HomeMy WebLinkAboutNOVEMBER 7, 2016 COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA November 7, 2016 WORKSHOP The Common Council of the City of Jeffersonville, Indiana met in workshop session in Room 101, 500 Quartermaster Court,Jeffersonville, Indiana at 6:00 pm, on Monday, November 7, 2016. ROLL CALL:The roll call was conducted and those present were: Councilperson Zastawny, Councilperson Jahn, Councilperson Gill, Council President Owen, Councilperson Hawkins, Councilperson Samuel and Councilperson Rodriquez, Councilperson Maples. Council President Owen called up Mrs. Calabro and Ms. Gross to present the requested paygrade changes. Ms. Gross stated the changes do not affect more dollars or a change to the budget. This recommendation is the aftershock of the Department of Labor changes of the base salaries for Exempt employees after December 1, 2016 of$47,476.00. Ms. Gross stated one changes for an administrative exemption of a director or supervisor they must have two individuals under them to become an Exempt employee. Ms. Gross and Mrs. Calabro both looked at all positions and classifications and who is left by job duties that need to be considered for exempt. Ms. Gross stated under bullet point number 4, 5, and 6 from her recommendation list. Ms. Gross stated starting at paygrade 6 change the minimum, and adjusted pay grades range 7, 8, and 9 to maintain the 15 percent. Move exempt jobs currently in pay grade 4 and pay grade 5 to the new adjusted pay grade 6.This would shift of the exempt pay and only one current employee,the Current Assistant Controller increase of$2,400.00. Councilperson Zastawny stated when he thinks about exempt and non-exempt in regards to overtime pay. Ms. Gross and Mrs. Calabro both stated there is no over-time pay for exempt employees. Councilperson Samuel asked if Ms. Gross could tell him their thought process on whom is determined exempt and non-exempt. Ms. Gross reported there are fourteen positions in paygrade 5 and according to the city policy the city could not hire anyone into the $47,476.000 range without being in the 75%of these positions and they are not value and if the city wants to keep them exempt you have to establish a new pay grade range. Councilperson Samuel asked if the council chooses to can the salary ordinance be amended to who is exempt has to come in at the$47.476.00 Ms. Gross gave an example in regards to someone who comes in with X number of years'experience. Mrs. Calabro stated it would be great to start clean in January 2017. Councilperson Samuel asked if the employee is at the 50%midrange now is HR keeping track and when HR comes before the Council for changes in the salary ordinance to have the information available on the changes. Mrs. Calabro reported they are tracking presently and have issues now with new positions and people making more money than employees presently employed. President Owen made the comment that he has a problem taking someone from a paygrade 4 and moving them up to a paygrade 6(i.e. the Grant Administrator for example) and feels this is too much of a jump. Ms. Gross stated that you have to look at the paygrades not the dollar amounts associated with the paygrades. The jobs have been re-evaluated and shifts made in pay grades.
