OF JEFFERSONVILLE, INDIANA
February 6, 2017
The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, 500
Quartermaster Court,Jeffersonville, Indiana at 7:00 pm, on Tuesday, February 6, 2017.
Council President Gill along with City Clerk Conlin called the meeting to order at 7:00 pm. Council Vice
President Samuel gave the Invocation and Council President Gill asked those in attendance to recite the
Pledge of Allegiance.
ROLL CALL:The roll call was conducted and those present were: Councilperson White, Councilperson
Jahn, Councilperson Maples, President Gill, Council Vice President Samuel, and Councilperson
Rodriquez, Councilperson Zastawny, Councilperson Owen and Councilperson Hawkins.
MINUTES TO BE APPROVED:
Minutes from the Council Regular Proceedings January 17, 2017, Councilperson Jahn made a motion to
APPROVE the minutes, seconded by Council Vice-President Samuel, passing on a vote of 8-0-1 with
Councilperson Owen abstention
APPROVAL OF THE AGENDA:
Council President Gill made the request to add to the agenda: 2017-R-2 A Resolution Authorizing the
Investment of Public Funds. Councilperson Owen made a motion to APPROVE the addition of 2017-R-2
to the agenda, seconded by Councilperson Jahn PASSING on a vote 9-0.
CLAIMS TO BE APPROVED:
Heather Metcalf, Controller presented the General Claims List of$921,457.75. Councilperson Owen
made the motion to APPROVE, seconded by Councilperson Jahn passing on a vote of 9-0.
Heather Metcalf, Controller, presented the Parks Claims List of$ 306,606.00 Councilperson Owen
making the statement that the claims list was disseminated by the Parks Authority President Bill Burns
to the members of the Authority. Councilperson Owen made the motion to APPROVE, seconded by
Councilperson Jahn passing on a vote of 9-0.

UNFINISHED BUSINESS:
1. Larry Wilder—2017-OR-2 An Ordinance Implementing Procedures for Approving Capital
Expenditures Purchases for Remaining Calendar Year of 2017 Until Further Approval by the Council.
Councilperson Owen made the motion to APPROVE 3rd and final reading, seconded by Councilperson
Maples passing on a vote of 9-0.

2. Lisa Gill—Heather Metcalf 2017-OR-3 An Ordinance of Additional Appropriation.
Council President Gill opened up the Public Hearing on the Ordinance at 7:06 P.M. closing the Public
Hearing at 7:08 P.M. Councilperson Owen made the motion to APPROVE on the 3 d and final reading,
seconded by Councilperson Zastawny passing on a vote of 3-0.
NEW BUSINESS:
1. Lisa Gill—Wendy Dant-Chesser and Matt Hall with One Southern Indiana Economic Development
Program. Ms. Dant-Chesser introduced Matt Hall who reported the past 12 months taken place in
Economic Development. Since July 2006 there have been 148 projects announced with 79 of these
projects in Jeffersonville, 11,465 new jobs commitments and 8519 in Jeffersonville. New Annual
Payroll 413,152,876 with Jeffersonville capturing$34,669,722.00 Capital Investment new taxable
capital $1,061,776,846.00 with Jeffersonville capital investment $842, 851,291.00. Mr. Hall spoke in
regards to the Return of Investment—New Taxable Capital, New Annual Payroll Generated for the
City along with the Current Activity inside and outside of Clark and Floyd Counties. Ms. Dant-Chesser
reviewed the 2017 Advocacy Agenda—Career Ready Workforce and Education Initiatives,
Infrastructure and Transportation, Business Friendly Tax and Fiscal initiatives, Regional Initiatives, and
Civic Engagement. Ms. Dant-Chesser conveyed that House Bill 1286 Regional Development
Authorities, Sponsored by Representative Stemler and Co-Authored by Representatives Clere,
Davisson and Engleman passed out of the House today and sent to Senate.
2. Lisa Gill—Heather Metcalf—2017-OR-4 Ordinance Transferring Certain Funds within the Same
Department. Councilperson Owen made the motion to APPROVE on the 15L and 2'd reading,
seconded by Councilperson Jahn passing on a vote of 9-0.
3. Lisa Gill - Heather Metcalf-2017-OR-5 Ordinance of Additional Appropriation. Councilperson
Samuel made the motion to APPROVE on 15L and 2,d, seconded by Councilperson Owen passing on a
vote of 9-0.
4. Lisa Gill -2017-R-2 A Resolution of the Common Council of the City of Jeffersonville Authorizing the
Investment of Public Funds Pursuant to IC 5-13-9-5 Attorney Wilder presented authorization to
invest public funds for 2 years period of funds. Councilperson Owen made the motion to APPROVE,
seconded by Councilperson Jahn passing on a vote of 9-0.

Council President Gill conveyed the Public Arts Commissions Appointments needed appointed
requesting names for nominations.

Councilperson Rodriquez made the motion to APPROVE Paul Northam, seconded by Councilperson
Owen passing on a vote of 9-0.
Councilperson Rodriquez made the motion to APPROVE John McCarthy, seconded by Council Vice-
President Samuel passing on a vote 9-0.
Councilperson White made the motion to APPROVE Councilperson White and Council Vice-President
Samuel to be voted on at the same time, seconded by Council Vice-President Samuel. Councilperson
Zastawny requested a roll call vote. VOTE 4 YEAS-5 NAYS Motion FAILED.

Councilperson Rodriquez made the motion to APPROVE Council Vice-President Samuel, seconded by
Councilperson Zastawny, passing on a vote of 9-0.
Council Vice-President Samuel made the motion to APPROVE Deb Henderson, seconded by
Councilperson Rodriquez, passing on a vote of 9-0.
Council President Gill stated the Appointments for the Public Arts Commission are:
Paul Northam,John McCarthy, Melissa Goforth, Nathan Samuel and Deb Henderson.

Councilperson White stated he and Council Vice-President Samuel had a conversation prior to the
meeting regarding working together for the benefit of Jeffersonville.
Councilperson Zastawny conveyed a proposal changes in the zoning ordinance will be presented at the
February 21, 2017 meeting, and encourages all councilmembers to review and educate themselves on
proposed changes.
Councilperson Jahn conveyed her thoughts on councilperson expressing interest on appointments to
City Boards/Commissions.
Councilperson Maples expressed his frustrations of hearing comments of more citizen participation on
board and this was not mimic in votes when council introduced language for the Parks Authority to be a
citizen's board.

Council Vice-President Samuel apologized to the audience and council members in regards to the
conversation that had taken place about the Commission appointments, has not changed his opinion
concerning his thoughts expressed during the discussion and looking to positive things for 2017 Public
Arts
Councilperson Rodriquez asked the question if there was a contract negotiation meeting tomorrow
night. He was called to the soccer field today and asked Councilperson Zastawny, Council Attorney
Wilder and Parks Authority President Bill Burns if they could meet for a few minutes after the meeting to
discuss his findings.
Council President Gill stated she stopped the discussion we are adults here and 9 members and cannot
stand any disrespect to any council member. The next meeting will be Tuesday February 21, 2017.

Councilperson Owen made the motion to ADJOURN, seconded by Councilperson Samuel. Meeting
adjourned at 8:05 P.M.
