COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
October 30, 1990
The Common Council of the City of Jeffersonville, Indi-
ana met in Special Session in the Mayor's Conference Room in
the City-County Building in Jeffersonville, Indiana, on the
30th day of October, 1990 at 7:30 o'clock P.M.
The meeting was called to order by Council President
Waiz.
The minutes of the meeting were taken by Harold W.
Lakeman.
The roll was called and those present were: Council-
persons Clapp, Carter, Grooms, Harrod, Perkins, Williams, and
Waiz.
Absent: None.
Council President Waiz opened with remarks regarding
the court room.
Councilperson Carter proposed an alternate plan to
help solve the problems with the court room. Carter had
talked to Dr. James Becker, Assistant Superintendent of Jef-
fersonville High School about a trade off of property at
Parkview Middle School to the school system so a track and
field could be there. In return the school would trade the
building at Meigs and Court Streets for moving City offices to
the old high school. Carter-also reported the old school was
in excellent condition. If the deal could be met;the Police,
Sewage office, City Judge, and City Council Chambers could be
moved right away. The Council could meet upstairs and if a
large group attended the meeting~could be held in the gymna-
sium. The only problem would be a need of an elevator for
seniors and handicapped citizens.
Councilperson Perkins thought this was a great proposal
and thanked Mr. Carter for a job well done, and was in com-
plete agreement. Councilperson Perkins also commented that the
Police Department has no expanding room, no closets, and need
an EXIT immediately ~r back of the Police Department.
Councilperson Waiz stated if we could move~the utility
bills would be small compared to the court house. We would
need to hire a crew to keep up the maintenance. Waiz felt
the proposal is excellent as far as dollars and cents. He
requested that~wo be appraised.~.F~LO~- ~ ~
Councilperson Harrod agreed on the surfac~ouncilper-
son Carter's plan looked good and he did an excellent job.

A motion was made to me~t with the County Commissioner~
and if this could be worked out,We would go back to the Decem-
ber 1988 contract. Councilpers0n Carter then made the motion
seconded by Councilperson Waiz,~passing on a vote of 7-0.
Councilperson Harrod al~o expressed an opinion about
City Attorney Greg Fifer, that he should not be making comments
about the City Council members in anger jeopardizing anything~~'~
for the City. Councilpers. on Ha~ro~sai~ only his legal opinion
should be expresse~ has been out of line. ;% ~~'

Councilperson Perkins s~id that Fifer's role was only
~ legal adviser. The Board 0f Works, Mayor, and Council get
~a~f~to speak out about policy making. I have worked with Greg
many times and.~always had full cooperation. It isn't Fifer's
place to interject on any council business unless it is in his
legal scope.
Councilperson Waiz commended Councilperson Perkins for
his handling of the Council meeting with the Northaven People.
There being no further business to come before the Council,
Councilperson Perkins made the motion to adjourn at 9:30 P.M.,
seconded by Councilperson Carter and carried unanimously.
