HomeMy WebLinkAbout09-16-1989COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA SEPTEMBER 16, 1989 The Common Council of the in regular session in the Building in Jeffersonville, at 9:30 o'clock A.M. The meeting was called Richard Spencer Jr. at the desk. Mayor Orem asked all allegiance to the flag. Carter, City of Jeffersonville, Indiana met Mayor's Conference Room, in the City-County Indiana, on the 16th day of September, 1989, to order by Mayor Dale Orem and C. those present to stand and pledge The roll was called and those present were: Councilmen Harrod, Perkins, Waiz, and Williams~ Mayor Orem presented the minutes of the meeting of September 5, 1989 for consideration by the Council. Councilman Perkins made the motion to approve the minutes as presented, and carried unanimously. seconded by Councilman Waiz, as well that were explained and discussed. to approve the claims as presented asking that the claim to Dr. Gough Common Barrod, Clerk and Treasurer Spencer presented the register of claims as several additional claims, including a claim to Dr. Gough, Council Services Contractual, seconded by Council and carried unanimously. Mayor Orem introduced Resolution No. 89-R-32, A Councilman Perkins made the motion as well as the additional claims in the amount of $150 be paid from President Resolution Designating The Clark Maritime Center As An Economic Revitalization Area Within The City Of Jeffersonville, Indiana. Following discussion, Councilman Perkins made the motion to pass Resolution No. 89-R-32, seconded by Council President Narrod and carried unanimously. Mayor Orem introduced Ordinance No. 89-OR-56, An Ordinance Rezoning Certain Property From R-2, Residential, to B-l, Local Business, asking if there were any citizens wishing to speak in favor of, or oppossed, to this rezoning. Mr. Milt Clayton, representing Wesley United Methodist Church owner of the property, explained the reasons for asking for the rezoning, indicating there will be deed restrictions when the property is sold. Councilman Williams said he had checked with some of the residents in the area and ~ound no oppossition following PAGE 2 SEPTEMBER 16, 1989 explanation of the deed restrictions. Councilman Waiz wants it understood there are consequences to future use of B-1 zoning that the Council cannot help with following rezoning. Following further discussion, Councilman Williams made the motion to suspend the rules on Ordinance No. 89-OR-56, seconded by Council President Harrod and carried unanimously. Councilman Williams then made the motion to pass Ordinance No. 89-OR-56 on all three readings, seconded by Council President Harrod, passing unanimously. Mayor Orem introduced Ordinance No. 89-OR-57, An Ordinance Rezoning Certain Property From R-2, Residential, To I-2, Industrial. Mr. Allen Morris, Attorney, representing Wyandot presented and explained an information package. There have been some concerns regarding the truck traffic to Wyandot and a rodent problem. Mr. August Reiter, Wyandot Manager explained the plans to solve these problems. Councilman Perkins made the motion to suspend the rules on Ordinance No. 89-OR-57, seconded by Council President Harrod and carried unanimously. Councilman Perkins made the motion to pass Ordinance No. 89-OR-57 on all three readings, seconded by Councilman Waiz and carried unanimously. Mayor Orem introduced Ordinance No. 89-OR-58, An Ordinance Vacating A Portion Of Peacely Street In The City Of Jeffersonville~ Indiana explaining this is neccessary for Wyandot to expand. CoUncil President Harrod made the motion to suspend the rules on Ordinance No. seconded by Councilman Carter and carried unanimously. President Harrod then made the motion to pass Ordinance No. Councilman Carter passing 89-0R-58, Council 89-0R-58 on readings 1, 2, and 3, seconded by with a unanimous vote. Counilman Perkins introduced Mr. representing Oakshire Classics and asked the Council grant exception Oakshire Classics to house no more Dan Moore, Attorney Grant and Paula Oakes. Mr. Moore to Ordinance No. 89-0R-46 to allow than 2 horses within the City limits during their business season. The property in questions is unusalbe Park Department property and Councilman Perkins talked with the owners of the adjoining property who have no objections. Councilman Perkins made the motion to grant exception to Ordinance No. 89-0R-48, and to issue any permits that are Council President Harrod. Council President Harrod believes Oakshire Classics is helping to make Jeffersonville more attractive and called for the vote. The motion carried unanimously. Mayor Orem presented Ordinance No. 89-OR-59, An Ordinance Transferring Certain Funds Within Same Department (Fire Department). Chief Collins answered questions regarding these transfers. Councilman Williams made the motion to suspend the rules on Ordinance No. 89-OR-59, seconded by Council President Harrod and carried unanimously. Councilman Williams made the motion to pass Ordinance NO. 89-OR-59 on all three readings, seconded by Council President Harrod, passing with the following roll call vote: Ayes: Councilmen Perkins, Nays: None. Councilman Waiz asked committment. Council President Harrod raised the question of a contract for the remodeling of the Council Chambers. A group will get together and get bids. This group will tour this area following the meeting. Councilman Williams asked when the new fire house will be started. Mayor Orem indicated this should be within a couple of weeks. There followed discussion regarding what had been cut from the project to save money and Councilman Carter feels the savings don't justify the cuts and suggests to go with the original plans as,well as the prevailing wage. The Council was in general agreement with this. Council President Harrod has visited the Vehicle Maintenance garage and suggests the Council commit to finance ceiling fans and insulation for the building. A group will get together to look into this. The Street Department should be able to move after Christmas. The Animal Shelter Committee has met and will hold another meeting next Thursday, September 21, 1989 at 7 o'clock P.M. in the Mayor's Conference Room. Council President Harrod welcomes all to attend. PAGE 4 SEPTEMBER 16, 1989 Mayor Orem informed the Council of the interest of a company that is considering locating in Jeffersonville and the specific sewer problems that will have to be addressed. He outlined several options for the upgrading of the Waste Water Treatment Plant. Councilman Perkins expressed his concerns for the environment. It was agreed all need to sit down together before any agreements are reached. There being no further business to come before the Council Councilman Perkins made the motion to adjourn at 10:55 o'clock A.M., seconded by Councilman Williams and carried unanimously.
