APPROVAL OF THE MINUTES: Mr. Miles made the motion to APPROVE the minutes from the July 13, 2016 meeting, seconded by Mr. Dixon passing on a vote of 3-0. APPROVAL OF THE PAYROLL: Mr. Miles made the motion to APPROVE the payroll, seconded by Mr. Dixon passing on a vote of 3-0. OLD BUSINESS: None NEW BUSINESS: 1. Chi Trinh-Appearance of Zoning Ordinance Violation, Article 7 Section 7.8 Home Occupation Standards at 625 Chippewa Drive. Mr. Merkley stated the April 26, 2016 BZA meeting a request for special exception and was denied the request for rezoning and there have been reports Ms.Trinh is operating a hair and nail salon in her home. Mr. Merkley asked Mr. Pruitt if the Code Enforcement had been to the residence since the BZA meeting, Mr. Pruitt deferred report to Linda Mills, Code Enforcement Officer for the City. Ms. Mills reported approximately two (2) weeks ago both she and the Electrical Inspector was at the home and at that time in the front room of the residence was a salon chair station, 5 to 6 waiting chairs. Ms.Trinh stated that she was told she couldn't use the room addition she requested for the hair/nail salon so the room addition was made for an additional bedroom and the salon was set up in the front room of the residence. Burt Goldberg, 2 Red Bud Road, did the room addition and the salon chair and station has been removed from the front room. Terry Grove, next-door neighbor, stated he has been off work for six months and Ms.Trinh is not operating a salon out of the home. Ms.Trinh presented pictures first dated 07/08/2016 of the salon chair and station are present and the pictures dated 07/15/2016 where the salon chair and station had been removed only the mirror was still attached to the wall. Mr. Merkley requested the Code Enforcement to go back to the residence and verify the changes have been made. Mr. Merkley asked the following questions to Ms.Trinh. 1) Understand you were operating a business. Ms. Trinh replied Yes 2) Understand this was a violation. Ms. Trinh replied Yes 3) Understand the City filed suit. Ms. Trinh replied Yes 4) Understand the Code Enforcement is coming back out. Ms.Trinh replied Yes Mr. Merkley stated to reset for next Wednesday meeting and Code Enforcement to report back. 2. Len Ashack—Request for approval of northbound lane closure on Mulberry Street between Maple and Court Ave. starting Thursday July 21, 2016 for approximate two (2) weeks. Mr. Ashack requested the closure stated the sewer liner is 15 years old and failing and must be replaced. Mr. Miles made the motion to APPROVE the request, seconded by Mr. Dixon passing on a vote of 3-0. APPROV : Mike Mo re, Mayor ATTEST: Vicki Conlin, Clerk
