Mayor Orem presented the minutes of the meeting of September 1989 for consideration by the Council. Councilman Perkins made the motion to approve the minutes as presented, seconded by Council President Harrod and carried unanimously. Clerk and Treasurer Spencer presented the register of claims as well as several additional claims which were explained and discussed. Councilman Perkins made the motion to approve the claims as presented as well as the additional claims, seconded by Council President Harrod, and carried unanimously. Mayor Orem Vacating An Easement introduced Ordinance No. 89-OR-60, An Ordinance In The Elk Pointe Subdivision In Jeffersonvzll , Indiana. Building Commissioner Scales explained the request sta%~ng there are no objections by any of the entities involved. CounCi;~:' ' ~ President Harrod made the motion to suspend the rules on Ordinance No~ ' 89-OR-60, seconded by Councilman Grooms and carried unanimously. Council President Harrod made the motion to pass Ordinance No. 89-OR-60 on all three readings, seconded by Councilman Grooms. Ordinance No. 89-OR-60 passed unanimously. Mayor Orem introduced Ordinance No. 89-OR-61, An Ordinance Vacating Portions Of Indiana Avenue And Ohio Avenue In The City Of Jeffersonville, Indiana. Mr. Carroll Gowens spoke on behalf of the Department of Redevelopment stating these areas have never been used as streets. Councilman Perkins asked Attorney Filer to research to see if action other than vacation can be taken and still accomplish what is necessary. Mayor Orem introduced Resolution No. 89-R-33, A Confirming Resolution Declaring An Area To Be An Economic Revitalization Area (Old Claysburg comments. Mayor Orem introduced Resolution No. 89-R-34, A Resolution Approving Statement Of Benefits For Purposes Of Real Property Tax Abatement, (Wyandot, Inc.). Mr. August Reiter explained the new building and equipment involved in this abatement stating this will mean 40 to 50 new jobs. Councilman Perkins made the motion to approve Resolution No. 89-R-34, seconded by Council President Harrod and carried unanimously. Councilman Williams arrived at this time (8:05 P.M.) apologizing for being late. Councilman Caldwelt introduced Ordinance No. 89-OR-63, An Ordinance Transferring Certain Funds Within Same Department, (Building Commissioner, Planning and Zoning, Common Council, and Clerk and Treasurer). Councilman Perkins made the motion to suspend the rules for Ordinance No. 89-OR-63, seconded by Councilman Carter and carried unanimously. Councilman Perkins made the motion to pass Ordinance No. 89-OR-63 on all three readings, seconded by Councilman Waiz, passing with the following roll call vote: Ayes: Councilmen Grooms, Williams, Hatred, Carter, Caldwelt, Waiz, and Perkins. Nays: None. Mayor Orem introduced Resolution No. 89-R-38, A Resolution In Support Of The Establishment Of A Main Street Program In Jeffersonvitle, Indiana, explaining the program and goals. Councilman Perkins made the motion to pass Resolution No. 89-R-38, seconded by Councilman Waiz and carried unanimously. Mayor Orem said the Board of Public Works will be considering an additional stop sign for this area. Councilman Williams asks the City Council to consider the cost of a comprehensive plan for the City. Councilman Perkins would like to know if some of the agencies the City belongs to (River Hills, etc.) could do a comprehensive plan. Councilman Williams will follow up on this. Mayor Orem informed Councilman Perkins the sewer problem in the alley at Tubby's Restaurant has been solved. Councilman Perkins stated he would like to bring two Ordinances to the Council and would appreciate, and needs, ideas and input. One Ordinance would be a comprehensive Ordinance regarding the maintenance and care of animals. The other would be an all-purpose nuisance Ordinance. Councilman Perkins receives two to three calls a week regarding neighborhood disputes and the Police are working but they don't have the proper tools and they need to be given these tools in the form of an Ordinance. Councilman Perkins expressed deep concern regarding the amount of debt the Department of Redevelopment has. He would like to look into this further. The Council Chambers bench is ready, the platform is being built, and they should be ready for the first meeting in November. The new City Court and offices are progressing. Councilman Waiz would like to see some control as to where satelite television dishes may be placed. Building Commissioner Scales informed him this is well covered in the new zoning Ordinance. Mayor Orem asked Building Commissioner Scales for a general rundown of subdivision devetopements which he did. Mayor Orem has been informed the City will be asked for Public Defender money which he recommends a no answer. Councilman Perkins made the motion to respectfully decline financial support for a Public Defender, seconded by Council President Harrod and carried unanimously. Mayor Orem informed them the City has engineers getting prices on the Hamburg Pike area, and a total review of the intersection has been done and there may be changes made. He stated we are working extremely hard in this area.
