John McCarthy presided over the meeting in place of Nathan Samuel in Nathan's absence. John introduced Vicky Kent Haire. Vicky
said she was glad to bring her design expertise to this exciting new idea in Jeffersonville. Other Comarission members quickly
introduced themselves.
I.Approval of the Minutes March 13,2017 Meeting
Motion Made by Susan Harrison to approve meeting minutes,2nd by Denise Fretille,all in attendance Here in fawr of the
motion. Alotionpassed.
II.New Business
Sculptural Drinking Fountain Art Submission Adjudication with Rotarians
Dawn Spykerwelcomed the Rotarians who were there to help judge submissions for the sculptural drinking fountain. There are 4
Artist/Artist teams who have submitted designs. The requirements for the project are as follows: the designs should be compatible
with the park environment,the artists are responsible for design and installation of the piece,the rotarian symbol inclusion is
encouraged,pieces should reflect the Rotarians clean water access theme and gold and blue color palette preferred which reflects the
Rotarian logo. How does this piece tie into the rotarian mission? Is the fountain design accessible to all people of all abilities? Does
the substructure work well with the art? Does this art piece appeal to the conwunity? To judge you should consider accessibility and
safety as well as location. We are only choosing 1 design. Redevelopment will take out some boxwoods in location to accomanodate
the art piece installation. The base includes a tubular bottle filling station. The Rotary Club is a 115 year old organization and is the
largest charitable organization in the world. The Rotarians are non religious and their motto is `Service Above Self'. The Rotary Club
serves the needs of the community in com nunity and in the world. The Rotary Club has sixfocus causes one of which is water.
Public Art Application(Julie Schweitzer I Ivy Tech)Little Free Library at Maxwell's House of Music
Introduction of the Little Free public library project was presented by Julie Schweitzer and Kate and Noah,Students from Ivy Tech
presented their public art application for the little free library.
Julie Schweitzer is the Director of the Arts Council of Souther Indiana. Schmidt Furniture&the Community Foundation of Southem
Indiana has partnered with the Arts Council to sponsored this project. Julie worked with Ivy Tech to connect with art club and crate
from proposal to design. The project is an upcycle project which used newspaper boxes as abase for the piece. The News and
Tribune has donate an old paper box,Gray and Wells has sandblasted the box,and Schmidt Furniture stored the box Books were
donated to a repository which has been created in conjunction with the project and anyone with a little free public library can get books
for their library from the repository. Katie,the secretary of the Ivy Tech art club(Noah,VP)appreciates the exposure the project has
created and states that the whole art club has worked hard fitting the project into their schedule. The art club donated$500 to have Ivy
Tech art club logo on piece and the Schmidt Furniture logo will be on piece as well. Noah has met with Mark,the owner of Maxwell's
House of Music. Mark thought that a guitar shaped boxwhich housed CD's(as opposed to books)were great ideas. Markis offering
to do lighting as well as stage an art opening event which will include student performers from Maxwell's House of Music. DS asks:
How will the piece be secured to ground? Katie says that the LFPL will be PVC over the top of the boxwith L bracket epoxied to the
piece and the L bracket bolted to ground. Katie says Ivy Tech will monitor the condition of the piece and maintain it. DS asks:So it is
covered in Sheets of PVC? Katie says that is it. JM asks:Help me understand how you gain access to the CD's? Katie replies that the
existing door front of the boxwill be cut out in guitar facade. Access to the CD's will be gained by newspaper boxhandle. Another
Commissioner asks: Have you thought about what happens when kid wants to climb on and straddle the guitar neck? Julie Schweitzer
says that structural baffles will be bolted to PVC to keep it rigid. PN asks: Have you thought about graffiti? Katie says there will be a
clear coat that should be able to be cleaned with magic eraser. Julie S adds that they have never had anyone deface their projects and
this is the 6th project to be installed. PN asks: Where will the logo go? Katie replies that they will go on the black plexiglass detailing
which will look like the pick guard of a guitar that way it will look like s tickers on a guitar. DS asks: Is the proposal is fully funded?
Julie S says it is. DS then asks: Your application is just for approval of location? Julie S says again that it is just to approve the
location. SH asks if the heated folded records comers will protrude from the piece? Katie says no,it heats and melts well.

Refurbishing the Steamboat
Paul Northam says the Steamboat piece was donated,in a fashion,to the city(the owner will maintain ownership). Michael Whinier
has quoted$1000.00,with 25%discount(after discount$750),to refurbish the Steamboat. The remaining funds will come from 3
sources to refurbish the Steamboat: JPAC,Parks and Owner will each pay$250. Michael will use same colors,and add some missing
elements to the piece. DS asks:How big is the Steamboat? PN says it is 8 foot long,2 foot wide,2 foot tall. PN says he needs approval
for the$250 contribution fromJPAC before the restoration can begin. JM asks:Is the cost of the contribution within the JPAC budget?
DS says it is. DH asks: Where will the piece live(be stored)? PN says that is currently under discussion. There has been many
suggestions on where the Steamboat will live and those are currently being evaluated. PN asks that commissioners feel free to suggest
more as no long term option has been decided on as of yet. VKH suggests the reception desk(to the right by security)at the County
Courthouse,VKH says someone should contact Jack Koffman or Connie Sellers to seek approval for that placement.. JM asks:Is it the
City's responsibility to store the Steamboat and if we have long term storage area? PN says the Parks department has an area it can be
stored. Another Commissioner asks about the current owner retaining ownership. PN says:The Steamboat is a long termloan and that
the owner just doesn't want it thrown away. DS says: Will Les Merkley(city attorney)help draft an agreement about ownership?? PN
says he will talk to Les tomorrow about an agreement.

