BEFORE THE BOARD OF PUBLIC WORKS AND SAFETY
CITY OF JEFFERSONVILLE, INDIANA
A RESOLUTION ADOPTING AMENDMENT TO THE EMPLOYEE POLICY AND PROCEDURE MANUAL
ESTABLISHING POLICY ON ACCEPTANCE OF GIFTS AND GRATUITIES
WHEREAS,the City of Jeffersonville ("City") recognizes the importance of eliminating conflicts of
interest in the conduct of City business; and
WHEREAS, conflicts of interest are contrary to federal and state regulations and can be
detrimental to the City's reputation and the public's confidence in their City government; and
WHEREAS,the City Employee Policy and Procedure Manual has been adopted to include various
rules and regulations regarding ethics and to protect and preserve the reputation of and the public
confidence in City elected officials, employees and agents; and
WHEREAS, the City also recognizes the value of collaboration that occurs at special functions,
such as conferences, dinners, and other social outings in which City officials and/or employees may be
guests of one (1) or more vendors that do business with the City; and
WHEREAS, the City, through its Board of Public Works and Safety, desires to fulfill both the
letter and spirit of federal and state regulations addressing conflicts of interest, and desires to establish
the dollar threshold of Two Hundred Dollars ($200.00), below which any financial interest or value of
any gratuity is not considered unreasonable.
NOW, THEREFORE, BE RESOLVED by the Board of Public Works and Safety for the City of
Jeffersonville, Indian that:
The Policy and Procedure Manual for City of Jeffersonville employees is hereby amended,
effective immediately, to include a new section under Ethics on page 9 entitled, "E. Gifts and Gratuities"
so that it reads as set forth in attached Exhibit "A". All officials and employees shall comply with said
policy as amended.

E. Gifts and Gratuities
While the City recognizes that conflicts of interest in serving as a public official are against state and
federal regulations,the City also recognizes the value of collaboration that occurs at special events and
functions such as conferences, dinners, and other social outings, in which City officials and employees
may be guests of vendors that do business with the City.
Therefore, in an effort to avoid a conflict of interest or the appearance of such a conflict, no city official
or employee shall accept a gratuity of any amount greater than $200.00 per single event from a vendor
conducting business with the City. A gratuity of any amount$200.00 or less for a single event per
employee is considered not substantial. Gratuities include invitations to events where business is often
conducted and items customarily conveyed therein, including but not limited to dinners, conferences,
and other social outings at which City officials and/or employees may be the guests of vendors that do
business with the City.
This policy on gifts and gratuities establishes a rule in addition to those imposed by the State and
Federal Governments regarding financial incentives for public servants and elected officials. Any conflict
with state or federal laws or regulations of this policy shall be interpreted in favor of the state or federal
regulation setting precedent.
