HomeMy WebLinkAboutDECEMBER 5, 2016 COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA DECEMBER 5, 2016 The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, 500 Quartermaster Court,Jeffersonville, Indiana at 7:00 pm, on Monday, December 5, 2016. Council President Owen along with City Clerk Conlin called the meeting to order at 7:00 pm. Mr. Campbell gave the Invocation and Council President Owen asked those in attendance to recite the Pledge of Allegiance. ROLL CALL:The roll call was conducted and those present were: Councilperson White, Councilperson Jahn, Councilperson Maples, Councilperson Gill, Council President Owen, Councilperson Hawkins, Councilperson Samuel, and Councilperson Rodriquez. Councilperson Zastawny was absent from the proceedings. MINUTES TO BE APPROVED: Minutes from the Council Workshop on November 21, 2016—Councilperson Gill made a motion to APPROVE the minutes, with Councilperson Jahn seconding, PASSING on a vote, 8-0. . Minutes from the Council Regular Proceedings November 21, 2016—Councilperson Gill made a motion to APPROVE the minutes with Councilperson Jahn seconding, PASSING on a vote, 8-0. APPROVAL OF THE AGENDA: Councilperson Gill made a motion to APPROVE the agenda with Councilperson Jahn seconding, PASSING on a vote, 8-0. CLAIMS TO BE APPROVED: City Controller Heather Metcalf presented the Claims. Councilperson Gill said that there were quite a few items that came out of Holiday Supplies that were actually not Holiday Supplies so those were fixed on pg. 7 and 8 to David Miles will be changed to Holiday Services. On page 7 under Holiday Supplies for the amount of$13,550 and that is going to be pulled. It is over the$5,000 amount and we are going to ask Paul to come speak with the Council about it. On page 10 there is a ProMedia Claim that will be pulled to go for approval for the next Parks Authority Meeting. Councilperson White would like for the So. Indiana Media Group for$400 to be pulled. Councilperson White feels as though all of the claims for the Parks Department should go before the Parks Authority. Council President Owen said there should be a better way to streamline this process so it is quicker. The new total is$1,154,891.49. Councilperson Gill made a motion to APPROVE the Claims as amended with Councilperson Hawkins seconding, PASSING on a vote, 8-0. REPORT OF THE CLERK: Nothing at this time. AGENDA ITEMS: UNFINSHED BUSINESS: 1 1. Matt Owen—2016-OR-81 An Ordinance Fixing the Salaries of Elected Officials of the City of Jeffersonville, Clark County, Indiana, Commencing on January 1, 2017. (Passed on 1st and 2nd reading 11-21-16)—There have been no changes since the first reading. Councilperson Gill made a motion to APPROVE 2016-OR-81 on the third and final reading with Councilperson Jahn seconding, PASSING on a vote, 8-0. 2. Les Merkely—2016-OR-82 An Ordinance Establishing Fund to Accept State Infrastructure/Transportation Funds (Passed on 11t and 2nd reading 11-21-16)—The only change to this was discussed at the last meeting, there was a typographical error and the Clerk is to establish the fund has been changed to the Controller. Councilperson Gill made a motion to APPROVE 2016-OR-82 with Councilperson Jahn seconding. Councilperson Samuel asked what project this was going towards. It will be going towards N. 10th Street/ Holmans Lane. 2016-OR-82 PASSED on the third and final reading on a vote, 8-0. 3. Heather Metcalf—2016-OR-83 An Ordinance Transferring Certain Funds Within the Same Department (Passed on 11t and 2nd reading 11-21-16)—Councilperson Gill made a motion to AMEND 2016-OR-83 with Councilperson Jahn seconding, PASSING on a vote, 8-0. Councilperson Gill made a motion to APPROVE the amended version of 2016-OR-83 on the third and final vote, with Councilperson Jahn seconding, PASSING on a vote, 8-0. NEW BUSINESS: I. Scott Lewis—2016-OR-84 An Ordinance Establishing Internal Control Standards and Materiality Threshold for the City of Jeffersonville, Clark County, Indiana—Council Attorney Scott Lewis presented 2016-OR-84. This is required under new provisions of Indiana Code that the City establish Internal Control Standards. We have to have this approved by December 31 of this year. These are verbatim as what is required from State Board of Account. These are minimum standards. All employees have to do the training. 25 minute training that is a video. The Controller will be responsible for ensuring that everyone has completed the training. Councilperson Hawkins asked what would happen if this was not met. The DLGF can withhold the approval of the Certified Budget. Councilperson Jahn made a motion to APPROVE 2016-OR-84 on the first and second reading with Councilperson White seconding, PASSING on a vote, 8-0. 2. Scott Lewis—2016-R-18 A Resolution Designating and Authorizing the Certification of the Jeffersonville Arts and Cultural District—Council Attorney Scott Lewis presented 2016-R-18. He was asked to prepare by Mr. Samuel. This outlines that we are going to have the Arts and Cultural District and follows the recommended form. Councilperson Samuel pointed out that this is going to open up some great opportunities for the City. There are only a few of these in the State currently and it gives us a great chance to secure some grant month. The City could even be chosen to use as a pilot program. 2 Council President Owen asked what it meant when it gave the authority to the Public Arts Authority. It will remain the same standards as it is now, any art that is going to be placed on public property will need to go before the Arts Commission for approval. Councilperson Samuel made a motion to APPROVE 2016-R-18 NS, JR 8-0 City Council Attorney Report: Nothing at this time. Department Head Reports: Nothing at this time. Public Comment: No Public Comments Council Comment: Councilperson White—Nothing at this time. Councilperson Jahn—Nothing at this time. Councilperson Maples—Nothing at this time. Councilperson Gill—Councilperson Gill said she had met with Parks Director Paul Northam and City Controller Heather Metcalf and was asked if she could bring up transferring the$20,000 that wasn't used for Steamboat Days to the Ice Rink fund to cover the difference for what is still needed. There was discussion on how it should be handled when a City function does not use all of the donations it receives and how that money should be disbursed back or if it should be returned. It was decided that Mr. Northam needs to come before the Council to make a request for further funding for the Ice Rink and it will not be acted on this evening. Councilperson Hawkins—Councilperson Hawkins agrees that we need to figure out a protocol for how to handle additional sponsorships that are not used. This is not revenue when you look at the overall budget, it is simply money that was not used for the event. Councilperson Samuel—Councilperson Samuel expressed concern about the traffic that will follow once the new Clark County Auto Auction opens up. There really needs to be a deceleration lane there and he has spoken with them about funding that, however they are not interested in doing that. This could very likely become a safety issue and will cost approximately$80,000 to correct. Also he appreciates Councilperson Gill looking so closely at all of the Claims. And thank you to the Administration, he has not seen near the amount of the Credit Card claims as he has seen in the past. Also thank you to Captain Moreland for being here this evening and continuing to keep us all safe. Councilperson Rodriquez—Nothing at this time. Council President Owen—The City Holiday Party will be December 16th. There is a foodie fest if anyone is interested in attending tomorrow evening at Kyes. Also it has been approved for 6 pads for benches 3 and 4 for interchangeable art on Allison Lane. Additionally by the next meeting the Council will need to make a new appointment to the BZA.