Discussion of upcoming Public Gathering on Arts&Cultural District(ACD)
DS has pitched to redevelopment asking them to advance the funding(the actual funding money from tourism will be this summer)to
begin work on the ACD. Redevelopment has agreed to advance funding. DS says we need to get the OK from IN American Water of
the water tower design. Will Sieg's art is a representation of eyeballs underwater around sides with a choice of two different tops. DS
wants to make sure our group is aware of design and in support. DS will get an fomral agreement that IN American Water is good with
design before beginning. Estimates forpriming and prepping of the tank will be in this week. DS hopes to get artist started in the next
month and it will likely take 2 months to complete. DS shares that Will,the artist,only has use of one arm but he is very fast. Willalso
works with Wave 3 so we will have access to news media for the project. As we work on the ACD we will extract colors from the water
tower and everything in the district will carry the color theme. PN asks: Is the tank in use now? DS says it is fora few more years. IN
American Water has said that the tank is structurally sound but will pass it's useful life for holding water soon. PN asks:Does the
fence stay up around the tower? DS says it must while the tank is still in use. PN asks about lighting and DS says it is planned on but
that it is at an additional cost for later time.
DS would like to hold community gatherings about the newACD. We need to find out what direction do we go? Through research DS
has found that programing keeps the district going. Redevelopment is a great resource to make the ACD look good,but not for
continued programing so we(as a Commission)have to step in and fill that role. The rough draft of the conmunity gatherings is as
follows: there will be 3 gatherings-The first gathering would be at the end of May with a generic overview of the ACD idea to present
to the community. The meeting can be hosted at the Gray and Wells space. It would consist of a 20 minute presentation and then the
community would input ideas at stations around the room for about names for the district and ideas of what they want to see happen in
the ACD. The second gathering would be in August and that gathering would flush out specific on programing and partnerships for
the ACD. Also the 2nd meeting would discuss how do we cultivate audiences? Last there would be a programming and amenity desire
survey from community at the stations. The third gathering is about progress,reflection and projection to future. It would be held in
October. JM asks:Who do we invite to come? DS replies the first meeting is open to public,the second would be more focused on
different constituents and businesses to partner.
In order for the commission to become experts DS is given out material fromAmerican's for the Arts. The American's for the Arts
website has lots of information on how to make a successful ACD and there are manuals of compiled scholarly information about how
to do such. DS has identified which parts of the manuals are relevant to each commissioner based on the strengths of that member. DS
hopes commissioners take their packet and sift through it to glees small snippets of info for first meeting in May. These snippets
should only be one to two minutes of presentation material. DS asks:Do we have enough time to do meetings outside of this monthly
meeting to accomplish meeting at end of May? Can each commissioner provide info for one slide to DS for the fust meeting? JM asks
if DS can send us a format for a slide and then we create a slide in a uniformway and send themback to DS. DS says yes and that she
will send out who has which segments via email and commissioners can email back and forth on progress or meet at Silica if they would
like. Division of reading assignments were assigned.

III.Follow Up
Have we added additional wires to secure bottoms of Art Panels on Berm? PN says they have been installed.
Do we have a start date for mulching and planting around the Red Running Man Sculpture? PN says it is finished and the
invoice has come through.
Update on Sculpture Trail and reflection on Nachand Fieldhouse dedication. DS says the Sculptural Trail artists have all
contacts signed and all are in process of creating the art. DS will be checking in with artists in a month or so for an update.
DS also says the Nachand Fieldhouse Mural was dedicated and though it was cold and windy it went well. The artist was in
attendance and spoke about the piece.
Reminder of live call to artists-Utility BoxMini Murals-10 boxes for proposals. Please push out info to your circle and
encourage individual or teams to submit their designs. Some utility boxes which were previously painted are in storage
(because had to be replaced with new box for various mechanical or other reasons)but those boxes will probably go back out
in other spots. The submissions are due May 5th for the Utility BoxMini.Murals.
V Looking Ahead
Shakespeare in Big Four Park—Julius Caesar(May 191 at 7PM)-DS got poster done and will share with ProMedia to
advertise on allplatforrns. Last year the food truck was loud and the event was past dinner time. Sarah Simpson suggested that this
year we have a gourmet popcorn vendor instead of food truck All in attendance agree that gourmet popcorn is a better idea for this
year.
Abbey Road on the River(May 25th-29th)Art Activity 25th&26th
Utility Box Prep&Paint(May 10th,17th&23rd)-The preparation of the boxes is open to anyone who wants to help.
Possible first public art gathering at Gray&Wells space for Arts and Cultural District(Tuesday May 30th at 6PM)-After
some discussion the commission decided it is better to have the meeting on a Thursday rather than the Tuesday after Memorial Day.
Thursday June 1st was agreed upon for that first public gathering.
