certified its favorable recommendation of the enactment of this proposed amendment to the 2035 Comprehensive Plan by ordinance of this Common Council; and, Whereas,this matter is now before the Common Council at its regular meeting after certification of the proposed changes to the 2035 Comprehensive Plan pursuant to the provisions of I.C. 36-7-4-608(f)(1); and, Whereas,this Common Council has timely posted notice of its intent to consider the proposed change of comprehensive plan at the regular meeting scheduled for July 10, 2017; and, Whereas, all interested persons having been given an opportunity to appear before this Common Council and be heard regarding this matter as required by law. Now, THEREFORE, BE IT ORDAINED by the Common Council of the City of Jeffersonville, Indiana, that the City of Jeffersonville 2035 Comprehensive Plan is hereby amended to incorporate the Spring Street Master Plan as a component of the plan as recommended in the staff report (a copy of which is attached as Exhibit "A". IT IS FURTHER ORDAINED that the City of Jeffersonville 2035 Comprehensive Plan shall be amended to include such changes. This ordinance shall be in full force and effect upon its adoption. The update of the Comprehensive Plan would incorporate the Spring Street Master Plan as a component of the plan. The master plan covers a 1.5 mile section of Spring Street from Riverside Drive to Eastern Boulevard. There are four distinct sub-areas, or segments. These include: 1. Downtown (Riverside Dr. to 7", St.) 2. Arts and Cultural (7th St. to 10'h St.) 3. Hospital (10'h St. to 14th St.) 4. Claysburg (10' St. to Eastern Blvd.) Vision and Objectives The overarching vision for this project is to create a more unified design for the 1.5 mile portion of Spring Street, stretching from the Ohio River to Eastern Boulevard that creates a greater sense of place and encourages redevelopment throughout the corridor. The project recognizes the unique attributes and existing vitality of the Historic Downtown and seeks to minimize the impact on those businesses. The recommendations set forth in this plan are focused on smaller-scale maintenance improvements in the downtown area with more extensive improvements in other parts of the corridor. The Plan A summary of improvements in each section follows: Downtown • Make significant improvements to Court Ave intersection • Modify all tree wells and plan for tree replacement • Replace/upgrade all street lighting • Replace concrete paver strip with brick • Create "Off Spring' tour bus route and bus parking area off Maple St. • Make several outdoor seating areas permanent Page 1 of 3 ZO-17-05 Spring St. Master Plan Arts and Cultural • Sidewalk improvements throughout the segment • Improve all intersections-7th, 8'h, and 9t' Streets • Create "transit plaza" across from M. Fine—with bus, bike, and pedestrian amenities • Extend brick curb strip and historic street lights to 10th St. • Stripe bike lanes from 8th St. to 10th St., and connect to future bicycle improvements on 8th and Michigan • Create spaces for public art Hospital • Improve sidewalks on west side of street with lighting and brick curb strip • Improve all intersections for pedestrian comfort and safety • Upgrade bus stops with shelters, seating and trash receptacles • Restripe road for bicycle lanes and left-turns • Plant shade trees for pedestrian comfort Claysburg • Improve all sidewalks • Install historic lighting and paved curb strips • Improve intersections for pedestrian comfort and safety • Redesign and reconstruct Eastern Blvd. • Eliminate parking from west side and stripe bicycle lanes • Upgrade all bus stops Attachments 1.
